A RESOLUTION honoring founding Kentucky Community and Technical College System President Michael B. McCall upon the announcement of his retirement.
WHEREAS, the Kentucky General Assembly created the Kentucky Community and Technical College System (KCTCS) as Kentucky’s ninth institution of public postsecondary education with the passage of the Kentucky Postsecondary Education Improvement Act of 1997 (House Bill 1); and
WHEREAS, the newly created KCTCS Board of Regents conducted a national search and hired Dr. Michael B. McCall as its founding president in December 1998; and
WHEREAS, President McCall has provided exemplary leadership, service, and support to the KCTCS colleges that today offer more than 700 programs and serve more than 135,000 students and 5,000 businesses and industries across the Commonwealth each year; and
WHEREAS, the Kentucky Community and Technical College System is a vital component of Kentucky’s public postsecondary education system by providing affordable and accessible postsecondary education to the majority of Kentuckians through its 16 colleges and more than 70 campuses throughout the Commonwealth; and
WHEREAS, under President McCall’s leadership, KCTCS has grown to become Kentucky’s largest institution of postsecondary education by enrolling 47 percent of all undergraduate students participating in the public postsecondary education institutions; and
WHEREAS, KCTCS has increased the education achievement level of Kentuckians and leads the nation in awarding of industry specific certificates that provide Kentuckians with gainful employment opportunities; and
WHEREAS, President McCall led the charge in the passage of House Bill 160 in 2010 that aligned KCTCS and Kentucky’s public universities to facilitate the transfer of academic credits and provided a more seamless pathway for KCTCS students to earn baccalaureate degrees; and
WHEREAS, KCTCS has become the leading provider of online education, dual credit programs, transfer education, allied health education, and workforce training and education in Kentucky; and
WHEREAS, under President McCall’s leadership, KCTCS has been entrusted with the stewardship of a number of significant statewide and national bodies such as the Kentucky Fire Commission, the Kentucky Board of Emergency Medical Services, the Kentucky Coal Academy, the Automotive Manufacturing Technical Education Collaborative (AMTEC), and the North American Racing Academy; and
WHEREAS, President McCall has positioned the Kentucky Community and Technical College System as one of the leading two-year college systems in the nation for which it has received numerous recognitions, honors, and awards; and
WHEREAS, President McCall was elected to serve as Chairman of the Board of the American Association of Community Colleges in 2006 as a reflection of the respect and admiration he engenders among his peers across the nation; and
WHEREAS, President McCall has announced his intention to retire as the founding president of the Kentucky Community and Technical College System in January 2015;
NOW, THEREFORE,
Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:
âSection 1. The members of the House of Representatives hereby honor and recognize President Michael B. McCall for his 15 years of exemplary leadership as the founding president of the Kentucky Community and Technical College System, and for the enormous contribution he has made to the Commonwealth of Kentucky and the educational and vocational attainment of its citizens.
âSection 2. The members of the House of Representatives tender President McCall their sincere appreciation and best wishes as he prepares for his retirement in January 2015.
âSection 3. The Clerk of the House of Representatives is directed to transmit a copy of this Resolution to President Michael B. McCall, Kentucky Community and Technical College System, 300 North Main Street, Versailles, Kentucky 40383.
