Dear Commissioners:

I am writing in reference to an issue soon to be presented to the Planning and Land Development Regulation Commission (the PLDRC) for review and public hearing. I understand the Law Offices of Cobb & Cole on behalf of their client, Brendan Hurley and the I4 Automall, LLC, will soon file a new or amended application for review and public hearing relating to a change of zoning request and land development code amendment for parcels comprising approximately 57 acres located at the interchange of Interstate 4 and Orange Camp Road in unincorporated Volusia County and partially within the city limits of Lake Helen. I have attended various community meetings facilitated by Mr. Mark Watts and Mr. Robert Doan, both of the Law Offices of Cobb & Cole, and have reviewed draft plans for this project which I understand will be incorporated into the application to be submitted or resubmitted to the PLDRC for review. The draft plans presented by Mr. Watts and Mr. Doan include structures to be utilized by Mr. Hurley and others as automotive sales and service dealerships and outparcels to include structures purposed for a fueling station with additional retail space for occupancy by restaurants, etc.

Please consider this correspondence to be confirmation that I am adamantly opposed to this intended development as it’s being presented by Mr. Hurley’s team in its entirety for the following reasons:

1. This proposed project does not add value to the surrounding residential development nor does it offer any essential services to these communities. Moreover, it would strain and adversely affect the quality of life for the 18 communities on the southeast portion of Deland.

2. This proposed project represents a radical departure from the current development plan for this portion of Deland and Volusia County and threatens the surrounding high density residential communities in the area.

I am committed to see this project through its various review stages both with the PLDRC and the County Council. I will be prepared to further address in writing and in more detail my opposition to this project once an application is submitted to the PLDRC for review.

I request that when this application comes before the Council, that you consider my voice and the voices of my neighbors, those that would be negatively affected by this project, as your constituents and weigh our stated concerns against any recommendation made by the PLDRC relating to any application submitted on behalf of Brendan Hurley and I4 Automall, LLC.
