16.2 Awards & Benefits (page 222)
16.02.3 Extra Benefit. An extra benefit is any special arrangement by an institutional employee or a representative of the institution's athletics interests to provide a student-athlete or the student-athlete's relative or friend a benefit not expressly authorized by NCAA legislation. Receipt of a benefit by student-athletes or their relatives or friends is not a violation of NCAA legislation if it is demonstrated that the same benefit is generally available to the institution's students or their relatives or friends or to a particular segment of the student body (e.g., international students, minority students) determined on a basis unrelated to athletics ability.
16.2.1.1 Inst Events in SA’s Sport. An institution may provide four complimentary admissions per home or away intercollegiate athletics event to a student-athlete in the sport in which the individual participates (either practices or competes), regardless of whether the student-athlete competes in the contest.
· Qualifiers – 4 in sport home & away
· Nonqualifier – 1 comp admission for self; all home regular season in sport
· Walk-ons – dependent on qualifier status
· Male Practice Players – 1 comp admission for self
· SA not fully certified – 1 comp admission for self
Interpretation: 8/22/97 Complimentary Admissions Prior to Final Certification. (I/II) The membership services staff determined that the provisions of NCAA Bylaw 16.2.1.1 are not applicable to a student-athlete whose final certification is pending with the NCAA Initial-Eligibility Clearinghouse. Such a student-athlete may not receive four complimentary tickets to an athletics event. The staff noted that the student-athlete may receive one complimentary ticket for his or her own use to attend the event.
Exception 16.2.1.1.1 An institution may provide each student-athlete who participates in or is a member of a team participating in a postseason event (e.g., conference championship, NCAA championship, National Invitation Tournament, bowl game) with six complimentary admissions to all intercollegiate athletics events at the site at which the student (or team) participates.
Interpretation: 6/14/96 Complimentary Admission to NCAA Championships: The legislative services staff confirmed that it is not permissible, under any circumstances, for a student-athlete to provide a prospect with a complimentary admission to an NCAA championship or other postseason contest in which the student-athlete is a participant.
Exception 16.2.1.1.2 Complimentary admissions may be provided to members of the institution's team for all intercollegiate athletics events in a tournament in which the team is participating, rather than only for the games in which the institution's team participates. However, the contests must be at the site at which the institution's team participates.
16.2.1.2 Complimentary admissions shall be provided only through a pass list for individuals designated by the student-athlete. "Hard tickets" shall not be issued. A violation of this administrative procedure shall be considered an institutional violation per Constitution 2.8.1; however, such a violation shall not affect the student-athlete's eligibility. The student-athlete's eligibility shall be affected by involvement in action contrary to the provisions of Bylaws 16.2.1.1 and 16.2.2.1 (receipt of more than the permissible four complimentary admissions or the sale or exchange of a complimentary admission for any item of value).
16.2.1.2.1 Issuance Procedures. The individual using the complimentary admission must present identification to the person supervising the use of the pass list at the admission gate. The individual then shall be provided a ticket stub or other identification of a specified reserved seat or seating area or treated as a general-admission ticket holder.
Education Column 11/19/84 Complimentary tickets may not be provided directly to the student-athlete; rather, they shall be distributed only to persons designated by the student-athlete and who have identified themselves and signed a receipt therefor. A student-athlete may not receive any payment, directly or indirectly from any source for the complimentary tickets and may not exchange them for any item of value. This legislation also precludes any individual (e.g., the student-athletes' parents, other relatives or friends) from receiving payment from any source for the complimentary tickets or exchanging them for an item of value.
Interpretation: 3/5/08 Special Seating. The membership services staff confirmed that when a student-athlete's family member requires special seating due to an injury, illness or disability, the institution may provide such seating in a manner consistent with the institution's (or facility's) policies for seating any individuals with such an injury, illness or disability
Education Column 8/14/85 Once an individual is admitted to the facility, it would be permissible for the institution to designate a specific reserved-seat location or section for the individual. For example, the institution could provide the stub of a reserved-seat ticket to facilitate the seating of those individuals admitted through the pass list.
16.2.1.3 Home Events in Other Sports. An institution may provide admission for each student-athlete to all of the institution's regular-season home intercollegiate athletics events in sports other than that in which the student-athlete is a participant, via a printed student-athlete pass or gate list. Proof of identity shall be required upon admission.
16.2.1.3.1 Nonqualifier. A nonqualifier (per Bylaw 14.02.11.2) may receive a complimentary admission to all of the institution's regular-season home intercollegiate athletics events in the first academic year of residence.
16.2.1.3.2 Home Contest Honoring SA. An institution may provide a maximum of four complimentary admissions to a student-athlete for an institution's game or event during which a student-athlete is being honored but not participating, provided such complimentary admissions are used by the student-athlete's parents, legal guardians and/or spouse.
16.2.2 Non-Permissible Procedures
16.2.2.1 Sale of Comp Admissions. A student-athlete may not receive payment from any source for his or her complimentary admissions and may not exchange or assign them for any item of value.
16.2.2.2 Payment to 3rd Party. Individuals designated by the student-athlete to receive complimentary admissions are not permitted to receive any type of payment for these admissions or to exchange or assign them for any item of value. Receipt of payment for complimentary admissions by such designated individuals is prohibited and considered an extra benefit.
16.2.2.3 SA Ticket Purchases. An institution may not provide a special arrangement to sell a student-athlete ticket(s) to an athletics event. Tickets shall be available for purchase by student-athletes according to the same purchasing procedures used for other students.
· Cannot sell at face value from any location except “active” ticket sales window
16.2.2.4 Sale Above Face Value. A student-athlete may not purchase tickets for an intercollegiate athletics event from the institution and then sell the tickets at a price greater than their face value.
16.2.2.5 Professional Tickets. An institution or any representative of its athletics interests may not purchase or otherwise obtain tickets to a professional sports event and make these tickets available to student-athletes enrolled in an NCAA member institution. Such a gift of tickets would represent an unacceptable extra benefit.
16.7.1 Away from Home Contests & Vacation Periods. The institution may pay the actual costs (but may not provide cash) for reasonable entertainment that takes place within a 100-mile radius of where a team plays or practices in connection with an away-from-home contest or en route to or from such a contest. In addition, an institution may pay the actual costs (but may not provide cash) for reasonable entertainment that takes place within a 30-mile radius of the institution's campus or practice site during vacation periods when the team is required to reside on campus (or at a practice site normally used by the institution) and classes are not in session.
16.7.1.1 Professional Sports Tickets. Complimentary tickets to professional sports contests shall not be provided to student-athletes, unless the tickets are provided by the institution (or by a representative of athletics interests through the institution) for entertainment purposes to student-athletes involved in an away-from-home contest. Under the latter circumstances, the institution may pay actual costs for reasonable entertainment that takes place during a team trip.

13.8.1 Entertainment Restrictions. Entertainment of a high school, preparatory school or two-year college coach or any other individual responsible for teaching or directing an activity in which a prospective student-athlete is involved shall be limited to providing a maximum of two complimentary admissions (issued only through a pass list) to home intercollegiate athletics events at any facility within a 30-mile radius of the institution's main campus, which must be issued on an individual-game basis. Such entertainment shall not include food and refreshments, room expenses, or the cost of transportation to and from the campus or the athletics event. It is not permissible to provide complimentary admissions to any postseason competition (e.g., NCAA championship, conference tournament, bowl game).
13.8.1.3 Purchase of Game Tickets. An institution may not reserve tickets (in addition to the permissible complimentary admissions) to be purchased by high school, preparatory or two-year college coaches (or individuals accompanying them) to attend an institution's athletics contest. Tickets may be purchased only in the same manner as any other member of the general public.
13.6 Official Visits
13.6.7.2 Entertainment/Tickets. During the official visit, a maximum of three complimentary admissions to a home athletics event at any facility within a 30-mile radius of the institution's main campus in which the institution's intercollegiate team practices or competes may be provided to a prospective student-athlete. Such complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospective student-athlete on the visit and must be issued only through a pass list on an individual-game basis. Such admissions may provide seating only in the general seating area of the facility used for conducting the event. Providing seating during the conduct of the event (including intermission) for the prospective student-athlete or those persons accompanying the prospective student-athlete in the facility's press box, special seating box(es) or bench area is specifically prohibited.
Exception 13.6.7.2.1 – Nontraditional Family. If a prospective student-athlete is a member of a nontraditional family (e.g., divorce, separation), the institution may provide up to two additional complimentary admissions to the prospective student-athlete in order to accommodate the parents accompanying the prospective student-athlete (e.g., stepparents) to attend a home athletics event.
· No complimentary/discounted admissions to PSAs for postseason conference tournaments or events
· PSAs may purchase tickets in same manner as general public
· 13.6.7.2.4 Purchase of Game Tickets in Same Locale. An institution may reserve tickets, only for the use of immediate family members accompanying a prospective student-athlete during an official visit and for seat locations adjacent to the complimentary seats being provided to the prospective student-athlete. These tickets must be purchased at face value.
13.6.7.5 Student Host. The student host must be either a current student-athlete or a student designated in a manner consistent with the institution's policy for providing campus visits or tours to prospective students in general. The institution may provide the following to a student host entertaining a prospective student-athlete:
Complimentary admissions to campus athletics events, provided the student host is accompanying the prospective student-athlete to the events during the prospective student-athlete's official visit.
13.7 Unofficial Visits
13.7.2.1 Entertainment/Tickets. During an unofficial visit, the institution may not pay any expenses or provide any entertainment except a maximum of three complimentary admissions (issued only through a pass list) to a home athletics event at any facility within a 30-mile radius of a member institution's main campus in which the institution's intercollegiate team practices or competes. Such complimentary admissions are for the exclusive use of the prospective student-athlete and those persons accompanying the prospective student-athlete on the visit and must be issued on an individual-game basis. Such admissions may provide seating only in the general seating area of the facility used for conducting the event. Providing seating during the conduct of the event (including intermission) for the prospective student-athlete or the prospective student-athlete's parents (or legal guardians) or spouse in the facility's press box, special seating box(es) or bench area is specifically prohibited.
