14/87. CHAIRMAN’S OPENING REMARKS. The Chairman thanked everyone for attending the meeting and gave update on village hall progress.

14/88. APOLOGIES FOR ABSENCE AND REASONS GIVEN. Councillor Willingham

14/89. TO RECEIVE DECLARATIONS OF INTEREST - in accordance with the requirements of the Localism Act 2011 and to consider any applications for dispensations in relation to disclosure of pecuniary or beneficial interests. Councilor Rowntree declared an personal interest on Agenda item 14/96 – details of the new village Hall post sign.

14/90. NOTES OF THE LAST MEETING HELD ON MONDAY 17TH MARCH 2014 TO BE APPROVED AS MINUTES. Notes of the last meeting of the Parish Council had been circulated to members. It was resolved to sign the minutes as a true record of the meeting. This was proposed by Councillor Rowntree and Seconded by Councillor Greetham. All were in favour.

14/91. TO ADOPT THE RECOMMENDATIONS OF THE CEMETERY AND PARISH GARDENS MEETING ON TUESDAY 11TH MARCH 2014. Proposed by Councillor Johnson and Seconded by Councillor Blacklock. All were in favour.

14/92. TO ADJOURN THE MEETING FOR THE PUBLIC FORUM (Maximum 30 minutes)

The Public Forum opened at 7.14 pm and closed at 7.35 pm. Details in Addendum 4/14.

14/93. TO RECEIVE A REPORT FROM THE LINCOLNSHIRE POLICE. Details in Addendum 4/14.

14/94. TO RECEIVE A REPORT FROM THE COUNTY COUNCILLOR. Councillor Bridges gave a brief report and will also investigate through Lincolnshire Highways the enquiry on The Smooting and trees on Louth Road near Holton Mount. With regard to the funding of a sign/notice board for the RAF Memorial, a suggestion if a formal letter is written from the Parish Council requesting the possibility of a Community Grant, which will be passed on to LCC to see if it meets the criteria.

Councillor Bridges left the meeting.

14/95. PLANNING MATTERS EAST LINDSEY DISTRICT COUNCIL

a. Planning Applications.

PLANNING APPLICATION NUMBER: N/085/00519/14 APPLICANT: Mr D Henderson PROPOSAL: Planning Permission – Alterations to existing bungalow to raise the roof height to provide 2no. first floor bedrooms, bathroom and provision of 2no. dormer windows. LOCATION: 2 NEWSTEAD AVENUE, HOLTON-LE-CLAY, GRIMSBY DN36 5BU DECISION BY HOLTON-LE-CLAY PARISH COUNCIL: SUPPORT The Holton-le-Clay Parish Council is in support of the application with reservations about a proposed new window to be located at the side of the property opposite No 4 Newstead Avenue.

PLANNING APPLICATION NUMBER: N/085/00453/14 APPLICANT: Mr & Mrs Whittle PROPOSAL: Planning Permission – To continue to use existing café as a mixed use comprising of A3: Restaurants and Cafes and A4: Drinking Establishments as defined in The Town and County (Use Classes) Order 1987 as amended, in accordance with amended plans received by the Local Planning Authority on 29th April 2014. LOCATION: THE HOLT, UNIT 1, HOLTON-LE-CLAY, GRIMSBY DN36 5BU DECISION BY HOLTON-LE-CLAY PARISH COUNCIL: SUPPORT The members were in support of the application. However, agreed that the conditions of premises license modification imposed from the Licensing review hearing on 7th January 2013, when under the license name of ‘The Lounge’, are to be kept in place.

LOCATION: 104 LOUTH ROAD, HOLTON-LE-CLAY, GRIMSBY, LINCOLNSHIRE DN36 5AB DECISION BY EAST LINDSEY DISTRICT COUNCIL FULL PLANNING PERMISSION

PLANNING APPLICATION NUMBER: N/085/00069/14 APPLICANT: Mr I Shaw PROPOSAL: Planning Permission – Erection of a self contained annex in connection with East Lodge Farm and alterations to existing driveway. LOCATION: LAND WEST OF EAST LODGE FARM, STATION ROAD, HOLTON-LE-CLAY, GRIMSBY DECISION BY EAST LINDSEY DISTRICT COUNCIL REFUSAL OF PLANNING PERMISSION

c. Planning Correspondence.

1) The Planning Inspectorate of Bristol letter dated 20 March 2014. Application by SMart Wind Ltd for an Order granting Development Consent for the Hornsea Offshore Wind Farm – Project 1 and issue of second round of written questions, change to the examination timetable and notification of hearings. Responses required by 22 April 2014. The hearings will take place on 29, 30 April and 1 May 2014 at Humber Royal Hotel 9.30 am.

2) ASC Renewables – Planning Permission for the erection of 8no. wind turbines location: Land at Bishopthorpe Farm, Bishopthorpe, Tetney. Planning Committee Meeting at Tedder Hall, Manby Park on Thursday 17th April 2014 at 10.00 am.

14/96. PROPOSED BY COUNCILLOR REYNOLDS TO AMEND THE VILLAGE HALL POST SIGN, THAT IS BEING FUNDED BY THE £2,000 LINCOLNSHIRE CO-OPERATIVE TO HLC MERC FOR SIGNAGE, TO INCORPORATE THE WORDING ‘THE HORNETS’ NEST’. Seconded by Councillor Johnson. All in favour. Members approved the new design of the signage with the extra wording ‘The Hornets’ Nest.

14/97. PROPOSED BY COUNCILLOR REYNOLDS THAT THE TOP OF THE VILLAGE HALL POST SIGN TO INCORPORATE A BLACK CIRCLE AROUND THE PERIMETER AND THE WORDING ‘HOLTON-LE-CLAY PARISH COUNCIL’ AT A COST OF £100 TO BE COVERED BY THE HLC MERC PROJECT FUNDS. Seconded by Councillor Greetham. All in favour. Members agreed HLC MERC pay the £100 as part of the overall design signage for the new Village Hall. The chair requested our representative thanks MERC for their input in this item.

14/98. PROPOSED BY COUNCILLOR REYNOLDS THAT THE FRONT OF THE VILLAGE HALL HAS THE WORDING ‘ HOLTON-LE-CLAY VILLAGE HALL’ ON TWO SEPARATE LINES WITH THE LETTERING MADE FROM BRUSHED STAINLESS STEEL AND STAND 300MM HIGH – BEING FUNDED BY THE £2,000 LINCOLNSHIRE COOPERATIVE TO HLC MERC FOR SIGNAGE. Seconded by Councillor Johnson. All in favour. The Chairman recommended HLC MERC to contact ELDC Planning to discuss the replacement sign from Etherington Arms to Village Hall.

RESOLVED Councillor Reynolds, as the HLC MERC representative, contacts the District Planning Officer giving details of the new lettering to enquire if Planning Permission is required.

14/99. TO DISCUSS THE OPTIONS AVAILABLE FOR THE FUTURE OF THE 2 STREET LAMPS ADJACENT TO THE PICKSLEY CRESCENT WALKWAY.

Members could not come to an agreement of any of the three options listed and have requested a site meeting with the Lincolnshire County Council.

1) Permanently remove the street lights to maintain the available width.

2) Stop up the footpath.

3) Install street lights and reduced the width.

The Parish Council is also disappointed that such works were scheduled to be carried out without any consultation or notification to the Parish Council.

RESOLVED the Clerk contacts the Lincolnshire Highways to request a site meeting at the walkway of Picksley Crescent to Pinfold Lane (Footpath No 5) to discuss the 2 said street lamps.

14/100. TO DISCUSS THE COST AND LEGENDS FOR A NEW DIRECTION SIGN ON JUNCTION OF LOUTH ROAD/SILVER STREET FOR THE VILLAGE HALL AND PARISH COUNCIL OFFICE - £400. Members discussed this item and agreed to put on hold until the Finance meeting.

RESOLVED the Clerk puts the Direction sign details on hold and bring back to the Finance Committee meeting in December 2014 for inclusion with the proposed 2014/15 Precept forecast.

RESOLVED the Clerk inform Highways the decision of the Council to put the Direction sign on hold.

14/101. TO DISCUSS WHETHER THE COUNCIL TAKE THE ADVANTAGE OF THE NEW PAYMENT ARRANGEMENTS FOR THE USE OF INTERNET BANKING. Members discussed this Agenda item and agreed to use the internet banking. The Clerk is to investigate the conditions. Members agreed to keep to the same number of signatories as three.

RESOLVED the Clerk investigate using internet banking for all transactions and bring details back to the next meeting.

14/102. TO APPROVE THE SET UP OF BACS PAYMENTS SYSTEM FOR THE TWO EMPLOYEES. This Agenda item is removed from the agenda as no longer valid.

14/103. TO DISCUSS WHETHER TO COMMENT ON THE LIVESTOCK MARKET SCRUTINY REVIEW. This was briefly discussed and members agreed to forward individual replies. The market brings trade into Louth and is part of the District holiday plans.

RESOLVED the Clerk copy the whole document to members for completion. .

14/104. ANNUAL PARISH MEETING ON 12TH MAY 2014 – UPDATE. The Clerk informed members that she arranged for 3 speakers and a LIVES demonstration, namely Lincolnshire Highways, ELDC Street Scene and Age Concern Lindsey. It is hoped to have outside organisations and businesses use one Village Hall room with stands and the other room for the main meeting and refreshments. It was suggested the speakers are given a time limit for their presentation. The Clerk said she would need support from members on the evening with setting up and hosting the visitors.

RESOLVED the Clerk ensure that the speakers have a time limit when organising the annual Parish meeting programme.

14/105. CLERKS REPORT ON MATTERS OUTSTANDING. A separate list is held by the Clerk.

14/106. FINANCIAL MATTERS.

a. To consider accounts for payment. Proposed by Councillor Rowntree and Seconded by Councillor Greetham that the cheques be signed. The Council RESOLVED that the payment list set out at the end of the minutes is approved for payment. b. To receive a report from the RFO on the PC finances, Income and Expenditure. The Clerk/RFO gave details of the current finances. c. Chattertons Solicitors letter dated 26 March 2014 with the certified copy of the Declaration of Trust between the HLC PC, Lincoln Diocesan Trust and the HLC PCC. D. Grant Thornton Annual Return and accompanying letter dated 14 March 2014. e. Consultation on a draft transparency code for Parish Councils with a turnover not exceeding £25,000.00. No action required by this Council. f. Lease land letter payment reminder sent x 2 - 6 April 2014/FY 2014/15.

14/107. HIGHWAY/STREET LIGHTS/WASTE. End of April Louth Road new speed limit signs.

14/108. CONTRACTS FOR APPROVAL AND UPDATE. Veolia (UK) ES rolling of the 2 x football pitches at 8 Acres Playing Field cost £140.00 + VAT has been completed.

a. Eight Acres Playing Field. b. Junior Playing Field. New equipment due to be installed w/c 12th May 2014 c. Cemetery/Burial Matters and Parish Gardens. d. Emergency Planning and Planning and Development. e. Personnel and Finance. f. Highways and Environment Wards – area of responsibility of highways, street lighting and roads – All members. g. Press/Media representative (including Holton News). Annual Parish Meeting on Monday 12th May 2014. Dog Fouling.

14/112. REPORTS FROM REPRESENTATIVES AND OUTSIDE BODIES:

a. To receive a report from the two District Councillors.

b. To receive reports from Council representatives on other outside bodies: a). Neighbourhood Development Plan Steering Group.

b). Joint Management Committee. The Clerk has forwarded by email the Chance to Share Agreement and amendments to all members, the Junior School and HCCA Chairman. A meeting will be arranged once the documents have been read and digested.

c). Northern Area Committee. There were several speakers on Wednesday 19th March 2014 including Lincolnshire Highways and LIVES Horncastle. Next meeting 25th June 2014 at Holton-le-Clay.

d). North Rural Neighbourhood Police Panel. Last meeting 8th April 2014. e). School Governor. Continuing investigating the 2 schools becoming an Academy.

f). Wind farm Collaboration of Local Parishes. Councillor Henderson is the representative and said at the meetings he obtains a lot of information from other parishes and their views on windfarms. To help raise funds a 6 mile walk has been arranged on Saturday 31st May 2014 from Ludborough Church at 10.00 am to the Wanderlust Way. Minimum donation of £5.00, and refreshments. The scenic walk is also to raise the profile of the Marsh Wind farm Action Group campaign working together as the Collaboration of Local Parish Councils (representing thirteen Parishes), to protect the vulnerable Marsh Communities and Countryside from the overwhelming industrial wind turbine invasion. Next meeting is on Tuesday 10th June 2014.

g). HLC MERC. Open Day on Saturday 10th May 2014 in the new Village Hall and grounds. Craft stalls, Children’s Entertainer of Poncho Pete, Tea Dance and Millionaires Night of casino tables to include Sausage and Mash Supper. Sessions - afternoon midday to 4.30 pm and evening 7.30 pm to 11.00 pm and a Battle of Britain Lancaster Flypast.

HLC MERC requested a joint meeting to discuss the Open Day. Date arranged as Tuesday 22nd April 2014 at 7.00 pm. The Church is also to be invited to attend.
