1. BACKGROUND INFORMATION
The South African National Strategic Plan of HIV, STI’s and TB 2012-2016 aims to address and ascertain the levels of stigma in South Africa. This objective is best served when the rights of those living with HIV, STIs and/or TB are respected, protected and promoted.
The NSP 2012 – 2016 recognizes the need to continuously assess barriers to access to services and instances of stigma and discrimination and provides the framework for addressing such issues. It aims to ensure that rights are not violated when interventions are implemented, and that discrimination on the basis of HIV and TB is not only reduced, but ultimately eliminated.
Addressing stigma and discrimination is an exceedingly important aspect of mitigating the effects of HIV. Stigma and discrimination is not only harmful for PLHIV and their families, but also leads to undesirable health behaviours that may aid the spread of HIV. Individuals who do not disclose their HIV status and do not seek treatment may be more likely to pass the infection to others. Furthermore, stigma and discrimination dissuade any potentially-exposed individuals from accessing testing. On the whole, these effects limit the success of any HIV intervention in both treatment and prevention.
Marginalization of people who are at higher risk of infection, specifically key populations such as men who have sex with men, sex workers, transgender people and people who use drugs, drives them underground and away from HIV services.
2. INSTRUCTION TO BIDDERS
2.1 SANAC hereby invites interested parties who are able to satisfy the requirements stipulated in the RFP to bid for the consultancy services to manage the implementation of stigma reduction programme in three municipalities in the Eastern Cape and develop a stigma reduction model for South Africa.
2.2 Bidders are required to complete the RFP, initialling each page and signing the document where required. Bidders are also required to submit the original completed, initialled and signed RFP, together with the mandatory documents required ('"the complete bid"), and a hard copy of the complete bid, in a lever arch filed by the closing date and time stipulated on the cover page to the RFP. In addition, bidders are to include a compact disk containing an electronic version of the complete bid in an envelope inside of the lever arch file.
2.3 No faxed or emailed bids will be accepted, only hard copies of the bid and the compact disk containing the bid, will be accepted.
2.4 Bids can be delivered to SANAC at the address stipulated on the cover page to the RFP, between 9h00 and 16h00, Mondays to Fridays until the closing date and time of the tender.
2.5 Bids delivered after the closing date and time stipulated on the cover page will not be accepted for consideration.
2.6 Bidders are required to sign the register at the reception of SANAC and if the bid is being couriered, please advise the courier to sign the register.
2.7 Bidders may submit requests for clarification to Rentia Agenbag at . Please note that all requests and responses will be made available to all bidders by email.
2.8 SANAC TRUST will formally notify the successful and unsuccessful bidders after the evaluation process has been completed.
2.9 Bidders are requested not to contact SANAC seeking any information, other than requests for clarity on the RFP.
2.10 Detailed evaluation results and bidder ratings will not be published.
2.11 Bidders are required to provide full information as requested in this RFP.
2.12 Bidders whose bids score a minimum of 60% for the technical functionality criteria may be required to make a further oral presentation to the Tender Evaluation Committee, at a time to be advised by the panel.
2.13 The contract will be awarded to a bidder who scores the highest points although SANAC reserves the right to award a contract to another bidder who does not score the highest points on the basis of objective criteria.
2.14 The contract will be awarded on condition and subject to successful negotiations and the signing of a written contract. In the event that a contract cannot be successfully negotiated and signed, SANAC reserves the right to withdraw the awarded tender and to award the tender to the next highest scoring bidder without the need to repeat the tender process.

Stigma Reduction Survey in the Eastern Cape
A provincial Stigma Index survey was undertaken between October 2011 and August 2012 in the Eastern Cape, and involved a sample of 799 people living with HIV drawn from three local municipalities in the OR Tambo district: King Sabatha Dalindyebo,Nyandeni and Ngquza. It provided important findings on the nature and extent of HIV-related stigma and discrimination in these municipalities.
National Stigma Index Survey
The PLHIV Sector of SANAC – National Association for People Living with AIDS (NAPWA), Treatment Action Campaign (TAC) and Positive Living Women’s Network, together with the Human Sciences Research Council (HSRC), WITS Reproductive Health and HIV Institute (WRHI), Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) and the Joint United Nations Programme on HIV/AIDS (UNAIDS), SANAC and the Department of Health are working together to undertake the first National Stigma Index Survey among PLHIV in 18 districts across South Africa (two per province). This study will include over 10000 participants who are HIV positive and who are older than 15 years.
The purpose of the Stigma Index will be to measure self-reported stigma and discrimination experienced by PLHIV and will ultimately inform the development and implementation of national policies and programmes that protect the rights of PLHIV. Preliminary results of the survey will be release on WAD 2014.
Objective of this Consultancy
Mounting a stigma reduction initiative requires a significant investment, in terms of both human and financial resources. It is a full-time job, especially in the early planning stages, outreach and identification of potential partners, the media, stakeholders and follow-up.
In order to respond effectively to both the Stigma Index that was undertaken in the Eastern Cape as well as the national Stigma Survey currently underway, SANAC wishes to support the development of a co-ordinated stigma and discrimination strategy in the Eastern Cape and the development of a model for the work of partners at provincial level as well as at national level once the national Stigma Index has been completed.
The stigma reduction model must be designed to support the activities of those who plan to embark on a district or local effort to address and counter stigma and discrimination based on the results of the Stigma Index survey. It is intended for use by local advocates, support groups for PLHIV and their family members, community leaders, and other human rights organisations and individuals who focus on eliminating the barriers of stigma and discrimination faced by people living with HIV and TB and their families.
Deliverables of the Stigma Reduction model
The PLHIV Stigma Index study in the Eastern Cape identified certain priority issues of concern:
· Family & Community Level Stigma, Discrimination and Social Exclusion;
· Internalised Stigma;
· Limits on Access to Sexual and Reproductive Health Rights; and
· Limited Knowledge and Use of Rights, Laws & Policies
There is a gap in the response to stigma and discrimination experience by people living with HIV and TB, and this is further fuelled by a lack of action to address it or knowledge on how to address it when it have occurred by, not only by the individual, but also the family, community and key stakeholders. Therefore this consultancy is divided into two deliverables:
1. The successful consultant will be expected to project manage the implementation of the stigma reduction programme in 3 municipalities in the OR Tambo District in the Eastern Cape. This will include, but is not limited to:
- Review of the stigma index finding and recommendations and prioritise the implementation of the programme;
- Manage and oversee the implementation process; and
- Measure the effectiveness of interventions and implementation.
2. The successful consultant will be expected to develop a national model based on the lessons learned from the implementation of the stigma reduction programme in the Eastern Cape focusing on transforming inaction into action, utilising a combination of sector partnerships and community-level activities through participatory engagement, to ensure a sustained response to address and reduce stigma and discrimination associated with HIV and TB. It is further expected that this model must have the ability to be expand to other provinces.
The Contractor should document the process throughout its implementation and develop it into a model for community action to be rolled-out across the country. The model must be divided into different sections, based on the project management and lessons learned from the implementation of the stigma reduction programme in the 3 municipalities including, but not limited to:
Section 1 / IntroductionSection 2 / Guidelines on how to analyse the results of a stigma index to make it relevant to the results of the district
Section 3 / Guidance on the basic mechanics of planning and implementing a stigma reduction programme. This should include:
· Sharing experiences and formulating approaches for the priority findings of the Stigma Index
· Recruitment and identification of community mobilisers and influential community members and opinion leaders
· The development of training curriculum and material as well as recruiting and facilitating training of selected staff and volunteers as community mobilisers within sector to guide and support the stigma reduction programme
· Stories of actions taken to decrease stigma and discrimination should be documented by the implementing team and shared through video recordings that will form part of the development of a training programme
Section 4 / Development of communication outreach materials:
· Working with the communities to develop ideas for a logo and slogan for the stigma reduction programme
· Legal Literacy (‘Know Your Rights’ campaigns)
· Sensitising law enforcers, legal practitioners and members of the judiciary
· “Sample materials” and templates to develop and customize communications materials
Section 5 / Best Practices,” includes tactics to enhance and maximize your outreach efforts, including:
· Stigma and Discrimination Reduction Programmes
· Legal Support Services for PLHIV and key populations
Section 6 / Costing people and financial resources
Section 7 / Monitoring and Evaluation
· A strong commitment to research and on-going monitoring and evaluation throughout the development of the model is essential to guide the understanding of how to address and prevent stigma and discrimination.
· Research activities must include literature reviews, surveys, participatory discussions with community members, participants, interviews with sector partners and stakeholders and lesson-sharing.
Attached, please also find the Action Plan (Annexure A) as well as the notes of a Provincial Meeting that were held with key stakeholders in the ORT Municipality, Mthatha (Annexure B) to assist you in the development of the proposal.
Essential
To ensure sustainability post the development of the programme, the consultancy will enter into an agreement with a sector partner/s in each of the three local municipalities in the OR Tambo District. Partners could include, but is not restricted to government departments, NGOs, Legal Support Services etc.
Proposal
The proposal submitted by interested consultancies should include:
· A covering letter expressing interest in undertaking the assignment.
· A workplan and financial proposal.
· A detailed description of the applicant’s understanding of the assignment.
· Examples of work of a similar nature.
