VACANCIES

The Kericho County Public Service Board wishes to recruit competent, self-driven, experienced and qualified staff to fill the following positions in the county public service pursuant to Article 176 of the Constitution of Kenya and County Governments Act No.17 of 2012.

KCPSB/2016/49: DEPUTY DIRECTOR SUPPLY CHAIN MANAGEMENT SERVICES J/G ‘Q’ (1 POST)

Duties and Responsibilities

The Officer will;

i. Head Supply Chain Management Services in the county.

ii. Be responsible for analyzing Supply Chain Management Structures and system's determining and proposing methods and strategies of handling the Supply Chain Management function;

iii. Initiate and develop Supply Chain Management policies and performance improvement strategies that is adaptive to the changing environment and technology.

iv. Coordinate development of strategic plans for the County Supply Chain Management.

v. Implement Public Procurement and Disposal Act 2015 and other statues, rules and regulations and ensuring adherence to the laid down procedures, rules and Regulations.

vi. Analyze the impact of Supply Chain Management policies, rules and regulations

vii. Advise the Accounting Officer on Supply Chain Management matters and ensuring high professional Supply Chain Management standards

viii. Assist in procurement planning and budget preparation;

ix. Interpret other laws and statutes that impact on Supply Chain Management matters.

Requirements for Appointment.

For appointment to this grade, an officer must have:-

i. Served in the grade of Assistant Director/Supply Chain Management

Services or in a comparable and relevant position in the Public Service for a

Minimum period of three (3) years;

ii. A Diploma in Supplies Management or its approved equivalent from a

Recognized Institution; e.g. KISM, CIPS etc

iii. Bachelor’s Degree in any of the fo11owing disciplines:- Commerce, Business

Administration, Economics, Procurement and Supply Management, Marketing or their equivalent qualification from a recognized institution;

iv. Master’s Degree in any of the following:- Procurement and Supply

Management, Business Administration, Commerce, Logistics and Supply

Chain Management or any other relevant field from a recognized institution;

v. Registration with a relevant professional body in good standing;

vi. Comply with chapter six of the constitution.

KCPSB/2016/50: ASSISTANT DIRECTOR AUDIT AND RISK MANANAGEMENT SERVICES –J/G ‘P’ (1 POST)

The Officer will be the head of Internal Audit Unit and will be responsible to the Head of Treasury and Economic Planning for the efficient management of Internal Audit services in the County. Specific duties will include:

i. Planning, organizing, directing, coordinating and controlling of Internal Audit services;

ii. Advice the County Government on effective risk Prevention measures;

iii. Maintaining an effective control and supporting initiatives that improve performance;

iv. Undertaking capacity building for staff at the county level;

v. Establishing the risk based audit plans consistent with County objectives;

vi. Evaluating the internal control systems in the county;

vii. Analyzing the risk levels in the county;

viii. Preparing periodic and annual reports and;

ix. Communicating plans of engagement and resource requirements for internal audit functions.

Requirements for Appointment;

i. Bachelors degree in either Finance, Accounting, Business Administration, Commerce, or equivalent qualification in any relevant field;

ii. Be a holder of CPA (K) or ACCA;

iii. Be registered with the Institute of Certified Public Accounts of Kenya (ICPAK) or Association of Certified Fraud Examiners (CFE) in good standing;

iv. Relevant working experience of not less than five (5) years in internal audit functions;

v. Good knowledge of internal auditing practices and operations;

vi. Familiarity with policies, laws regulations and operating of public Finance Management;

vii. Comply with chapter six of the constitution.

KCPSB/2016/51: PRINCIPAL PUBLIC COMMUNICATIONS OFFICER (LIASON) J/G’ N’ (1 POST)

Duties and Responsibilities;

i. Coordinating activities with national and county government and other agencies;

ii. Managing and documenting County affairs and enhancing its image;

iii. Advising the county government on intergovernmental relations;

iv. Formulating and implementing of policies governing relationship between county government and other stakeholders;

v. Ensuring compliance with the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya.

Requirements for appointment;

i. Be a Kenyan citizen;

ii. Be a holder of at least first degree in any of the following; Mass Communication; Communication Studies, Journalism, Public Relations, Public Administration or any other approved equivalent qualification from a recognized institution;

iii. Have served in the grade of Chief Public Communication’s Officer (JG”M”) or in a comparable and relevant position in the Public Service/Private Sector for a minimum period of three(3) years;

iv. Possession of Masters in a relevant field will be an added advantage;

v. Be a member of a relevant professional body in good standing;

vi. Comply with chapter six of the constitution.

KCPSB/2016/52: CHIEF PUBLIC COMMUNICATIONS OFFICER (PROTOCOL) J/G’ M’: (1 POST)

Duties and Responsibilities

i. Handling all aspects of visits, conferences tours and social functions in the county;

ii. Arranging travel for the Governor’s and Deputy Governor’s including scheduling travel, preparing trip folders briefing notes and itinerary;

iii. Scheduling of events, determining need for audiovisual equipment, gathering of biographies and guest information, preparing agenda, and setting up locations;

iv. Assisting to; develop media plans, distributing and following up on media releases, booking interviews and responding to media requests;

v. Assist in the initiation, development and implementation of policies and sector plans in the unit;

vi. Promotion of National values, Principles of good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;

vii. Any other duty as may be assigned from time to time by the immediate supervisor.

Requirements for appointment

i. Be a Kenyan;

ii. Be a holder of at least a Bachelor’s degree in any of the following disciplines: Mass communication, Journalism, Public relations, Corporate Communication, Communication studies or any other relevant qualification from a recognized institution;

iii. Must have served in the grade of Senior Public Communication Officer Job Group ‘L’ or in a comparable and relevant position in the Public Service/Private sector for a minimum period of three (3) years;

iv. Demonstrate a thorough understanding of devolution, the County Development objectives and Vision 2030;

v. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity;

vi. Familiarity with VIP reception services, Government protocol and State functions;

vii. Be computer literate;

viii. Comply with chapter six of the constitution.

KCPSB/2016/53: CHIEF PUBLIC COMMUNICATIONS OFFICER (PUBLIC RELATIONS) J/G ‘M’ :( 1 POST)

Duties and Responsibilities

i. Identifying significant events which require packaging of Government information for dissemination to the media and public;

ii. Advising the Government on the best media practices which promote good Government relations;

iii. Disseminating Government policies, programmes and projects which can be propagated and promoted;

iv. Preparing and organizing media/press briefs on daily, weekly or monthly basis;

v. Preparing media supplements, documentaries, press releases, features;

vi. Advising department on matters of public communications and dissemination of information;

vii. Carrying out research on public opinion on specific sectorial areas in the Government and providing appropriate strategies to address the situation;

viii. Assist in the formulation of County Public Communications Policies and design of a Government communications infrastructure.

Requirements for appointment

i. Be a Kenyan Citizen

ii. Be in possession of a Bachelor’s degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, Public Relations or Social Science with a postgraduate diploma in any of the above;

iii. Social Sciences or any other approved equivalent qualifications from a recognized University/Institution;

iv. Have served in the grade of Senior Public Communication Officer or in a Comparable and relevant position in the Public Service/ private sector for a minimum period of three(3) years;

v. possess good oral and written communication skills in both English and Kiswahili;

vi. Be proficient in computer applications;

vii. Be a member of a relevant professional body in good standing;

viii. Comply with chapter six of the constitution.

KCPSB/2016/54: ECONOMIST II / STATISTICIAN II J/G ‘K’ (1 POST) RE- ADVERTISED

The officer will be responsible for performing a variety of economic/statistical duties under guidance of the immediate supervisor

Duties and responsibilities;

i. Collect compile and analyze economic planning data;

ii. Generate development strategies;

iii. Identify, prepare, and evaluate the development of projects and programmes and monitor their implementation;

iv. Conduct feasibility studies, determine project viability and set project priorities;

v. Write and submit reports of specific assignments;

Requirements for appointment;

i. Be a Kenyan citizen;

ii. A Bachelor’s degree in economics or statistics from a recognized institution;

iii. A Master’s degree in any of the subjects indicated in (ii) above from a recognized institution or a relevant postgraduate diploma course will be an added advantage;

iv. Comply with chapter six of the constitution.

Terms of service: Permanent and Pensionable

KCPSB/2016/55: CHEF, J/G ‘J’: (1 POST)

Duties and Responsibilities.

Duties and responsibilities at this level will include:

i. Food preparation and production;

ii. Setting up and directing placement of food in serving line;

iii. Replenishing of foodstuffs in the buffet line;

iv. Maintaining correct stock levels;

v. Detecting and reporting spoilt or unattractive raw food materials;

vi. Ensuring proper stock rotation;

vii. Ordering of foodstuffs;

viii. Liaising with other hospitality service providers.

Requirement for Appointment

Appointment to this grade will be made from candidates who are in possession of:

i. Kenyan citizenship;

ii. Diploma in any of the following; Catering and Hotel Management ;Food and Beverages Production Service or Hospitality Management or any other equivalent qualification from a recognized institution;

iii. Have served in the grade of Assistant Chef J/G “H” for at least three (3) years in the public sector or equivalent position in the private sector;

iv. Certificate in computer application.

KCPSB/2016/51: AUDIT COMMITTEE (4 POSTS)

The audit committee shall provide assistance to the accounting officer or governing body. An audit committee‘s roles and responsibilities will be set out in its charter and will be determined after consideration of entity specific factors

Duties and Responsibilities

i. Obtain assurance from management that all financial and non-financial internal control and risk management functions are operating effectively and reliably.

ii. Provide an independent review of an entity‘s reporting functions to ensure the integrity of financial reports.

iii. Monitor the effectiveness of the entity‘s performance management and performance information.

iv. Provide strong and effective oversight of an entity‘s internal audit function.

v. Provide effective liaison and facilitate communication between management and external audit.

vi. Provide oversight of the implementation of accepted audit recommendations.

vii. Ensure the entity effectively monitors compliance with legislative and regulatory requirements and promotes a culture committed to lawful and ethical behavior

viii. Evaluate whether processes are in place to address key roles and responsibilities in relation to risk management.

ix. Evaluate the adequacy of the control environment to provide reasonable assurance that the systems of internal control are of a high standard and functioning as intended.

x. Perform an independent review of the financial statements to ensure the integrity and transparency of the financial reporting process.

xi. Monitor the effectiveness of an entity‘s performance information and compliance with the performance management framework and performance reporting requirements.

xii. Evaluate the quality of the internal audit function, particularly in the areas of planning, monitoring and reporting.

xiii. Engage with external audit and assessing the adequacy of management response to issues identified by audit.

Requirement for appointment

i. Be a Kenyan citizen;

ii. Bachelor degree in Finance, Accounting, Business Administration, Commerce, or in any other relevant field;

iii. Knowledge of county government affairs;

iv. Shall not be past or present employee of county government and shall not have served as an employee or agent of business organization which has carried out business with the county government for the last two years;

v. Must be a member of professional body e.g. ICPAK, IIA, ACFE, LSK, EBK among others in good standing;

vi. Understanding of the county government operations, financial and auditing;

vii. Knowledge of objectives and principles of the function of county government;

viii. Comply with chapter six of constitution of Kenya;

Terms of service:

Successful candidates shall be appointed for a term of three (3) years and remunerated on account of attendance of audit committee meetings and eligible for reappointed for another one term.

NB: All the above positions are on permanent and pensionable terms except Audit Committees.
