15160 Types of EIRs
-variations of EIRs, Lead agency use different ones to tailor to diff. Situations
15161 -Project EIR: most common, on env impacts of specific development proj. focus on env. Changes as result of project. Examines all phases: planning, construction, & operation.
15162 Subsequent EIRs and Negative Declarations
-no subsequent EIR after EIR certified or negative declaration adopted unless lead agency determines:
~changes proposed to project lead to new significant env. Effects, or increase of severity
~changes with aspect to circumstances under which project is undertaken lead to sig. Env. Effects, or increase in severity
~New info of importance, that was unknown at time of previous EIR
-if changes to project, circumstance, or new info. Subsequent EIR is required.
-once project is approved, Lead agency role is complete
15163 Supplement to an EIR
-way where minor changes necessary in previous EIR to make that EIR apply in changed situation
-supplement EIR revises previous EIR through supplementation.
-subsequent EIR is a complete EIR
15164 Andendum to an EIR or Neg. Declaration
-lead agency needs to prepare addendum to previous EIR if there are changes or additions, but the changes don’t need a subsequent EIR
15165 Multiple and Phased Projects
-EIR must address the entire issue as a whole.
15166 EIR as part of General Plan
-EIR can be inside the General plan if properly stated and identified
15167 Staged EIR
-addresses the issues and difficulties of EIR in large projects that would take years to plan, contruct, and engineer. Reduces detail in early approval.
15169 Master Env. Assessment
-reduces amount of work necessary in later EIRs.
15170 Joint EIR-EIS
-lead agency can work with fed agency if meet both CEQA and NEPA
EIR Process
15080 General
-EIR process should be combined with any other project approval process
15081 Decision to Prepare and EIR
-EIR process begins after initial study or if lead agency sees that EIR will be required
15082 Determination of Scope of EIR
-lead agency must inform responsible agencies and fed agencies the EIR will be prepared
-instructions in using the Notice of Preparation

-before completing DEIR, lead agency can consult with people or org concerned with env. Impacts

-DEIR prepared by lead agency, anyone can submit info or comments to lead agency, and take all submited info into consideration.
15086 Consultation Concerning DEIR
-lead agency request comments on DEIR from: responsible agencies, truestee agencies with resourced effected, other state, def, and local agencies with juridiction, city our county within project
15087 Public Review of DEIR
-provide public with availability of DEIR, oral hearing not required
15088 Eval. of and Response to Comments
-lead agency needs to evaluate comments on env. Issues from people that have read the EIR and write a response. Essential.
15089 Prep of Final EIR
-final EIR required before project approval. Review of final should focus on comments on DEIR
