This qualification is expiring. The last date to meet the requirements is 31 December 2013.

Purpose

This certificate is for people who supervise all stages of a chipsealing operation. Holders of this qualification are able to undertake the practical aspects of the chipseal design process and plan and supervise site activities for chipseal construction. The optional strands recognise special skills in working safely on high capacity roads, using emulsions, and using polymers.

Holders of this certificate are able to:

·  demonstrate a fundamental knowledge of the design and construction of chipseal pavings;

·  demonstrate knowledge of the materials used in chipseal construction and the importance of aggregate and binder selection;

·  demonstrate knowledge of the hazards and safety precautions associated with chipsealing operations in traffic and the safe use of plant and equipment especially with regard to heating and blending;

·  perform all the duties and functions of planning and organising the application of chipseal to road surfaces in accordance with specified work requirements;

·  maintain records as necessary and participate in quality assurance programmes;

·  display leadership, communication and staff management skills.

This qualification and the National Certificate in Pavement Surfacing (Asphalt Paving Supervision) with optional strands in High Capacity Roads, and Polymers [Ref:0193] have been replaced by the National Certificate in Pavement Surfacing (Multiple Sites Supervision) (Level5) with strands in Asphalt, and Chipseal, and with an optional strand in STMS Level 2 and 3 Roads [Ref:1426].

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. This qualification and the National Certificate in Pavement Surfacing (Asphalt Paving Supervision) with optional strands in High Capacity Roads, and Polymers [Ref: 0193] have been replaced by the National Certificate in Pavement Surfacing (Multiple Sites Supervision) (Level 5) with strands in Asphalt, and Chipseal, and with an optional strand in STMS Level 2 and 3 Roads [Ref: 1426].

Previous versions of the qualification

Version 3 was issued to meet industry requirements to include new technologies coming into widespread use in the pavement surfacing industry.

Changes to structure and content

·  titles of reviewed standards updated;

·  names of standard setting bodies updated;

·  new optional strands in Emulsions and Polymers added;

·  change of title to reflect additional strands;

·  prerequisite diagram updated.

People currently enrolled in programmes leading to the award of earlier versions of this qualification could either complete the version in which they were enrolled or transfer to this version. All trainees commencing after 1 December 2001 would complete version 3 of the qualification.

Version 2 of this qualification was issued to: reflect the review of the Pavement Surfacing standards; add standard 6401; replace standard 1504 with standard 14665; increase the credit total from 60-67 to 156-162; and increase the level from 3 to 4 (or 5 if optional strand obtained).

All versions of the certificate will be recognised by the industry.

It is the intention of Infrastructure ITO that these transition arrangements are fair, and do not disadvantage any existing candidate. Anyone who thinks that they have been disadvantaged by the transition process should, in the first instance, contact Infrastructure ITO at the address below.
