Meeting called to order by Vice Chairman Joseph Graceffo with a salute to the flag at 8:20pm.

This is the Regular Meeting of the Wanaque Planning Board and adequate notice has been given and it has been duly advertised by the placement of a notice in the Suburban Trends and the Herald News on January 31, 2010 and a notice thereof has been posted on the bulletin board in the Municipal Building in the Borough of Wanaque and a copy thereof has been on file with the Borough Clerk.

MOTION TO APPROVE: made by Councilman Cortellessa, seconded by Member Slater. Voting yes were Vice Chairman Graceffo, Mayor Mahler, Councilman Cortellessa, Members Platt and Slater.

COMMUNICATIONS REPORT: None

APPLICATION STATUS REPORT (Engineer’s Report): Engineer Cristaldi reported nothing new.

NEW BUSINESS APPLICATION: Before & After Kids Club

Childcare (Age: 5 years to 13 years)

Owner of Property is Ibrahim Fayed, 206 Warren Street, Harrison, NJ

Owners of Business are Daniell Decker and Cynthia Capobianco, 6 Dardale Terrace, Haskell, NJ

Daniell Decker is one of the owners of Before & After Kids Club. It will be a before and after care program for Wanaque and Haskell school-aged children (5 to 13 years of age). Parents can drop their children off before school starts and busing will be provided to and from the schools by Jordan Transportation. We are providing a media room, laptop stations, toy stations and after-school homework help by tutors.

We are licensed for 50 children and are expecting the state license within the next two weeks. There is a second bathroom being installed and should be completed within the next week. The fire sprinkler system will be tested on December 17th per letter from Skyline Fire Sprinkler Corp. Approval is being given with the contingency that all three of these items are obtained and/or completed before the business can open up and proof given to the Board Secretary.

MOTION TO APPROVE, WITH THE THREE CONTINGENCIES OF COMPLETING SPRINKLER TEST, COMPLETING A SECOND BATHROOM AND OBTAINING THE STATE LICENSE: made by Member Slater, seconded by Member Platt. Voting yes were Vice Chairman Graceffo, Mayor Mahler, Councilman Cortellessa, Members Platt and Slater.

NEW BUSINESS APPLICATION: Skytech Construction

Owners of Business is David Johnson, 46 Seminole Drive, Ringwood, NJ

David Johnson is owner of Skytech Construction. This property would be for his office and a storefront for advertising and samples of windows, siding, etc. He will be the only employee. Needs to obtain a fire inspection before business can open.

APPLICATION #PB2010-02 “Realty Associates Redevelopment, LLC”, Block 231 Lot 11

Property Address: 547 Ringwood Avenue, Wanaque

Application For Construction of 23 Residential Units(CD 10/21//2010)

Authorized Agent is Gittleman, Muhlstock & Chewcaskie, L.L.P., Esqs.

Vice Chairman Graceffo explained and apologized for the delay on presenting this matter. The full complement of the Board is not here and, in order to make an important decision, we felt that it would be best if all Board Members were present. With the agreement of the applicant/developer, this application will be carried to the January 20, 2011 meeting. In January, we have a Re-organization Meeting starting at 7:30pm and immediately following, we will hear this application.

Brian Chewcaskie, Esq., the attorney for Realty Associates Redevelopment, LLC, has requested that this matter be carried to the January meeting and that no further notice or publication would be necessary.

Attorney Veltri noted on the record that this application is voluntarily being moved, with the consent of the applicant, and that the applicant is waiving any and all statutory time constraints to make a decision on the application. Attorney Chewcaskie concurred, and requested that, if necessary, any additional requests for time extensions be handled at the January meeting. Attorney Veltri agreed.

MOTION TO APPROVE TO CARRY THIS APPLICATION UNTIL JANUARY 20, 2011 AT 7:30PM AND NO FURTHER NOTICE TO THE PUBLIC OR PUBLICATION WILL BE NECESSARY: made by Mayor Mahler, seconded by Member Platt. Voting yes were Vice Chairman Graceffo, Mayor Mahler, Councilman Cortellessa, Members Platt and Slater.

PUBLIC DISCUSSION: Sandy Lawson, 28 Haskell Avenue, Haskell, NJ

She just wanted to note that it was a little disappointing to come here tonight and not have everybody here that needed to be. Also, procedurally, it would have been good if the Board took a recess to discuss this application.

RESOLUTION: None

DISCUSSION: Mayor Mahler discussed the absences of members at meetings. Under the Governor’s Best Practices Standard, there is a rule that if you miss four consecutive meetings, you can be terminated from the Board. Per the statute, if someone misses four meetings, then the Board can notify the appointing authority (Mayor & Council) that this has occurred and the appointing authority can take action. A discussion ensued between Board Members and it was determined that the Board Secretary should send out a letter to all Board Members about their commitment to the Board and attendance at meetings.
