THE CITY OF COLCHESTER, ILLINOIS
INVITES BIDS FOR THE FOLLOWING SOLID WASTE SERVICES:
RESIDENTIAL WASTE COLLECTION/DISPOSAL, LANDSCAPE WASTE COLLECTION/RECYCLING/DISPOSAL, AND RECYCLING
BIDS ARE SOLICITED FOR EACH OF THE FOLLOWING RESIDENTIAL SOLID WASTE SERVICES
1. Collection/disposal of RESIDENTIAL WASTE to- garbage, trash, refuse, rubbish, and other general
household trash.
2. Collection and recycling/disposal of LANDSCAPE WASTE to- leaves, limbs/branches, yard clippings, and
similar items.
3. Collection and recycling of RECYCLABLE MATERIALS to- glass containers, aluminum, tin or bi-metal
cans, No. 1 & 2 plastic bottles, newsprint, corrugated cardboard, grocery bags (paper), and paper including:
envelopes, copy paper, magazines, junk mail, manila folders and non-laser printed computer paper.
IMPORTANT NOTE TO BIDDERS:
Persons/firms bidding on the Residential Waste Collection/Disposal Service
MUST bid on all services including the Residential Waste Service, the Yard
Waste, and the Recycling Services as well as all alternatives solicited for each
service. The city reserves the right to award the Residential Waste
Collection/disposal Service contract with or without the Landscape Waste
And/or Recycling Services. Persons/firms upon successfully bidding must obtain a current
Tri-County Solid Waste Hauling License.
Persons/firms may bid on the Landscape Waste Service and related alternatives
without bidding on either the Residential Waste or the Recycling Services.
Persons /firms may bid on the Recycling Service and related alternatives without
bidding on either the Residential Waste or Landscape Waste Services.
The deadline for submitting bids is 6:30 PM, April 28, 2008

The city will conduct a PRE-BID CONFERENCE for all bidders at 3:00 PM, April 15, 2008, for the purpose of publicly discussing the bid specifications, contract documents, scope of all services, and any other matters deemed appropriate by the city or prospective bidders. All questions concerning these matters should be addressed at this meeting for the equal benefit and knowledge of all bidders. The city does not intend to discuss any of the above matters with individual bidders. The conference will be held at the Colchester City Hall Council Chambers, 500 E Roberts Street, Box 246, Colchester, Illinois 62326.
ALL BIDS MUST BE SUBMITTED IN A SEALED ENVELOPE LABELED:
"SOLID WASTE BID ENCLOSED"
Each bid must include the following:
1. Bid form(s), completely filled in, signed and dated, indicating fixed price quotation for full term of contract for each service being bid and all alternatives.
2. A fully completed and signed "Statement of Bidders Qualification" as attached.
3. A properly executed and signed "Affidavit of Noncollusion", as attached.
4. A fully completed and signed Certificate of Beneficial Interest, as attached.
5. Bidder must show evidence of being registered (IDHR No.) or evidence of
applying for registration prior to the bid opening (copy of submitted application
showing date of submittal) with the Illinois Department of Human Rights.
THE CITY OF COLCHESTER RESERVES the right to reject any or all bids, to waive any irregularities in the bidding process, and to accept that bid or combination of bids deemed to be in its best interest. Cost shall not be the sole determinant in awarding the contract. The city shall also consider the capability of the bidder to provide high quality, reliable service; bidders prior background and experience in the City of Colchester; and the bidders financial capability to carry out all contract obligations. The city reserves the right to make such investigations as it deems necessary to determine the ability of the bidder to perform the work.
No person or firm shall be denied the right to bid on the proposed contract on the grounds of race, creed, color, sex, national origin, handicap, or any other reason prohibited by law.

RESIDENTIAL WASTE
BASE BID---RESIDENTIAL WASTE COLLECTION/DISPOSAL
A detailed contract for the proposed residential waste collection/disposal service is attached. Bidders must review the attached contract(s) prior to submitting a bid. Several of the major conditions of the contract are summarized below:
BASIC SERVICE...... Collection and disposal of residential waste.
NO. OF RESIDENTIAL UNITS SERVED... 565 (Adjusted quarterly)
COLLECTION CYCLE...... One time per week
COLLECTION LIMIT...... Six bag or can limit
COLLECTION POINT...... Curb or alley collection
DISPOSAL...... All residential waste collected by Contractor
pursuant to this contract shall be disposed of in a sanitary landfill or other similar facility properly licensed and permitted by an appropriate state agency located in the County of McDonough.
TERM OF CONTRACT...... 5 years

METHOD OF PAYMENT...... Contract fee paid monthly, fees collected by city
SPECIAL SERVICES...... One (1) Spring city wide, "take all" clean-up day, including “white goods”. Remove City’s twenty-eight (28) fifty-five gallon trash receptacles. Contractor to provide twenty - (20) 96 gal Totters at old fifty-five gallon receptacle locations and provide weekly collection. Contractor to provide Five (5) two cubic yard dumpsters at city facilities and empty weekly (Street Dept.-(1), Water Treatment- (1), City Hall- (1), and Friendway Park - (2).
Contractor to provide three (3) twenty cubic yard roll-off containers or equivalent capacity for Labor Day weekend event and empty containers as necessary.
*Optional Fall city wide cleanup.

plastic co-mingled in an approved curbside bin supplied by contractor. All paper products to be co-mingled in a brown paper bag. Corrugated cardboard: flattened, placed underneath recycling bin.

METHOD OF PAYMENT...... Contract fee paid monthly, all user fees collected by the city.
CURBSIDE COLLECTION BINS...... Residential and School recycling collection containers and supplied by contractor.
REVENUE...... Contractor to keep all revenues derived from the sale of recycled materials.
RECYCLING PROCESSERS...... All recyclables collected by Contractor
shall be disposed of in a recycling facility approved by the City. The Contractor shall provide the City the name and address of each facility used for the processing of City of Colchester recyclables. The City shall not unduly withhold approval of the recycling facility.
