CALL TO ORDER: Supervisor Teed called the Regular Meeting to order at 7:00 PM.

PLEDGE OF ALLEGIANCE: Councilman King led the meeting with the Pledge of Allegiance.

PUBLIC PARTICIPATION: None.

APPROVE THE 10/6/16 Councilman King offered the following Resolution. RESOLVED that, the

BUDGET WORKSHOP & October 6, 2016 Budget Workshop and the October 11, 2016 Regular Town Board

THE 10/11/16 TOWN Meeting Minutes be approved as written. The Resolution was seconded by

BOARD MEETING Councilman Ridley, who moved its adoption. Councilman Allen abstained from

MINUTES: voting on the Budget Workshop minutes because he was not there. The vote on the Budget Workshop Minutes was 4 AYES. Motion carried. The vote on the

October 11, 2016 Regular Town Board Meeting Minutes was 5 AYES. Motion carried

RESOLUTION: Approve Local Law #3 of 2016, Property Maintenance Legislation.(see attached).

RESOLUTION: Establish Town Hall Repair Reserve Fund (see attached)

RESOLUTION: Establish Court Storage Reserve Fund (see attached)

RESOLUTION: Approve Justice Court Audit (see attached)

Councilman King asked to make a Resolution from the floor for Pat Nicoletta, MRB. Supervisor Teed said that was fine.

: RESOLVED that, the Town Board approve the Proposal for the Design and Building

Construction of the Rt. 14 Water District to not exceed $121,200. The Resolution was

seconded by Councilman Ridley.

HIGHWAY: Highway Superintendent Featherly’s monthly report for October 2016 (see attached).

Councilman King said that Superintendent Featherly had come to the Board regarding

getting a snow blower from the Town of Geneva for free. He said it is extremely old and

he cannot see that if it was any good, Geneva would not be giving it to us. He strongly

disagreed with taking it. Supervisor Teed asked Mr. King to put it into a Resolution.

Councilman King offered the following Resolution. RESOLVED

that, we do not accept the Snow Blower from the Town of Geneva.

The Resolution was seconded by Councilman Beechler, who moved

its adoption.

MONTHLY REPORTS: The Town Clerk’s, Water Superintendent’s and Code Enforcement Officer’s October 2016 report were reviewed by the Board Members for their approval.

DISCUSSION WITH THE SUPERVISOR: A) Supervisor Teed said it was put on the agenda to discuss the cuts in the road on Lester Road. We have had a couple calls regarding these cuts. Supervisor Teed said he thought

we had discussed this before. He asked Superintendent Featherly if anything had been done about that. Superintendent Featherly said he thought we were going to

have to crack seal it. He said he does not know what else

we can do. He said it’s getting a little late in the year to wedge it and if you do wedge it you have to go back and

oil and stone everything. He said it’s not too late to crack

seal. Supervisor Teed asked if there were any questions or comments. Councilman Ridley said it is the easiest way to

fix it so the water does not get in there over the winter. Supervisor Teed asked Superintendent Featherly if that would be a Town expense. Superintendent Featherly said that would be up to the Board. He said he doesn’t own the roads, he just fixes them. He said if you want me to back charge the person that did the damage, we can do that. He said we can keep track of the crack seal and bill them. Supervisor Teed again said that is your decision. Again ,

Superintendent Featherly said he does not own the roads,

he just fixes them. Supervisor Teed said it has got to be

fixed. He asked the Board what they wished to do. The

Board said to crack seal it and keep track of the amount of material used.

B) Councilman King asked Superintendent Featherly if he had ordered the salt yet for this winter? Superintendent Featherly said no, he can do it anytime. Councilman King said we are getting close to the end of the year and there is

several thousands of dollars left in the snow account.

OPEN FORUM: Supervisor Teed asked if anyone wished to address the Board.

JOHN DOLE, PHELPS AMBULANCE, INC.: Mr. Dole said he has been speaking

with Councilman King. He said he had never submitted anything to the Board regarding

our Budget for the Ambulance. He said since the Town does give us quite a substantial

amount, it is in our best interest to submit one. He said he does not have next year’s

budget yet. He gave the Board his 2016 Budget. He said it shows our income and

where we project to spend it. He said some of our biggest expenditures are salaries for

the daytime medics. He said this year has been really tight. He said he does not know

if it is Obama Care that is killing us or the insurance companies in general. He said many people have the high deductible insurance, so for instance you are liable for the first $2,700. He stated when we bill the patient, they do not pay. He said we do send people to collections; but that does not seem to get them to pay either. He said he is pursuing other options because they presently have $109,000.00 in outstanding debt. He stated some of it we will never get. He said to answer the question about co-pays, some of the money from the Town is to offset co-pays. He said this year we have written off $11,000 in co-pays. He said that does not include the write-offs. He said every month he gets a report from our billing agent. He said we sometimes write off $23,000 a month; and that is for a lot of reasons. He said some of it being Medicaid. They will only pay you a certain amount of money, regardless of what you bill them.

He said we are replacing our 2002 Ford Ambulance because it is getting to the point where

it is costing us money. He said we will be replacing it with a 2017, which will cost $161,000. He said this ambulance is pretty much the “middle of the road”. He said it is made in Canada, so it is made for this kind of weather. He said the dealer is right in Syracuse. John said they are going to sell the 2002 ambulance the same way we did the last one; which is on eBay.

He said once he gets the approved budget from the department, he will get a copy to Barb to be distributed to the Board.
