4. / Suzie Masterman (TDA) Torbay Harbour Master Plan
Suzie gave a brief explanation on the Torbay Harbour Master Plan.
What is the time frame and is it linked in with the neighbourhood plan?
The time frame is the end of the year getting it signed off.
Twice you have referred to the local plan, have you passed on what we want to see happening at the harbour?
Yes and it was circulated what we had received.
The harbour plan does include the whole coast not just the harbour.
Yes it does include the area and the coastal line.
I see the exhibition that has been done I take it that was just for harbour users?
Yes it was
When will the drop in be held for non-users? And how will we hear about it?
I will pass on the information to Susie to circulate.
How much weighting will be given to local people and how much at a strategic level i.e. mayor and councilors?
We are not biased or going either way but all information passed on to us is distributed out to our researchers.
You mentioned events – are you aware of the centenary year of the Royal Regatta? If not can they be linked into your group?
I will make sure they have if they haven’t.
What development is going on within the harbour/inner harbour?

5. / Torquay Neighbourhood Plan
Andy Gunther gave a brief explanation on the summary of outputs (Presentation).
It is a good start and congratulations to all involved but I feel it needs to be numbered pages so they can relate to each page with all these pages that have been missed e.g. transport etc.
There were 3 community partnerships that handed in their draft late and Andy didn’t have all the information to work with but it will be changed and added later.
Put to Robert ( Excell)– Torre and Upton CP it is covered in our section in the plan.
What is the process of feeding back about the document?
There are 2 sheets of A£ paper on the wall and I would like 16 people to take on 10 pages each and write down their views on those 10 pages.
– there will be a specific section and application on the website where people can add their views and opinions on the plan as that is also on the website to view.
Are you covering the engagement plan separately?

6. / Consultation Plans: overview from meeting 24.10.12 Q & A’s
Gave a brief explanation on the overview of the meeting from the 24.10.12 and the consultation plans. We are going to produce an 8 page document of the plan. We suggest giving 1000 to each CP to distribute within your areas and what is left we will put in Doctors surgeries and other places.
Tracey Cabache gave an overview of how we all can engage and distribute these documents.
Suggest sending out to CP via email and then they can email it out to their members.
Just wondering what specific information that will be given to the children and how it will link within the curriculum.
We want to be able to do this with all schools not just the ones with teachers who have come forward to help. Also with parents from the PTA and others who are CRB checked.
Methods of Engagement
Just wondering whether that A4 summary could be sent via email that I can send out to friends and groups to save costings?
Torquay Utd have 3,500 supporters from all around, sports awards in November at the ERC, Torquay Rugby Club.
A4 posters on buses
Taxi cabs and pubs.
On your list you say Rotary Club. I do not know about this one but we need to list down the 6/7 rotary clubs and probus.
What we will do – the glossy leaflet we are doing along with the flyer about the RIC event and send it via pdf email and with most of the leaflets etc. via email.
South Devon College have a database regarding adult base learning and an internal internet service that can seminate it out.

The mayors forum meeting tomorrow. Can we have a 5 minute NP Section on their agenda?
What about the council website internal and external?
We want most of it to be done on the NP website but we will add a link on the council website directing it to the NP website.
Ask the Herald Express to deliver a bundle of leaflets to their newsagents to distribute out.
Could we ask Jim Parker to print a page?
Asked the CP’s present if they can get some volunteers to help man the caravan.

We need volunteers and places for banners to be put up around the area.

8. / Treasurer matters: Patrick Canavan
Gave a brief explanation of the issues and the situation with the Nat West bank account. They have lost a number of documents that we sent and have now had to resend them. I also want to say a huge thank you to Tracey and the team who have covered the cost of the banners.
Have they given you a certain time frame?
They have said they will put an urgent request on the account application. / PC

OPEN FIELDS – I just feel this group should be aware of the groups that are seeking 40 year leases from the council. For example WAFC leasing Windmill Hill to protect the green space and this should be included and supported in this group.
Agreed with the above point and explained that this opens funding opportunities for the green spaces.
Does the council deal with this?
Yes they do and it is part of the Queens Jubilee.
This is also picked up in the CP forums etc.
T1 and T2 Policies
I have really big concerns with the T1 and T2 policies. Under the new policy the properties are looked badly by the council if they are turned into residential properties.
For tourism to be sustainable within the bay we need to reduce the unoccupied bed space. They should be allowed to turn into residential properties including allocation for social housing etc. legally. Some of the hotels are now letting out rooms permanently to locals.
Mr. Lewton also expressed his concerns of the tenants, hotels and the industry.
Can I ask you to utilise the forum on the website and explain your concerns, issues and suggestions so we can officially record this formally.
The whole issue about homes with multiple use, we have now secured£100,000 to deal with these situations.
Suggest Mr. Lewton submit his suggestions to the NP so if it does get lost we can pass it on ourselves to the Princes Foundation.
I would like Mr. Lewton to write his findings and issues to the mayor and councilors and suggest being invited to the next rogue landlord meeting.
Wants to know what the Widbourne Copse is and is it in Wellswood?
I thought it was but if it is not let me know and it might be in a different partnership. The point I’m trying to make is that there is already a lot of protected areas in the local plan within Wellswood.
Had an email regarding Katie Hill – we have now received the planning applications for the Morrison’s proposal on Babbacombe Road.
This is a live planning application so people can go online, access it and express their views and vote against it.
Roy Ashwell made John Rawson’s point that he is against the NP as this supermarket will be detracting people away from the town centre. It should be put in the centre.
Read John Rawson’s Email expressing his “personal” view against the application.
Apparently this is registered as retail land/use and will stay as retail use.
Town hall car park site – the plan states an anchor store and doesn’t state food.
At what point do these plans take weight on planning applications live and on hold?
Andy Gunther gave a small explanation on Mike Lister’s point.
I St. Marychurch we are protecting a lot of beautiful areas/spaces, they will come to us and say where are your houses? Why give away that site to a supermarket? Why can’t we build a site for housing just like Torre Marine?
Mentioned her point about it not being suitable for housing when it is sat next to a working builders merchants.
Expressed his personal feelings about the town centre and it not being suitable for food outlets.
Wants to make it clear that it wasn’t specifically set out as food.
Martin is exactly right we need to identify clearly what we want our town to be.
The town hall car park has been linked with additional parking as well as a retail store. We need to include into the plan to show investors that we are serious about our town and regenerating it.
Darren was right parking is the key. People do park in supermarkets and go shopping elsewhere as it is much cheaper parking. If we sort the parking out things may start to change.
Mentioned that parking is not just the town’s only issue.
