Final Draft
This Community Benefit Plan (hereinafter referred to CBP) is prepared for the Xinjiang Aksu Pig Farm Biogas Project and subject to further revision based on the final agreements of the Project to be finalized by the World Bank and the Project Sponsor, or the Aksu Sanjiang Pig Breeding Company Limited on total CDM funds available for CBP implementation and overall project implementation scheduling.
1Community selected for CBP
Based on consultations with the local community and discussions with the local government (poverty reduction office, township government and village committee, etc), Huanggong administrative village, or No.20 administrative village in AyikuleTownship was selectedas the target for the community benefits plan.
The selected community development site, or Huanggong administrative village (see Figure 1: Location of Community Development Site ), is located in the southwestern part of Aksu City, being over 50 km away from the city and 18 km away from Ayikule Township seat.

Huanggong administrative villageis inhabited by Uygur ethnic minority people (100%), consisting of 4 communities with 211 households and a total population of 1117 people. The composition of the population is as follows:
Male: 665
Female: 552
Children (15 years old and below): 155
Laborers: 546 (324 male, 222 female)
Illiterate (at the age of 15 years old to 50 years old): 46
The villagers are mostly agricultural farmers and seasonal laborers working on cotton farm during the harvest season, on-farm activities are their main income source. However, due to salinity problem, lack of timely irrigation water supply, and natural disasters, especially those occurred consecutively in the past 3 years including sandstorms, strong winds and hail, agricultural production suffered great losses, making people’s life very difficult.
Within these communities, totally 44 households have a per capita income of less than RMB 700 yuan per year (the extreme poverty classification as defined by the local poverty reduction office and civil affairs bureau), 43 households have a per capita income ranging from RMB 700 yuan to RMB 944 yuan and are defined as poverty-stricken households, while the rest have an average of RMB 2000 yuan per capita[1]. According to government officials, this administrative village isclassified as the regional level most poverty stricken administrative village. Several efforts are being made both by government and private sectors (including the Project Sponsor, or the Sanjiang Pig BreedingCompany) to help alleviate poverty in the area.
In addition to this income poverty profile, discussions and interviews with the local villagers also indicate that the administrative village has inadequate access to public services and economic infrastructures. Problems identified in this regard include:unsafe houses, difficulties in getting water for irrigation and domestic uses and to access to school, agro-produces markets, poor drainage systems, etc.
2 Benefits to be provided
Selection of benefits to be delivered under the CBP was based on social consultation processs. The proposals here are based on priority analyses and discussions with the local community, including the focus groups.

3CBP Implementation Arrangement
1)A Steering Group for the overall project implementation will be established to provide guidance and coordinate project implementation. The same group should also guide and coordinate CBP implementation, such needs to be included in the definition of functions of the Steering Group.
2)Participatory Implementation Framework for CBP
Implementation of the CBP should use participatory approach to ensure an open, fair and transparent implementation process for all activities under CBP. To this end, a preliminary participatory implementation framework was prepared based on consultations with the Project Sponsor and other local stakeholders, as is shown in Table 1. Finalization of the framework will be done along with further consultation with the villagers on details of the implementation arrangement, so as to allow for the targeted groups and all stakeholders to directly participate in the planning, design, implementation and monitoring and evaluation (M&E in short)processes and enjoy their right in decision-making process.

3)Arrangement for Participatory M&E for CBP Implementation
Participatory M&E is an integral part of CBP implementation, with the purpose of ensuring effective management, quality, progress of the CBP implementationby monitoring and evaluating in a continuous and timely manner the entire implementation process and the results produced. Based on M&E results, problems with the implementation process can be identified and adjustments can be made to ensure realization of the CBP objectives.
In conducting M&E, in addition to compare the planned and actual beneficiaries or beneficiary households according to the annual implementation plan of the CBP, some other qualitative and quantitative indicators should also be used to describe the implementation process, results and impacts. Hence a preliminary M&E framework and the indicators are proposed, as shown in Table 2 and Table 3.

4)Grievance Mechanism
Establishing grievance mechanism is to ensure the local people can express their views and the fairness of the CBP implementation process. The arrangement for this is as follows:
1) Village M&E Group and Implementation Group, CBP Working Group listen to the villagers at all time and record their complaints and grievance, and deal with the complaints and provide timely feedback;
2) A suggestion box shall be established at the seat of the village and opened once a week by the Village M&E Group, which is responsible for collecting, processing the suggestions and reporting to the Working Group and PMO.
3) City and township governments publicly announce to the villagers telephone numbers and contact persons for receiving complaints and grievance (for instance, paint the telephone numbers on the wall boards or suggestion box, announce them at the villagers’ meeting, etc).
4) If any problems encountered in the CBP implementation process, the villagers can report to the Village M&E Group or Implementation Group. In cases the M&E Group doesnot take any measures to deal with the complaints, or the measures of correction, adjustment or compensation taken can be received by the villagers, the villagers, Implementation Group and M&E Group can appeal to the Working Group, or township government, PMO and due reply or treatment to address the complaint needs to be provided within 5 working days, otherwise, they can appeal to City Steering Group or relevant departments of the city government.
