The Big Lottery Fund is investing up to £112 million nationally over eight years to improve the lives of people with multiple and complex needs, by enabling better blended services. As well as supporting people, the funding will evidence more effective and efficient ways for designing, commissioning and delivering support services.
The project operates in Brighton and Hove, Eastbourne and Hastings and is delivered by different delivery partners in each area with Brighton Housing Trust (BHT) being the lead organisation for the South East Partnership.
Brighton Oasis Project is excited to be hosting the Eastbourne and Hastings Fulfilling Lives Teams from April 2017 for 2 years.

This role offers the chance to improve the safety and wellbeing of women involved in sex work; improve outcomes for women involved in sex work with a focus on recovery from sexual violence and abuse; and to improve outcomes for women with complex needs who are involved in the sex industry. Training and support
Brighton Oasis Project provides you with regular one to one sessions with your line manager, individual and group supervision sessions, and an annual appraisal to review progress and identify areas for development.

ROLE PROFILEROLE TITLE: Area Lead / REPORTS TO Operational Manager, Fulfilling Lives AND Director, BOP
TEAM: Fulfilling Lives Eastbourne (2 Specialist workers; Service improvement officer; Support Worker) / SALARY: £ 29,346.00 per year
RESPONSIBLE FOR: The provision of Assertive Outreach to project beneficiaries with complex needs. / HOURS: 37.5 hours Monday –Friday 9-5 with flexibility to best meet the needs of project beneficiaries.
PURPOSE OF ROLE:
To be part of the leadership team within the Sussex-wide Fulfilling Lives Programme, with specific responsibility for the Eastbourne project; managing staff, contributing to the learning for this national programme, role-modelling being an agent of change and leading innovation in the Eastbourne area.
To lead the team in the provision of support to complex needs beneficiaries, using professional insight and academic practice to identify and overcome barriers to services and engagement.To work in collaboration with other organisations to deliver effective systems change, fulfilling the purpose of this programme to bring about lasting change in how services work with people with multiple and complex needs.
Key activities
- To implement the Fulfilling Lives Project Plans to develop innovative practice in Eastbourne
- To manage the staff team and support them to carry out their duties as set in their job roles
- To coordinate and ensure the smooth running of the project, including ensuring incidents are handled appropriately and safely; prioritising work in the team each day, planning staffing levels, agreeing appointments etc.
- To support the staff team to achieve the project outcomes
- To develop a clear understanding of the systems and services in Eastbourne , including commissioning processes and cycles, to provide a firm basis for service and systems’ reviews
- To develop a programme of events and forums for sharing the learning of the project with local commissioners and other stakeholders
- To agree with local commissioners which policies and agendas the project could feed into and the mechanisms for this
- To work with the team’s Systems and Services Review Officer and service user consultants to implement and complete the project’s systems and services review processes
- To produce Review Action Plans (RAPs) for each system and service review undertaken detailing recommendations and proposals for implementation
- To explore potential solutions, new models and ways of working to meet the needs of with the most complex needs
- To monitor and report on the outcomes of the Eastbourne Fulfilling Lives staff team to the local steering group, the project’s core group and the Big Lottery Fund
- To support the senior manager to facilitate and manage the Eastbourne steering group
- To monitor and report on the agreed financial and performance targets
- To ensure that work with other agencies is coordinated and appropriate
- To ensure that policies and procedures are adhered to
- To attend relevant external forums and meetings
- To be responsible, with the senior manager, for staff induction, training and supervision

Fulfilling Lives: Supporting People with Multiple and Complex Needs Programme Summary
This Big Lottery Fund investment supports people with complex needs in 12 areas of England.
As well as supporting people, the aim of the funding is to evidence more effective and efficient ways for designing, commissioning and delivering support services for this group in the future.
The purpose of this initiative is to bring about lasting change in how services work with people with multiple and complex needs; this funding is a vehicle to help bring about that change. The legacy of the 8 year programme will be that systems and services in all 3 geographical areas (Brighton & Hove, Eastbourne and Hastings) will better meet the needs of this group.
