The Engg. Department of Municipal Corporation of Delhi invites Sealed Tenders in two parts i.e. techno commercial bid as part-I and price bid as part-II from reputed and eligible contractors/ firms.

(A) Condition of Eligibility: -
Tender documents shall be issued to only those firms / contractors who will satisfy the following criteria: -
1. The applicant should have had an average annual financial turn over equivalent to 50% of the estimated cost of the work of similar nature during the last three consecutive years ending 31st March 09.
2. The applicant should have executed successfully three similar completed works costing not less than and amount equal to 40% of the estimated cost put to tender, or two similar completed works, costing not less than and amount equal to 60% of the estimated cost put to tender or one similar completed work of aggregate cost not less than and amount equal to 80% of the estimated cost during past 05 years ending last day of the month previous to the one in which applications are invited.
3. The applicant should not have incurred any loss in more than two years during the past five years ending 31st March-09. The certificate issued by a Charted Accounted is to be enclosed in this regard.
4. The applicant has to submit the list of clients along with certificate of satisfactory performance in respect of the executed works.
5. The firm has to submit a copy of the Balance Sheets for last three consecutive years’ along with certificates of registration with Sales Tax, Work Contract Tax, VAT and Service Tax etc.
6. The applicant will have to submit the list of qualified managerial/ engineering executives and staff with sufficient Experience in the work field or of similar nature.
7. The applicant has to furnish an affidavit through its proprietor or authorized nominee of the aspect that the firm has not been black listed/debarred from tendering by any Govt. organization during last five years.
8. The applicant’s performance for each work (completed and in hand) should be certified by an officer not below the rank of Executive Engineer or equivalent minimum for the last five years.
(B) General Informations: -
1. The tender documents will be issued to the firms fulfilling the above criteria from the office of the Executive Engineer (E&M)-I, MCD Pry. School, Old Building, Andrews Ganj, New Delhi-110049 after payment of Tender Fee and Earnest Money separately in Demand Drafts as specified on any working days up to 22/02/10 up to 3:00 pm. The tender documents may be collected in person.
2. The intending contractors shall have to pay Tender Cost and Earnest Money separately in the form of Demand Drafts from a scheduled bank payable at Delhi drawn in favour of Commissioner MCD in the Office of Executive Engineer (E&M)-I, MCD Pry. School, Old Building, Andrews Ganj, New Delhi-110049 at the time of purchase of Tender documents. Bank charges if any will be borne by the bidder.
3. Conditional, incomplete or, late submitted tenders shall not be entertained / considered.
4. Bids in two parts VIZ
a) Technical Bid in an envelope duly superscribed and accompanied with certificate from the applicant that the offer is as per NIT specifications and terms and conditions both technically and commercially, and further accompanied with the required documents.
b) Financial bid is to be kept in an sealed envelope duly super scribed as Financial Bid
c) Both the sealed envelopes (Technical Bid and Price Bid ) are to be kept in another sealed envelop super scribing Technical Bid and Price Bid for Dismantling / Shifting / Installation / Testing and Commissioning of Pump Sets along with allied works at newly constructed pumping station at Rose Garden, City Zone. The singe envelope so prepared is to be submitted in the office of Chief Engineer-I, Room no. 02, Slum & JJ Department, Near Azad Bhawan, Delhi-110003 latest by 23/02/10 up to 3:00 pm.
5. The technical bids shall be opened in the office Chief Engineer-I, Room no. 02, Slum & JJ Department, Near Azad Bhawan, Delhi-110003, on 23.02.2010 at 3:30 pm in the presence of the applicants who wish to attend the opening.
6. In the event of the specified date of submission or opening of bid is declared a holiday, the bids shall be received/opened, on the next working day at the same place and time, without any further notice.
7. Price Bid only of those firms, who qualify technically shall be opened in the presence of the applicants on due date after finalization of technical bids. The venue, time and date of opening of price bids shall be intimated after opening of technical bid to the eligible bidders through official letter or phone.
8. The tenderers are required to submit their technical bid as well as price bid strictly as per tender specifications in the first instance. After bringing all the applicants technically at par, the tenderers shall be allowed to submit the item wise break up for reduction or enhancement in their original price with reason. In no case the original Price Bid shall be allowed to replace except for plus minus variations as mentioned above.
9. The rates should hold good at least for a period of 180 days from the date of opening of price bid.
10. The Municipal Corporation of Delhi at its sole discretion and without assigning any reason, thereof reserves the right to accept and/ or reject any or all bids. Municipal Corporation of Delhi also does not bind itself to accept the lowest bid.
11. The successful applicant through its proprietor or authorized nominee will have to enter in to a contract agreement with the deptt. on prescribed Performa on a non judicial stamp paper of Rs.50/- and will also deposit the performance guarantee @ 5% of the contractual amount (in the round figure of rupees one hundred), before placing of work order. Performance guarantee should be payable at Delhi.
12. The payment shall be released to the firm / contractor as per schedule given in Section ‘A’.
13. Submission of false information / document by prospective tenderer will invite disqualification from Tendering process including forfeiture of EMD.
14. The priority of works will be decided by Engineer-In-Charge.
Tender cost and Earnest Money as specified above against the each item shall be paid through separate Demand Drafts for tender cost and earnest money payable to Commissioner, MCD shall be received in the office of the undersigned at the time of purchase of tender documents. The lowest tenderer will enter into the Contract-Agreement through its proprietor or Authorized Nominee, with Deptt. on prescribed Performa on a Non Judicial stamp paper of Rs. 50/-. The department at its sole discretion and without assigning any reason there-of, reserve the right to accept / reject, any / all, bids.

INSTRUCTIONS TO THE TENDERERS
The following instructions are provided to assist the tenderers while submitting the on-line bids.
1. PREPARATION & SUBMISSION OF THE TENDERS:
The subject work is referred to as “Dismantling / Shifting / Installation / Testing and Commissioning of Electric Pump Sets along with allied works at newly constructed pumping station at Rose Garden, City Zone”. The tenders will fill in and sign all pages of the following documents listed in Part A & B. The tenderer shall submit the offer as per two bid system i.e. separate sealed envelop each for Techno Commercial Bid (Part-A) and Price Bid (Part-B) and both the envelops should further be sealed in a superscribed separate outer envelope.
PART-A :- (Techno Commercial Bid)
It consists of: -
1. Section A (Deptt. Terms & Conditions) and Section B (Technical specifications of plants & equipments) along with the attached Annexure.
2. Demand Draft for tender cost and earnest money can be paid separately in favour of Commissioner, MCD.
PART-B :- (Price bid)
It shall consist of schedule of prices on Section - B.
This shall be submitted in separate sealed cover and this part of tender shall be opened only after due notice).
In case the space provided in Section - B for quoting rates is not sufficient, the tenderers may attach additional sheets at their end. In addition they will sign each and every sheet of the tender document and return one copy of the same along with their offer and the other copy should be retained by the tenderer.
Section – A
1. Location: -
The proposed pumping station shall be constructed at Rose Garden. This Pumping Station will be catering and discharge from the near by area and it will be pumped to Delhi Gate Drain.
2. Brief Scope of the work: -
There will be a provision of Dismantling / Shifting / Installation / Testing / Commissioning of the electric pump sets shifting of pump house completely to the newly constructed pump house with allied E&M works.
3. Cost of Tendering: -
The tenderer will not be reimbursed for any expenses incurred in preparation or submission of tender.
4. Drawing to Accompany the tender: -
The tender shall be accompanied by all drawings which should be sufficiently detailed to indicate as to what items of the plant, fittings etc. are included in the tender and accompanied by such pamphlets to enable the full appreciation of the plant in question.
5. Preliminary Programme: -
The tenderer shall provide with their tenders preliminary programme together with such details of erection as required in the departmental specification so as to complete the entire work on turn key basis.
6. Site Visit: -
The tenderers are requested to inspect the site before submission of tender documents and may discuss with the Engineer concerned in case of any difficulty. If any tenderer has any doubt as to the true meaning of any part of the tender document, he should at once get clarification from the engineer concerned before submitting the tender. Conditional and incomplete tenders in any way shall not be considered.
7. Right of Rejection of Tender: -
The department reserves the right to reject any or all the tenders without assigning any reason for the same.
8. Guarantee Period: -
The tenderer shall give the guarantee for all new equipments against manufacturing defects and during the shifting of machine if any damage occur / due to faulty workmanship for a period corresponding to a minimum of one year from the date of satisfactory commissioning of all the equipments on full load. During this period the successful tenderer shall have to repair the equipments, to the satisfaction of the Engineer-in-Charge, which develops any fault and also shall replace free of cost parts or even the complete equipment in case the circumstance so demands. The decision of the department in this matter shall be final and a binding to the successful tenderer. It may be noted that the department shall not accept any other guarantee clause.
9. Prices: -
The prices quoted by the tenderers shall be firm and inclusive of excise, octroi, marine - cum - erection insurance, all taxes and all other Government levies. However the rate of excise, octroi, VAT & Service Tax as included at the time of tendering must be indicated in the tender.
10. Terms of Payment: -
(i) Material & Supplies: -
a) 90% payment will be released towards material after receipt of new material, dismantling and shifting of material from existing pump house to newly constructed site along with erection of same in good condition.
b) Balance 10% after successful commissioning and one month trial running of the plant against Bank Guarantee of Nationalized Bank for equivalent amount valid for the guarantee period.
(ii) Erection Charges: -
a) 90% after completion of erection and trial running of the pumping station.
b) Balance 10% after expiry of Guarantee period on successful operation of the
plant and equipments.
(iii) Civil Works: -
a) Civil Works like making of foundations, support, pillars, cable trenches and grouting of (E&M) equipments etc. on completion after trial running of the pump houses.
11. Execution of Contract Agreement and Performance Guarantee: -
The successful contractor shall have to enter into an agreement with the department on non-judicial stamp paper of Rs. 50/- after the acceptance of the tender within a week of the issue of letter of intent. The firm will also deposit Performance Guarantee @ 5% of the contractual amount in the form of Demand Draft payable at Delhi or irrevocable Bank Guarantee Bond in favour of Commissioner, MCD drawn at any schedule bank. The Performance Guarantee amount shall be in the round figure of Rs. 100/-.
