1. Call Meeting to Order
The March meeting of the Planning Commission was called to order at 7:03 by Bruce Newburn.

Absent: Don Payne, Doug Gates NO QUORUM
3. Approval of Minutes of Previous Meeting
Not done, no quorum

Shoreline Master Program – proposed shoreline designations, rules
Presented by Oscar Graham of Graham Bunting Associates
The 12-page report recapped information given at former Planning Commission meetings plus latest updates which include maps of redefined Shorelines designations after in-depth studies of town, county, state, and federal guidelines. Specific uses and designations are:
High Intensity: for heavy commercial use
Urban Conservancy: flexible use
Natural: most protected and least disturbed
Aquatic: water up to high-water mark, including beds under water.
Discussion items included the need to modify the Town’s Comprehensive Plan and Zoning for the east bank of the canyon where the dam facilities are located.
PSE Project Update: Jeff McMeekin, John Jensen, Dan Koch
Following a short break, the meeting continued with the PSE report presented by Dan Koch. Also present were John Jensen and Jeff McMeekin from PSE.
Dan presented a slide show of the PSE powerhouse project showing some past photos, plus outlining difficulties and progress being made. He also showed slides of the Floating Surface Collector now working in Maker Lake and under construction at Lake Shannon. The combined technology and vision of the projects is immense.
