Agency Fee Payer – Member Sign-up Plan

Saint Paul Federation of Teachers currently has 522 fair share or agency fee payers out of our three bargaining units. SPFT will be assigning Nick Faber to lead a team of six members over the months of March-July to sign-up these fee payers to be members. The Officers of SPFT will select a team of six: 2 teachers, 2 EA and 2 S&CSP to do this work as laid out in this plan.
Key elements that will help us be successful:
- Simplifying the membership forms so that less time is required to sign the paperwork. There are currently 4 pieces of paperwork new members are asked to sign and it takes a minimum of 8-10 minutes to complete.
- Securing release time for our team of members to go into targeted sites and ask fee payers to sign-up.
- Training the team.

Timeline: March 2015-July 2015
March:
- Simplify membership forms for fee payers switching to members.
- Assemble team packets for each school with necessary materials.
- Create building charts, contact sheets, and reporting sheets.
- Steward committee to review list of fee payers with executive board and stewards—gather information on fee payers and assign e-board and stewards to make asks in the month of March.
- Identify six team members.
April:
- Goal for month: 236 sign ups (90% of folks at target sites)
- Train team of 4 to start doing school visits and home visits to sign-up members.
- Give team one week of release time to do school visits and home visits – April 13-17 (April 17 is EA PD day).
- The team will target the following schools for site visits in April (a total of 262 fee payers):

- Murray Middle
- Linwood Monroe

- Homecroft

- Team members will be paid a stipend of $25 per hour for each additional hour they work after the week of release to continue signing up members. Team members will be required to debrief with the team lead each time they do additional work.
May:
- Goal for month: 175 sign-ups (90% of target sites)
- Give team another week of release time to do school visits and home visits.
- The team will target the following schools for site visits in May (a total of 196 fee payers):

- Team members will continue to work for hourly stipend doing home visits until each agency payer has been asked to sign-up as a member.
- We anticipate an additional 100 contacts will still need to be made.

- Cost to simplify forms:
- Hire a FileMaker Pro (SPFT data base program) programmer to create a membership form that automatically generates current fee payers’ information.
- Cost: $200
- Release Time costs:
- Teachers, $120 per day for subs = $2400
- EAs—dependent on who is selected, cost per sub per day
- Additional Hours Costs Projection ($25/hour)
- April: 6 hours per week, per team member= $1000
- May: 6 hours per week, per team member=$1000
- June/July: 100 hours=$2500
