CONDITIONS RELATING TO GOVERNMENT SPECIAL CADETSHIP SCHEME

.

1The Special Cadetship Scheme is compulsory for all students who receive Government grants/loans for their training/education.

2Applicant must be a citizen of Zimbabwe.

3Applicant should be prepared to undergo training on the Special Cadetship Scheme at specific training institutions recognized by the Ministry of Higher and Tertiary Education.

4The Special Cadetship Scheme is meant to meet such educational costs and other related expenses as approved by the Special Cadetship Committee for students who are on the Special Cadetship programme.

5To qualify for consideration for the Special Cadetship Scheme: -

(a)The applicant will enter into an agreement with the Ministry of Higher and Tertiary Education

(b)The Legal Guardian or other acceptable person will sign the Suretyship.

(c)All applicants will be subject to vetting.

(d)The applicant should be in good health.

6The interpretation of this document rests with the Secretary for Higher and

Tertiary Education.

Conditions and Memorandum of Agreement for Special Cadets

The conditions which apply to persons (hereinafter referred to as “Special Cadets”) selected to undergo training are set out below. Complete this form in TRIPLICATE.

  1. The status of a Special Cadet shall be that of a

(a)student during the period when he/she shall be under training;

(b)civil servant, if employed by Government and he/she shall be subjected to the regulations made in terms of the Public Service Act, Chapter 16:04.

(c)worker if employed in the Zimbabwe private sector and he/she shall be subjected to company regulations or any statutory regulation, except where otherwise provided in terms of this document.

  1. A person appointed as a Special Cadet shall

(a)serve the country and be bonded for a minimum period equal to the duration of the period he/she was engaged as a Special Cadet.

(b)remit a minimum of one third of his/her salary in forex, if he/she opts to work

outside the country. In such cases a special agreement will be entered between Zimbabwe, the Cadet and such employer/country concerned for remittance of forex for a minimum period equal to the duration of the period he/she was engaged as a Special Cadet.

  1. The Ministry of Higher and Tertiary Education will assist the Special Cadet with funds to meet educational costs during the time when he/she is on the Cadetship Scheme.
  2. No Special Cadet or prospective employer will be allowed to buy the bonding period or part thereof for any student trained under the Cadetship Scheme.

Memorandum of Agreement

After having read conditions set out above,

(a)I, ……………………………………………(Full Name), hereby undertake, out of my own free will and consent, that if I am appointed as a Special Cadet at……………………………………... (state the name of yourinstitution) for the purpose of undertaking a course of study leading to a ………………………………….. Certificate/diploma/degree will serve the country for a period equal to my bonding period following completion of my course of study.

(b)I further undertake that:

(i)I shall not change my course of studies;

(ii)I shall exercise my best endevours to pass within the said period of ……………. years the final examination at a tertiary institution that will entitle myself to be awarded the aforementioned qualification (hereinafter called the “qualifying examinations”);

(iii)I further consent to the withholding of my certificate and transcript of results /qualification by the Ministry of Higher and Tertiary Education for the duration of the bonding period of………… years;

(iv)If I fail to complete my course of studies or fail to pass in any year of course studies or fail to pass the qualifying examinations; the Ministry of Higher and Tertiary Education may terminate this memorandum of agreement and recover an aggregate amount of the loan/grant plus interest at the prevailing bank rates, I owe to the Government of Zimbabwe;

(v)If unsatisfactory reports are made by the authority of the institution where I am studying concerning my conduct or progress, the Ministry Higher and Tertiary Education may terminate this memorandum of agreement and recover an aggregate amount of the loan/grant plus interest at the prevailing bank rates, I owe to the Government of Zimbabwe.
