On behalf of the Healthy Eating and Being More Active Programme Group which is a multiagency partnership reporting to the Health, Social Care and Well-being Partnership Board with representation from Children and Young People’s Partnership.

The Healthy Eating and Being More Active Programme Group recognised that the document provided useful guidance for local areas to benchmark their own strategy and activity against, and represented a robust in principle document. The group has recently developed a local strategy which maps across the All Wales Obesity Pathway, and having the draft has been helpful in confirming the local approach.
However it could not be described as a pathway since it did not indicate an agreed pathway for citizens and service users, instead presenting a range of interventions that citizens might expect to progress through by default as opposed to design.
In addition the areas presented as local examples of best practice are funded by short term grant streams therefore sustainability is not guaranteed, nor is the opportunity to replicate them in other areas.

If yes, what should be included?
It was felt that in comparison with England, the Obesity Pathway was lacking in provision of supporting materials for development of interventions and pathways.
In addition the absence of revenue streams to develop interventions at local level will not encourage adoption of the principles. We are concerned that the pressure for funding, coupled with the absence of robust performance management will result in little or no action to adopt the Pathway.
3. Which level in the Obesity Pathway do you think we should be focussing on most?
Level 1 – Community based prevention and early intervention (self care)
Level 2 – Community and primary care weight management services
Level 3 – Specialist multi disciplinary team weight management services
Level 4- Specialist medical and surgical services (including bariatric surgery)
The HEBMA PG felt that focus should be at Level 1 – Community based prevention and early intervention, however recognising that for individuals with high risk factors there may be a need to commission services urgently at higher levels.
