MINUTES OF THE ANNUAL GENERAL MEETING OF ISCO HELD ON WEDNESDAY 17th MAY 2017 AT THE INTERNATIONAL OIL SPILL CONFERENCE HELD AT LONG BEACH, CALIFORNIA, USA

Meeting Summary

The AGM was opened by the ISCO secretary John McMurtrie who welcomed all those present.

A number of business issues were addressed –

  • The minutes of the last AGM were approved. It was noted that the last AGM took place during the 2015 Interspill Conferencein Amsterdam and that the 2016 AGM planned to be held at Spillcon in Australia unfortunately had to be cancelled at short notice.
  • The meeting approved the elections of Captain Bill Boyle and Matthew Sommerville as members of the Executive Committee.
  • John McMurtrie confirmed that he was standing down as Secretary of ISCO and that the Executive Committee had elected Matthew Sommerville to be the new Secretary.

A short report on activities was given including activities at IMO, IOPC Funds, and regarding the RESPONSECONcontracts which had been launched on the previous day. Thanks and appreciation were given to SCAA and APICOM for their support at the joint event and to Tony Paulson of West of England P+I club who launched the contracts.

ISCO President, David Usher welcomed members and gave a brief summary of the year and challenges ahead for the spill control industry, ISCO and its members.

Turning to the election of the new secretary Matthew Sommerville made comment on the circulated review paperdocument that he had prepared and the challenges and opportunities it identified.He confirmed that John would continue to be heavily involved with ISCO and the newsletter and that the handover was not to be a step change but that it would transition tasks across as and when Matthew and John agreed over the following year. While John was not leaving ISCO all involved wanted to recognise the contribution John had made to the organization. A picture with an inscription was presented to John.

John McMurtrie then handed over to the new Secretary, Matthew Sommerville, who made a short presentation (see Appendix below) highlighting the key achievements of ISCO over the last 33 years and the recent successes which he hoped to help ISCO build on. He continued to discuss some of the key issues identified in the 2017 ISCO review paper. These issues will be taken up and presented to members over the next year. In essence they seek to ensure that the organisation’s constitution, mission, objectives and activities are fully aligned with the current and future needs of members.An important aspect noted in the review was the need to improve revenue stream in order to allow ISCO to operate more effectively and ensure that while it does not seek to make a profit it can fund its representation activities.

An open discussion was then conducted on a range of issues and concluding with an inject from Roger Mabbott of UK Spill. Roger expressed his support for the stated desire of ISCO and the new Secretary to work more closely with the trade associations.

Before closing the meeting the background work of Mary Ann Dalgleishas Membership Director was brought to the attention of all the members present and appreciation of her contribution was voiced.

Next AGM

It will be an option to hold the 2018 AGM during Interspill in London. A decision will be made at a later date.
