Cents-Ability Grants Committee Charter

Background / The Cents-Ability program of Monmouth Presbytery was initiated in November 2006 as a strategy for raising awareness and funds in the fight against hunger.
Funds raised through Cents-Ability are used to fund hunger ministries in a partnership model. In 2009 the allocation of funds raised in Monmouth Presbytery is: 40% within the bounds of Monmouth Presbytery and 60% for hunger ministries in the U.S. and around the world (to be chosen from ECOs of the Presbyterian Hunger Program).
Purpose / The Cents-Ability Grants Committee administers the grants process for the Presbytery of Monmouth. A grants committee member will attend and report to the meetings of Presbytery four times each year, following awarding of Cents-Ability grants.
Membership / Each congregation that participates in Cents-Ability will have a representative on the grants committee. The Hunger Action Enabler Hunger Action and Advocacy will also serve in an advisory capacity (voice but not vote). The grants committee will elect a moderator/convener and a secretary.
Accountability / The Cents-Ability Grants Committee will report to the Presbytery of Monmouth through the Hunger Action and Advocacy Working Group.
Objectives /

Annually review the Cents-Ability percentages and recommend changes to the Presbytery at its November meeting.
The Cents-Ability Grants Committee will fund hunger ministries according to the following guidelines:
Grants for hunger ministries outside the bounds of the Presbytery of Monmouth will be chosen from Extra Commitment Opportunities of the Presbyterian Hunger Program.
All congregations in the Presbytery of Monmouth will be invited to identify local hunger ministries for consideration for funding. Applications for grants must be endorsed by a local session before the Cents-Ability Grants Committee can fund them.
The Cents-Ability Grants Committee will communicate with all congregations concerning grant recipients. The committee will also find appropriate avenues for developing relationships with grant recipients so that the connections can grow beyond that of “contributor” through prayer, correspondence, e-mail exchanges, and visits.
For grants within the bounds of the Presbytery, the Hunger Action Enabler will evaluate all applications as to the quality of the program and the urgency of the need served by the program of ministry. S/he will then make recommendations to the Cents-Ability Grants Committee, which will make the final determination regarding funding.

Meetings / The Cents-Ability Grants Committee will meet at leasttwice a year with ongoing communication throughout the year via e-mail or phone. For voting purposes, a quorum is considered to be those who are in attendance.
