BY-LAWS

Article I -- Rules of Play

Caledonia Park Commission Soccer Program will follow the Official Federation of International Football Association (FIFA) rules of soccer, except where the By-Laws, the Council, and/or membership specifies an exception.

Section 1. Playing Time Coaches are required to play each player a minimum of 50% of the total game time. Coaches should make an effort to allow each player to participate in each half. Coaches may restrict a player’s playing time for “disciplinary reasons” (poor sportsmanship). Both the player and parents of the player must be informed of the reasons for limited play time and be instructed on how to prevent further occurrences. Substitution procedures will follow FIFA guidelines.

Section 2. Games Rules

  1. Only molded rubber or plastic soccer cleats may be worn.
  1. All players on a team shall have shirts of the some color. Similar shorts and socks for each team are encouraged. Goalie shirts must be a different color than the shirts of either team.
  1. No game shall begin with less than the required number of players on the field.
  1. All games must commence no later than 10 minutes of the scheduled time. The team(s) not having the minimum number of players by the deadline shall forfeit the game.
  1. No Coaches, players, or spectators are allowed along the goal line or behind the goal during games.
  1. Game guideline are as follows:

*Under 6: Four 8 minute quarters, #3 ball, suggested roster of 6

*Under 8: Four 10 minute quarters, #3 ball, suggested roster of 7

*Under 10: Four 12 minute quarters, #4 ball, suggested roster of 9

*Under 12: Four 15 minute quarters, #4 ball, suggested roster of 12

All games shall allow 2 minutes between each quarter and a 5 minute halftime.

  1. A player’s playing age is determined as of August 1 of the seasonal year. Seasonal year begins September 1 and ends August 31.

h. No alcoholic beverages are allowed at any soccer games, practices or clinics.

Article II – Player Registration

All youths who wish to participate in the Caledonia Park Commission Soccer Program must register during the scheduled registration period. Youths registering must present proof of age. (Birth certificate, passport, etc.) Caledonia Park Commission Soccer Program shall allow a 30 day registration period. All player’s which meet all other requirements and are age 4 by July 31st will be allowed to participate. All player’s are required to register with Mississippi Soccer Association.

Article III – District and State Qualifications

All league games shall count toward determining a champion and runner up in each age group. During the middle of Spring Season all teams in contention for first or second place should determine if they plan to attend playoffs should they qualify. If either refuses, the team with the next best record has the option to participate in the District Tournament.

The ranking of teams will be determined by the following point system:

2 points of a win

1 point of a tie

0 points of a loss

Article III – Order of Business

The order of business at all regular Council and general business meetings shall be as follows:

  1. Roll Call
  2. Minutes of previous meeting
  3. Report of the President
  4. Financial report of the Treasurer
  5. Team Reports
  6. Old business
  7. New business
  8. Miscellaneous
  9. Adjournment

Article IV – Team Selection

The following procedures will be used to select teams in all age groups.

  1. Registration Forms will be divided as follows:
  2. Group 1 - 2nd year players in same age group with playing experience
  3. Group 2 - 1st year players in same age group with playing experience
  4. Group 3 - 1st year players in same age group with limited experience
  5. Group 4 - Players who have never played
  1. Each coach shall draw a number to determine his position in the player’s draw. In the event a team in not represented the registrar will draw a number for them.
  2. Children of the sponsor, head coach, and one assistant, up to a maximum of three, will automatically be given to that coach.
  3. Forms from Group1 will be dealt face down starting with Coach #1 skipping any coach with Group 1 Forms until each team has an equal number of “Group 1” players. The remaining cards will be dealt in rotation until “Group 1 “ players are dispersed. Beginning at the point “Group 1” distribution ended, Groups 2, 3, & 4 will be divided in the same manner until all players are assigned.
  4. Swapping of players is strictly PROHIBITED.

Article V – Kidsafe

Caledonia Park Commission Soccer Program intends to follow the procedures specified in the U.S. Youth Soccer Kidsafe Programs. It is our intent to exclude from participation all persons who have been convicted of crimes of violence.
