The Brothers of Charity Services Ireland - Clare Region is a community based, person centred organisation focussing on the needs and abilities of children and adults with intellectual disabilities. The goal of the organisation is to support people with intellectual disabilities to achieve a full and valued life in their community.
Our focus going forward is to form a relationship/partnership with each individual and their family, enabling them to design their own service so that they can enjoy a real life in a real place with a healthy balance of supports.
We wish to create opportunities for people with an intellectual disability to have valued social roles in their communities and to have the chance to form real friendships.
In order to assist us to achieve the vision we wish to recruit innovative and proactive people who will relish the opportunity to assist in implementing this vision.
1. Tenure of Employment
Post is Temporary Part-Time (Specified Purpose – Maternity Leave Cover).
2. Probation
A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probation period may be extended at the Employer’s discretion.
3. Performance Review
During the period of your employment, your work performance will be monitored and assessed and if found to be unsatisfactory, your employment will be terminated, at the absolute discretion of Management.
4. Pension
Membership of a Superannuation Scheme is compulsory for all staff.
The terms of the Service’s Pension Schemes are those prescribed under the terms of the Health Agency Schemes:
· Entrants prior to 31st December, 2012 are members of the Nominated Health Agency Superannuation Scheme (N.H.A.S.S.).
· New Entrants after 1st January, 2013, are members of the Single Public Service Pension Scheme.
5. PRSI
The Class A rate of PRSI contribution will apply to all temporary/permanent appointees.
6. Sick Pay Scheme
The terms and conditions of the Sick Pay Scheme will apply.
7. Qualifications/Experience
Applicants must possess the competencies and skills appropriate to working with persons with an intellectual disability. The Brothers of Charity Services Clare reserves the right to determine relevant qualifications for the post.
Recognised professional qualifications for Staff Nurse (see Personal Specification - Page 7).
8. Hours of Duty
40 hours per fortnight. The appointee must be flexible with regard to hours of duty and available and willing to work day, afternoon, evening, weekends and sleepovers and to attend meetings if required.
An essential requirement of the position is availability to deal with emergencies which may arise outside of normal working hours.
9. Annual Leave
24 days per annum (pro-rata basis).
10. Remuneration
Remuneration will be based on the Department of Health NE Staff Nurse Salary Scale commencing at €27,483 per annum basic before premium pay (pro-rata), commensurate with qualifications and experience.

Job Title: Staff Nurse
Accountable To: Service Leader (or Designate)
Reports To: Regional Manager (or Designate)

Role Description:
The role of the Staff Nurse is to provide holistic, person-centred nursing care, promoting optimum independence, enhancing the quality of life for service users with intellectual, physical and/or sensory disability in all aspects of daily living.
The position requires a high degree of understanding and commitment to the individual service users and to the Brothers of Charity Services Ireland – Clare Region. The prime consideration at all times must be the interests and well-being of the individuals availing of our service.
A positive attitude towards working with persons with an intellectual disability is a prerequisite, thus enabling them to have a positive fulfilling lifestyle. Each person with an intellectual disability must be treated as an individual, at all times acknowledging their personal dignity, according them their full rights and privileges.
The Staff Nurse in co-operation with the Co-Ordinator/Team Leader will be responsible for ensuring that the person’s we support have good, meaningful and inclusive lives.
Professional & Ethical Practice:
· Practice Nursing according to:
o The Code of Professional Conduct as laid down by the Nursing Board (An Bord Altranais);
o Professional Clinical Guidelines;
o National and regional Health Service Executive (HSE) guidelines;
o Local policies, protocols and guidelines; and
o Current legislation as it applies to the role.
· Assess, plan, implement and evaluate individualised service user person-centred care programmes within an agreed framework, in accordance with best practice and grounded in recent evidence based nursing research.
· Develop and maintain close links with the services users, family / guardians ensuring a partnership approach.
· Work closely with the multidisciplinary team to achieve optimal input for the service user.
· Maintain appropriate and accurate written records and reports regarding service user care in accordance with local and national guidelines.
· Foster a philosophy of care that reflects the Brothers of Charity Services Ireland – Clare Region’s commitment to quality, using an evidenced based approach, in a safe environment maintaining the dignity of the service users.
· Foster a model of support that is facilitating and enabling.
· Monitor overall healthcare, prevention of illness, and promote healthy lifestyles with service users.
· Act as an advocate for service users and their families and provide information to empower them in decision-making, goal setting and problem solving in order to optimise their contribution and facilitate their participation in community-based activities.
· Promote and maintain nursing standards of person centred care, including the promotion of normalisation and quality of life issues.
· Participate in the development of protocols and guidelines, and the setting of professional nursing standards.
· Be competent in relation to all relevant clinical policies and procedures.
· Take account of service users’ religious beliefs, doctrines and cultures.
· Comply with all legal requirements pertaining to care of service users with Intellectual Disability.
· Encourage service user engagement in community activities, escort, and participate in such activities thus promoting a socially inclusive model of living.
· Contribute to, implement, monitor and review the development of risk assessments for service users.
· Professional Expectations: The nurse must comply with the Code of Professional Conduct as laid down by the Nursing Board (An Bórd Altranais). The nursing profession demands a high standard of professional behaviour from its members and each registered nurse is accountable for his or her practice. The nurse must work within his / her scope of practice and must take measures to develop and maintain the competence necessary for professional practice. The nurse must be aware of ethical policies and procedures, which pertain to his / her area of practice. Service users’ confidentiality must be maintained at all times.
· Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
Education, Staff Training and Development:
The Staff Nurse will:
· Attend all training that is offered to them, so that they fully understand and work with all the procedures and guidelines within the organisation.
· Contribute to the identification of training needs.
· Identify and contribute to the continual enhancement of learning opportunities in their area of responsibility.
· Participate in the induction of new staff in their area of responsibility and ensure the potential of all staff is identified and encouraged.
· Take responsibility for own competency and learning and development needs and actively contribute to the learning and development of the interdisciplinary team.
· Participate in performance evaluation/review with their line manager, identifying areas for improvement and appropriate plans/measures to achieve them.
· Undertake performance evaluation with staff members.
· Having undergone appropriate training, act as a mentor/preceptor or clinical assessor for students if requested.
· Train staff (where appropriate) in best clinical practice methods.
· Assist in the recruitment, induction and supervision of staff while at the same time ensuring that the vision of the person being supported is met.
· Optimise the one to one employee review, supervision and work plan process for continual improvement and growth.
Administration Management:
The Staff Nurse will:
· Accept overall responsibility for and co-ordinate the supervision and management of care/support for service users in your area of responsibility.
· Provide support and give feedback to the Co-Ordinator (or designate).
· If required, assist individuals with budgeting, banking and management of their personal finances ensuring individual’s monies are accounted for and recorded as appropriate.
· Accurately record and report all complaints to appropriate personnel according to local service policy.
· Contribute to ongoing monitoring, audit and evaluation of the service as appropriate.
· Be responsible for the administration and recording of drugs within best practice guidelines.
Principal Duties & Responsibilities of the Post:
· Ensure the welfare and well-being of all individuals who avail of our service.
· Foster a good relationship with the individuals, parents, staff, volunteers and visitors, by at all times behaving in a courteous and professional manner.
· Lead and supervise others and to work as an individual and as part of a team.
· Take a lead role in the co-ordination and development of individual plans in order to meet the needs of the people we support.
· Have a working knowledge of HIQA Standards as they apply to the role/care setting (e.g. Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.)
· Train care staff and other staff where appropriate in best clinical practice methods.
· Promote positive attitudes towards disability awareness and a person centred approach to all service provision.
· If required, carry out driving duties, which may include a space wagon/small bus.
Health & Safety Duties and Responsibilities:
· Be aware of, and comply with, the principles of clinical governance including quality, risk and health and safety and be individually responsible for clinical governance, risk management/health and safety issues in your area of work. Where required, participate in the development of policies within both these areas in conjunction with relevant staff.
· Be conscious of Health & Safety matters in the workplace and, in particular, to comply with employees’ obligations as set out under Section 2 of the Safety, Health and Welfare at Work Act, 2005. Ensure that the procedures set out in the Safety Statement are implemented at all times. Become familiar with and practise fire drill procedures within places of work, i.e. fire detection, evacuation and fire fighting.
· Promote safety in all environments for individuals supported by our Services and employees in line with the Brothers of Charity Services Ireland – Clare Region Health and Safety Statement.

· Report all accidents to your line manager (and human resources if applicable) immediately as they occur.
· Protect service users and staff by adhering to infection control policies and protocols, medication administration and storage procedures and controlled substance regulations.
· Ensure operation of equipment by completing preventative maintenance requirements, following manufacturer’s instructions, troubleshooting malfunctions, calling for repairs, maintaining equipment inventories, evaluating new equipment and techniques.
· Maintain nursing supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies, verifying receipt of supplies, using equipment and supplies as needed to accomplish job results.
· Participate in the development, promotion and implementation of infection prevention and control guidelines.
General Duties and Responsibilities:
· Ensure confidentiality in all matters concerning individuals using our service and staff, including the safe storage of reports and records.
· It is your duty to report any concerns you have for the safety and welfare of the clients of the Brothers of Charity Services Clare to your Manager immediately in line with the Trust in Care (2005). You are also legally obliged to comply with the Criminal Justice (Withholding of Information on Offences Against Children and Vulnerable Persons) Act, 2012.
· Perform such other duties as may be assigned from time to time by the Service Leader (or Designate).
· Ensure that the vision statement of the Brothers of Charity Services Ireland – Clare Region is promoted and actively implemented.
· As the duties and responsibilities of any post in the Services are likely to change with the ongoing needs of the Service, staff are expected to have a high level of flexibility, and a willingness and an ability to develop new approaches to their work, which may also involve working in different geographical areas. The context of this post may change as the organisation grows.

Experience / A minimum of three years post qualification nursing experience.
