The regular meeting of the Board of County Commissioners was called to order at 9:00 a.m. with the following present: Steve Shockley, Chairman; Sandy Kontour, Commissioner; Eric D. Johnston, Commissioner; and Chris Kanwischer, Clerk. Commissioner Kontour moved and Johnston seconded to approve the agenda. The motion carried. The minutes from the last regular meeting were approved as presented. Commissioner Johnston moved and Kontour seconded to approve the vouchers as presented. The motion carried.

BUSINESS BEFORE THE BOARD

Financial Report

Treasurer Rietz presented the financial report ending November 30, 2017.

Fair Board

The Board interviewed Erik Eddington for an opening on the Fair Board.

Commissioner Kontour recused herself from the meeting.

IT Update

Jordan Ham was present and Tom Overstreet via Skype updated the Board on plans for Spillman training, their work on the IT inventory, and the advantages of migrating to Office 365. They will prepare a proposal for the possible replacement of the I Prism for consideration in January, 2018.

Commissioner Kontour returned to the meeting.

Planning & Zoning

Planner Ervin informed the Board that the T/Subdivision is still a valid subdivision due to the requirements of the vacation request #2010-01 never being fulfilled.

Kaiser Wealth Management

Commissioner Johnston moved and Kontour seconded to approve the Municipal Advisor Engagement Letter for the August 21, 2018 1% Specific Purpose Excise Tax Election and Possible Bridge/Bond Financing Arrangements with Kaiser Wealth Management. The motion carried.

Fair Board

The Board interviewed Brian Connell and Jenny Davis for an opening on the Fair Board.

Encroachment

Clerk Kanwischer presented an encroachment from Basin Electric Power Cooperative for approval.

Resolution #2017-24

Commissioner Kontour moved and Johnston seconded to approve Resolution #2017-24 entitled: Amendment to the 2017-18 Budget. The motion carried.

WHEREAS: the County of Platte has received unanticipated revenue by virtue of the State of Wyoming, in the amount of $56,615.27; and

WHEREAS: pursuant to Wyoming State Statute §16-4-113, the budget of the General fund may be increased by resolution of the governing body.

NOW, THEREFORE, BE IT RESOLVED, to amend the County budget to Platte County account #100.414.0270 (Road & Bridge – Road Materials) in the amount of $56,615.27.

Certified Local Government Annual Report

Commissioner Johnston moved and Kontour seconded to approve the annual Certified Local Government program annual report prepared by the Platte County Historic Preservation Commission for the Wyoming State Historic Preservation Office. The motion carried.

Grant of Easement

Commissioner Kontour moved and Johnston seconded to approve the utility easement to the Town of Wheatland for the south side of the Platte County Resource Conservation District Office. The motion carried.

Fair Board Appointment

Commissioner Johnston moved and Kontour seconded to appoint Erik Eddington to serve on the Fair Board for a five year term ending January 1, 2023. The motion carried.

Employee Open House

The Board held an open house for the County employees from 3:00-5:00 p.m.
