7UPDATE FROM OTHER PARTNERSHIPS

1.Summary
1.1This report provides members with an update from other partnerships within the District and the County.
2.Details
2.1Watford and Three Rivers Health and Wellbeing Partnership
2.1.1Since the last meeting of the LSP Board there have been three meetings of the Health and Wellbeing Partnership Executive Group. The minutes of these meetings can be found in Appendix 1. There was also a full meeting of the partnership which discussed the proposed revised terms of reference and new priorities for the partnership.
2.1.2The revised terms of reference of the partnership can be found in Appendix 2.
2.1.3The new priorities for the partnership are;
a) Obesity / Physical activity
b) Smoking
c) Mental Health
d) Older People – falls and fuel poverty
e) Drugs and Alcohol
2.1.4The Executive group will be holding a series of workshops on the new priorities of Mental Health, Older People, and Drugs and Alcohol during the year. The first of these will be held on the 15 March and will focus on Mental Health.
2.1.5The Executive Group has awarded the following Health Inequalities funds to projects in Three Rivers:
a) £12,550 has been allocated from existing budgets to support a bid from MIND and Signpost for a counselling project in Maple Cross.
b) £2,000 has been ringfenced from future budges for an extension to the GP referral scheme for training that will increase the range of conditions staff can support at the leisure venues.
c) £3,000 has been ringfenced from future budgets for a Stop Smoking and healthy living initiative for people with mental health problems.
The latter two projects are subject to bids being submitted to the Executive Group.
2.2Poverty, Employment and Prosperity Group
2.2.1Since the last meeting of the LSP Board there have been two meetings of the Poverty, Employment and Prosperity Group.
2.2.2The main items addressed have been:
- The group have adopted a New Action Plan Framework that should be in line with the new Community Strategy as it focuses on the priority areas of the district.
- The group received updates from Thrive Homes and Three Rivers District Council on the developing response and Changes in Housing due to the Localism Bill.
- Various partners have been invited to a Watford andThree Rivers District Council Revenues & Benefits Stakeholder Meeting where improvement plans that have been implemented to improve the service delivered by the Revenues and Benefits department were presented to them.
- The group have scrutinised and approved the Enabling Access to Learning project proposal that will be considered by the Board at their March Board meeting.
- Members of the group are striving to spread the work about the ‘Keep Warm, Stay Well’ initiative and will refer individual people to the service where relevant.
- The group continue to try to Collate Key data that highlights poverty, employment and prosperity issues within the district. The group plan to create a page on their website that will host this data.
2.3Community Safety Partnership
2.3.1Since the last meeting of the LSP Board there have been two meetings of the Community Safety Partnership Board.
2.3.2The Community Safety Partnership Board has now fully allocated its grant for the year. This has included providing funding towards the current year costs of Hertfordshire Practical Parenting Programme.
2.3.3At its most recent meeting the Board agreed its Strategic Assessment for 2012-13. The priorities identified are:
- Burglary in a dwelling
- Environmental crime
- Anti-Social Behaviour, Criminal Damage, Fires
- Alcohol and Drug misuse
- Domestic Violence
- Vehicle Crime
2.3.4Targets have not yet been finalised for these priorities but are in the process of being agreed in order to align with the business plans of partner agencies and current crime and disorder trends.
2.4South West Herts Partnership
2.4.1There have been four meetings of the Three Rivers Management Board of the South West Herts Partnership.
2.4.2Officers are seeking approval to circulate full details of the meetings and the terms of reference of the partnership.
2.4.3The partnership represents all schools in ThreeRivers, Watford and Bushey. An executive board covers all of the three areas which each have management boards.
2.4.4Terms of reference have been agreed for the partnership.
2.4.5A draft business plan has been adopted.
2.4.6The partnership continues to recruit Family Support Workers to provide support to families in need in the District based on school referrals. This often includes providing support to families requiring Common Assessment Frameworks. The posts have not been fully filled, so the service is currently running under capacity.

2.5Hertfordshire Forward
2.5.1This year's Hertfordshire Forward conference was held on 20 January at Robertson House in Stevenage. Nearly 90 delegates attended and heard presentations from a range of speakers, providing a strategic overview of the County across a breadth of service areas and issues.
2.5.2Presentations included:
- The state of Hertfordshire (Robert Gordon, Chairman, Hertfordshire Forward and Leader, Hertfordshire County Council)
- The Economy of Hertfordshire (John Gourd, Chairman, Hertfordshire Local Enterprise Partnership)
- The Health of Hertfordshire (Dr Raymond Jankowski, Deputy Director of Public Health, NHS Hertfordshire)
- Volunteering and the Voluntary Sector in Hertfordshire (Mark Mitchell, Chief Executive, Community Action Dacorum)
- Community Safety in Hertfordshire (David lloyd, Chairman, Hertfordshire Police Authority and Andy Bliss, Chief Constable, Hertfordshire Constabulary)
- Local Government in Hertfordshire (Caroline Tapster, Chief Executive, Hertfordshire County Council and Daniel Goodwin, Chief Executive, St Albans City & District Council)

2.6Hertfordshire Health and Wellbeing Board
2.6.1Since the last meeting of the LSP Board there have been three meetings of the Shadow Health and Wellbeing Board. The minutes of two of these meetings have been published and can be found in Appendix 3
2.7Hertfordshire Local Enterprise Partnership
2.7.1The latest newsletter from Hertfordshire LEP can be found in Appendix 4. Of particular notes is the £76.24m award from the Department for Transport for the Croxley Rail Link project. The funding allocation is supported by £40.46m of local contributions.

The Group received and approved the notes of the Executive Group meeting on 1 December 2011.
Matters Arising
Executive Notes Minute 1 – Key Priorities and Action Plans: Obesity/Healthy Living
Robin Trevillion reported that information on an action plan for the social marketing campaign for obesity/healthy living would be included in his report on Obesity/Healthy Living.
Partnership Minutes, 20 October –Minute2 – Health Profiles
Susan Smith reported that the County Council’s review of day services had not yet been published.
Action: Susan to inform the Partnership of the review when published.
2.Health Inequalities Fund – Commissioning Decisions on 2011/12 Allocation
Andy Stovold reported that Three Rivers had not allocated any of its £10,000 for 2011/12 and some of the previous year’s allocation was still available.
Kathryn Robson undertook to ascertain the position for Watford.

Watford has £15,110 remaining in the Health inequalities budget. Three Rivers has £2,988 remaining from 2010-11 and £10,000 from 2011-12.

Peter Wright asked that every effort be made to commit funds in order to justify retaining the budgets.
Additional Funding for Change 4 Life Initiative
Peter Wright reported that the programme was being used by many GPs for referrals and user response had been good. Leisure Centre providers and their staff were keen to receive further training to enable them to work with patients referred who had more than one health condition. The cost of such training would be about £2,000 per Council. Tom May would prepare a training scheme if support was given in principle. The new courses could run for 12 weeks and entrants would contribute towards the cost.
Andrea Elton said she would raise this with the Hospitals Trust’s Physiotherapists. Andy Stovold stressed the need for monitoring and review of the existing scheme, which had been operational for only one quarter. There was a need to get the process right. Kevin Barrett said that the current referrals scheme was regarded as an option for patients who in the main had only one health problem and who undertook little or no physical activity. Robin Trevillion highlighted the increasing national health policy emphasis on physical activity as a key component of healthy living.
MIND Network and Signpost Pilot Project, Maple Cross
Andy Stovold and William Allen of Signpost outlined a pilot project for providing counselling and mental health support to young people and adults in Maple Cross, an area of deprivation and isolation from most community services. Sessions would be held at the Maple Cross Club.. The pilot project was intended to demonstrate whether or not such provision could be successful for use in this and other relatively isolated rural communities in Hertfordshire. The project was in line with the County Council’s Think Family Strategy. If successful, the project would need to attract future sustainable funding from commissioners who would have been convinced of its value. The costs of the pilot project could be met fully from the Health Inequalities budget for Three Rivers.
Health Inequalities Funding Bid to Provide a Smoking Cessation Service
Wendy Tooke reported on two alternative proposals from Herts Stop Smoking Service, to work with MIND or the YMCA respectively. They were willing to explore other options if suggested, including attendance at the Mental Health workshop.
The Executive Group supported inclusion of smoking cessation within the Mental Health Workshop and ring-fencing funding for a smoking cessation bid when agreed.
Peter Wright confirmed that unspent Health Inequality budget moneys could be rolled forward from one year to another without requiring PCT approval. It could also be spent on cross-boundary projects.
Agreed:-
(i)that funding of £2,000 per Council area be ringfenced from future health inequalities allocation for an extension to the Change 4 Life programme, subject to a formal proposal being submitted and approved.
(ii)that the MIND Network and Signpost Pilot Project in Maple Cross be accepted for implementation in 2012/13and £12,550 from the budget for Three Rivers be allocated for it.
(iii)that funding of £3,000 per Council area be ring-fenced for a Stop Smoking and Healthy Living initiative subject to the approval of a project bid.

4.Priorities Update and Work Planning
Obesity/Healthy Living
Robin Trevillion summarised recent child and adult obesity data. He reported that the County Shadow Health and Wellbeing Board were working to establish a Herts Action Plan. Useful data had been obtained on children and young people in Stevenage and black and ethnic minority groups in Watford. There was an initiative to streamline social marketing on a value-based model focused on the incentives which drove people to make lifestyle changes. A ThreeRivers and Watford Action Group had been established and had held one meeting, with another planned. It was intended to produce a funding bid by April and to report to the Health and Wellbeing Board in October/November. The County Council was seeking to work with schools and Children’s Centres across Herts on childhood obesity and to tap into GPs’ weight management funding.
The Chairman asked how the Partnership could best contribute and support inequalities work. Charlotte Roche would represent Watford on the local Action Group. Andy Stovold said that Three Rivers District Council had recently agreed a grant bid to South Oxhey Children’s Centre to support their work with children and families on healthy eating. It was also suggested to contact local schools in Watford and ThreeRivers through the new school-based South West Herts Partnership. He could supply Robin with contact details. Early Intervention Fund moneys might be made available. The Fit for Fun Programme would be rolling forward into the new financial year and work will be targeted at areas and schools with high ratios of free school meals pupils.
Tobacco Control
Wendy Tooke reported that NHS Hertfordshire regarded prevention of smoking as the key initiative and was working with enforcement agencies including Trading Standards and the Police to reduce illegal trading. National No Smoking Day would take place on 14 March and Council Champions would be sent anti-smoking communication packs. She would circulate packs to Partnership organisations. LSP Partners with a public interface would be offered site-based one-hour staff training. A regional Anti-Illegal Tobacco campaign would be launched in April 2012. In Herts, after some successful pilots, a series of local radio advertisements would be broadcast, with links to a regional website. She could talk to organisations about schemes for smoke-free play areas launched in North Herts and St Albans.
Susan Street asked for packs to be sent to all providers of commissioned services and Wendy agreed.

Older People – Falls and Fuel Poverty
Peter Wright reported that Watford LSP had decided to set up a Working Group whose findings would he hoped be reported to the Health Partnership. Evidence would be obtained from the West Herts Hospitals Trust.
The Chairman asked the Group to note that Mental Health, Older People – Falls and Fuel Poverty and Alcohol Misuse would remain on the standing agenda for future meetings. The County Council had received £530,000 from the Department of Health to help prevent deaths by cold, which should be spent by 1 April. Any agency could apply for this money.
