THE CONSTITUTION OF CAMBRIDGIA 2017
Preamble
We the people of the nation of Cambridgia, comprising the States of Downing, Trinity Hall, Corpus Christi, Robinson, Jesus, Kings, GonvilleCauis and Hughes, determined to secure justice, peace, economic prosperity and unity across the length and breadth of our great island, have resolved to unite under this one Constitution.
All citizens of Cambridgia have the right to life, liberty and the pursuit of happiness.
Chapter 1. Government
1) Our government shall consist of a parliament made up of a lower level and an upper level
a) the lower house will represent every state equally with 10 representatives per state (80 total)
b) the upper house will represent states fairly by their population, allowing 1 representative per 250,000 with each state limited to a maximum of 8 delegates regardless of population [result: 40 total.Downing only 8 instead of 12 representatives]
2) Members of Parliament shall be elected as follows
a) every 4 years, elections will be held for the lower house
b) elections will be held for the upper house every 4 years, elections will be held for the upper house. These elections shall occur 2 years after lower house elections.
3) After the first election only, the upper house shall sit for 6 years.
4) Parliament shall have power to make laws on any subject matter
5) The Supreme Court has the ability to declare any law unconstitutional on the basis of violation of this constitution or the Bill of Rights.
6) The nation of Cambridgia will adopt the US Bill of Rights in the Constitution.
7) Judicial power shall be vested in the Supreme Court of Cambridgia. Appeals to this Court will lie from each of the Superior Courts of each of the States of Cambridgia.
8) The Head of State shall be the President of Cambridgia.
a) The President shall be chosen by a vote, held every 4 years.
b) The president shall serve for a maximum of 2 terms.
c) The President shall select their Cabinet.
Chapter 3.The Economy
9)There shall be free trade within the territory of Cambridgia.
10) That all states should adopt rail gauge B. The costs of building undertaking a 'national railway conversion project' shall be shared equally amongst all states.
Chapter 4. Constitutional Change
11) This constitution shall not be altered except through the national legislature, with a vote of 7/8th in favour in both houses of Parliament.

On this date of 27 July 2016 and in accordance with the rules of procedure for this Convention, this Constitution is now submitted to a vote by referendum in each of the States of Cambridgia.
