Invitation to bid and request for pricing
Regarding: Remodeling of a 67 unitelderly apartment building: The Frank B Peers Building, 400 Central, Highland Park, IL
Prospective bidder:
The City of Highland Park is the owner of the above listed residential apartment project. Over the last year, there have been issues with water infiltration in the second and third floor bays areas on the north and south sides of the building, and operation issues with the existing sleeve air conditioners located in the soffit space of the second and third floor bays. To correct these issues, we are requesting prices for the following options:
- Option 1 – window wall work, correction of bay area fire separation issues, new bay area sleeve air conditioning. Pricing will cover :
- Correction of water infiltration for the 18 units at the 2nd floor and 18 units at the third floor (18 bay areas).
- Correction of the fire separation issues at the bay areas between the second and third floors in the 18 bays.
- New sleeve air conditioners for the 2nd and 3rd floors with new sleeves to be installed within the existing fixed glass window area (by adding a new horizontal and vertical mullion) for 36 units.
- Change all bay glass to insulated “Low E” for the fixed unit, hopper and casement.
- Replace the bay area casement guide hardware; replace hopper lock handles.
- Replace all glass for the 1st and 4th floor units with insulated “Low E”.
- Replace all sliding window units at the 1st and 4th floors with new sliding units with Low “E” glass.
- Install a transfer fan in the wall between the bedroom and the living room in all units on all floors.
- Option 2 – new mini split system air conditioners for the second and third floor living rooms, provide future piping to the first and fourth floor units for future living room mini-split system air conditioners. Pricing will cover:
- Moving all existing electrical panels in the 67 units out of their present closet locations and into a new wall perpendicular to the existing bedroom wall. The old panel will remain as a junction box, and then a new 12 circuit panel installed at the new location. Move all old circuits to the new panels. Add arc-fault breakers for the bedroom circuits.
- New electrical risers on all four floors for all 67 units from the new electrical panel closet locations up to the roof and over to the compressor locations. New electrical conduit and wiring risers from the roof down to the mini-split system locations in each living room. All wiring will be installed now. Provide and install interior and exterior disconnects per code.
- Ground fault outlets on the roof at each group of condensers.
- Install a PVC condensate riser for 18 tiers of units to dispose of the mini-split system condensation from the fourth floor down to the first floor, and then out of the exterior wall in order to drain out to the landscaped areas.
- Run refrigerant piping from the roof down to each of the living rooms in all 67 units. The refrigerant piping at the 1st and 4th floor future units will be left coiled in the wall with a 12x12 access panel installed at the rear side (bedroom side) in order to access it later.
- Furnish and install a mini-split system compressor and wall mounted cassette unit for each of the living room areas on the 2nd floor and 3rd floors only. The 1st and 4th floor units would not be included in this; since they will be installed sometime in the future (piping is being bid now in accordance with #1 - #5 above).
- Install the equipment rails at the roof areas for the future 1st floor and 4th floor condensers and all 2nd and 3rd floor condensers.
- Furnish and install transfer fans from the living room to the bedroom in all one bedroom units.
Note: The work listed above allows everything required for the future installation of the 1st and 4th floor units so that no additional wall openings will be required when it is desired to install mini-split living room units at the 13 units on the 1st floor and 18 units on the 4th floor.
Drawings have been prepared which indicate the work. Cut sheets are included for the various pieces of equipment. Please review all of these documents and use the estimate sheets to submit your bid for the work. All documents can be found on our php site in the Frank B Peers file folder:
The bid drawings should be printed in color at 11x17 size. On the site you will also find ASK sheets and cut sheets for the various mechanical equipment. There are also pictures of the existing conditions for the building.
After bids are received, the City will decide if they want to complete Option 1 or both Option 1 and Option 2. An architect is already on board to complete the drawings. The hope is to start the work after January, 2013. For scheduling purposes, assume that two bays (7-8 units) will be completed at a time.
Please submit your bid by Monday, November 5, 2012 at 5PM. There will be an open house at the site early in the week of October 29, 2012. I will e-mail you later this week to let you know when the open house has been scheduled.
