1.Introduction
This document is aimed at allproviders who need to login to the Help to Buy Programme Management System section of the Partner Portal. Some providers will already use IMS and have an IMS account. Others will not be users of IMS and need an account solely to enableaccess to theHelp to Buy Programme Management System. This guidance is for both types of providers.
For clarity, the sections applicable to each user type are detailed in the diagram below:
This document will show you how to:
- Login[section 3.1, page 5]
- Reset your password [section 3.2, page 6]
- Set up users [IMS Primary Security Administrators (PSA) only, section 3.3, page 8]

2.Purpose and scope
2.1Limitation and Assumptions
For users who already have an IMS account, they willbe given access to Help to Buy Programme Management System by their PSA. The PSA can allocate authorities in the standard way.
For users who only need access to the Help to Buy Programme Management System, Provider codes and authorities will be set up by the Provider Management team. These users will have a user ID, password and provider ID but will not have access to IMS. This will be arranged as part of the contracting process and will enable house builders to submit monthly returns.
The first time the user accesses the system, you will need to reset their password [section 3.2]
2.2Constraints
2.3Background
House builders are required to submit a monthly return within the first 10 business days of each month. This guidance provides details on how to access the system.
Local Help to Buy agents are responsible for submitting an Authority to Proceed report within 2 business days of month end.

3.Business Process
3.1Login
Click on this link, or type
your browser
Select IMS external from the drop down box
Type yourUser name or ID, Password and Provider code in the boxes.
For IMS users this will be the same information as the account you already have.
You can tab through the boxes, or click with your mouse.
Click login
A successful login will bring you to this screen
Click on Help to Buy Programme Management to show your list of available functions
NB The screenshot below shows the full list of options. You will see one or more of these options, depending on the authorities you have
3.2Reset yourpassword
3.2.1IMS Users
If you have forgotten your password:
EITHERcontact your primary security administrator who can perform a reset in IMS.
OR reset your own password in IMS with reference to your chosen security questions
3.2.2IMS non users i.e. smaller developers who only use Help to Buy Programme Management System
Click on this link, or type
into your browser
On the home page, select the Log inlink on the top right
Complete the information on the Log In page using your current password. Your current password might be a temporary password sent by email
Click Log In
NB You must remember your current password to completea reset
Complete the form with your User name or ID, currentpassword and Provider code
NB Your current password must be re-entered on this screen
Enter a new password of your choice in the next 2 boxes (New password and Confirm New Password).
This password must be a minimum of 8 characters long, a mixture of upper and lower case and be a mixture of letters, numbers and/or symbols
3.2.3Forgotten password
From the Log In page, click Forgotten Password?
Complete the information on the Reset Password screen
Click Reset Password button
Your new password will be sent to your email address
3.3Set up users [IMS primary security administrators only]
Existing IMS users requiring access to theHelp to Buy Programme Management System will need to have appropriate authorities added to their IMS account by their PSA. For details of how to do this, see the Security Guidance in the IMS Security module.
