Competition Terminology

The Competition shall be known as The Herbert Baker Memorial Knockout Cup Cricket Competition (referred to as the Main Competition) and shall incorporate The Terry Mockridge Memorial Knockout Shield Cricket Competition and the Davies – Bishop Knockout Trophy Cricket Competition (referred to as the Subsidiary Competition and the Third Tier Competition).

Trophies Suite

The ownership of the Trophies and Shields shall be vested in the Competition Committee who shall be responsible for putting them up for annual competition between local Clubs.

They consist of the following,

·  Herbert Baker Memorial Cup – awarded to Winners, Main Competition

·  Archie Haywood Memorial Trophy – awarded to Runners Up, Main Competition

·  Jack Tucker Memorial Shield – awarded to Man of the Match, Main Competition Final

·  Terry Mockridge Memorial Shield – awarded to Winners, Subsidiary Competition

·  Ewens Family Shield – awarded to Runners Up, Subsidiary Competition

·  Colin Vile Memorial Shield – awarded to Man of the Match, Subsidiary Competition Final

·  Davies – Bishop Trophy – awarded to Winners, Third Tier Competition

·  Davies – Bishop Shield – awarded to Runners Up, Third Tier Competition

All trophies are to be returned to the Competition Treasurer by 30th April in the year following their receipt; all trophies are to be returned as received and any repair costs are to be borne by the defaulting Club.

It is desirable that all trophies and shields are engraved in a manner in keeping with previous such work by the receiving Club before their return to the Competition Treasurer.

Qualifications for Entry and Rules on Entering Competitions

Entries will be accepted from teams that are based within a fifteen mile radius of Taunton.

Entry may be accepted from teams who are based beyond this distance, but (a) at the Competition Committee’s discretion and (b) on the understanding that such teams must play their fixtures away from their home ground even if they are first drawn in any fixture draw related to the Competition.

All entry paperwork (Team Details Form and Entry Fee Cheque) is to be received by the Competition Secretary by the end of January in any season that the Competition is to take place in.

Currently the fee to compete in the Competition is £20.00 per team, but this is subject to review and amendment at an AGM if a proposal to do so is received and accepted by majority vote.

Entry by any team is into the Main Competition and not the Subsidiary Competition or the Third Tier Competition; any team that does not fulfil its Main Competition commitments will be deemed to have resigned from the Competition for that season and will not be eligible to compete further that season – in addition any monies tendered by such a team will be deemed to have become the property of the Competition and will not be refundable. Subsequent entry into the Competition by such a team in future years will be at the Competition Committee’s complete discretion.

The Competition Committee will set the schedule for any season’s running of the Competition and this is to be adhered to. In case of weather or ground availability for example the Competition Secretary needs to be informed and will work with both teams to reset the game on a mutually acceptable basis.

In other circumstances where a variation from the published schedule of dates is requested by a team or teams the Competition Secretary needs to be informed and a decision will be arrived at by the Competition Committee as to the way forward; any decision reached by the Competition Committee is final, conclusive and binding on all parties.

Meetings, Competition Officers and Competition Committee

An AGM in respect of the Competition will be held by 31st March in any year that the Competition will be contested.

The Competition Committee shall meet whenever it is required to do so.

The Competition Officers shall consist of a President, a Chairman, a Secretary, a Treasurer, an Umpiring Coordinator and up to four Competition Committee members.

All Competition Officers will be elected at an AGM by majority vote.

The Competition Secretary shall give at least three weeks’ notice of the holding of any AGM and as much notice as can be given in respect of a meeting of the Competition Committee.

Amendments to Rules

Rule amendments may only be made at an AGM; any rule amendment proposal needs to be submitted to the Competition Secretary at least one month before the appropriate AGM.

Such detail will be notified to all concerned as part of the documentation package that will support an AGM.

A two-thirds majority will be required to pass any amendment to the Competition’s rules and such voting will reside with Club Representatives and not with the Competition Committee, save for the Competition Chairman or Chairman for the time being having a casting vote in the case of a dead heat.

Qualification of Players

All players who take part in the Competition in any season that it is run in must either (a) play their Saturday league cricket for that Club or (b) play for the Club who they would represent on a Saturday.

They are expected to be bona fide players for the Club for whom they play too – that is paid up, registered members.

Any player who is a paid professional in respect of a First Class County side may play in the Competition provided they only play for a Club that they played for in the Competition prior to becoming a paid professional player.

No player may play for more than one Club in the Competition in any one season; where a Club has more than one team in the Competition in any one season it is acceptable for a player to graduate to a higher ranked side, but not to move down from a higher ranked side to a lower ranked side.

Players are deemed to be registered to the Club for whom they first appear in any season and no transfers are permitted.

Only one ‘true’ overseas player may play in any one side.

Any proven breaches of any of the above will lead to expulsion from the Competition for that season for both player and team.

Match Play

Matches will be played according to the accepted Laws of the Game, except as is allowed for in these rules.

The Main Competition and the Subsidiary Competition shall be played on a knockout basis and shall see all matches prior to the Semi Final stage played on the ground of the team named first on any draw sheet, except as is allowed for in the Qualifications for Entry and Rules on Entering Competitions.

From 2016 a Third Tier Competition is to be held if the level of entries allows and will be formatted appropriately.

The Semi Finals and Final of both the Main Competition and the Subsidiary Competition and the Final of the Third Tier Competition shall be played at grounds decided upon by the Competition Committee; at the stated matches for the first two given levels of the Competition Umpires who are appointed by the Somerset Association of Cricket Officials and funded by the competing teams will stand and monetary collections whose receipts will be donated to select Charities will take place.

All Third Tier Competition Umpiring appointments will be managed by the Umpiring Coordinator for the time being.

The Competition will support two local Charities each season and they will receive equal amounts based on the overall amount of money given in any season in this way

All matches are to commence at 6.15pm and will be of twenty six ball overs per side, except in the case of the first game(s) of the Main Competition where matches will be of eighteen six ball overs per side to allow for available daylight considerations to be met; this applies to matches in the earliest round(s) of the Main Competition only.

The Competition Committee reserves the right for the three Final fixtures to be subject to earlier start times due to the extra events attached to such matches, such as speeches and trophy presentations.

No bowler may bowl more than five overs in any innings.

The following fielding restrictions apply to the Main Competition from the Quarter Final stage and the Subsidiary Competition from the Semi Final stage onwards,

·  At the instant of delivery a minimum of four fielders plus bowler and wicket keeper must be inside an area bounded by two semi circles centred on each middle stump within a radius of thirty yards and joined by parallel lines on each side of the pitch.

·  This fielding circle shall be marked with painted white dots at five yard intervals – each dot can be covered by a white plastic or rubber disc or in white paint marking measuring seven inches in diameter.

·  Should this requirement not be met then the square leg umpire shall call and signal no ball and the delivery must be redelivered; this condition must be met regardless of the total numbers of fielders present (namely if a side has less than eleven players present).

There are no fielding restrictions applicable to any other rounds of any of the three Competitions covered by these rules.

From season 2017 all matches will see deliveries that are sent down the leg-side to a batsman in his normal standing position called as a wide ball and be redelivered.

The bowling of fast full pitched deliveries (‘beamers’) is prohibited and will be dealt with during active match play.

One bouncer per over per bowler is the maximum permitted.

Match ball supply is the responsibility of the home team where there is one and all teams who compete in any Semi Final in any season will be expected to provide one new ball for their own use.

For all Finals the Competition Committee will provide one new ball per innings.

Match Result

The winner of any match will be the side who has scored the most runs.

In the event of a tied match the winner will be the side that has lost the fewest wickets; if the same number of wickets have fallen then the side that has scored the most runs from the bat will be the winner and if matters are still equal then a bowl out to a conclusion will decide matters.

No tie shall be settled by a replay except in the case of a postponed or abandoned match where weather or bad light has come into play.

Any such match shall be played within four days of the original date set for the match and shall be played to the original match set-up – i.e. same venue, number of overs per side etc.

All match results are to be submitted to the Competition Secretary by SMS text message to 0751 984 3737 within 24 hours of a match being completed.

Administration and Miscellaneous Matters

·  The Competition Secretary will be responsible for the maintenance of all documentation and paperwork related to the Competition and all correspondence will be issued by electronic means.

·  The Competition Treasurer will be responsible for the maintenance of all financial records relating to the Competition and shall manage its Bank Account; two signatories shall be maintained in respect of issuing cheques in the name of the Competition and for the time being are the Competition Treasurer and the Umpiring Coordinator.

·  Teams who enter the Competition in any season must supply an e-mail address for the Competition Secretary to correspond with; such an address must be accessed often to ensure that all Competition information is received and processed.

·  All Clubs that enter the Competition in any season must be in possession of a current and suitable Public Liability Insurance Policy and such must be available for inspection and review if required.

·  Any matters that a team wishes to appeal against in respect of the Competition are to be issued to the Competition Secretary within four days of occurring along with a deposit of £10 per appeal; this deposit is returnable if the appeal is upheld and is forfeited if the appeal is lost. The decision of the Competition Committee in respect of any appeal it hears is final, conclusive and binding on all parties.

·  The Competition Committee reserves the right to rule as it sees fit on any matter brought to its attention that is not specifically covered in this rules document.

·  Interaction between the Competition and Social Media platforms is encouraged if such interaction is (a) positive and (b) maintains the good name of the Competition. If breaches of this are found and are proven then they may lead to expulsion from the Competition for that season for both player and team.
