For the 2008 Season, match fees will be £15 per umpire (see Rule 14(a) for variations), with travelling expenses of 15p/mile.
RULES
- NAME
The League shall be called the Stones Construction Services Cumbria Cricket League and shall consist of one section, to be known as Division One.
- CONSTITUTION
The League shall be open to competition each year to such club teams as are recommended by the Management Committee to the Annual General Meeting.
In making such recommendations, the Management Committee
shall pay particular regard to each club having a permanent ground with suitable facilities and standards.
- FEES
Each club shall pay an annual subscription of Fifty pounds.
All clubs shall be affiliated to the Cumbria Cricket Board and shall pay such dues as may be required from time to time.
All fees must be received by the Hon. Treasurer not later than the 31st May in each year; failure to do so will result in a fine of ten pounds.
- ADMINISTRATION
The League shall be administered by a Committee, known as the ‘Management Committee’, elected at the Annual General Meeting, consisting of a Chairman, Hon. Secretary, Hon. Treasurer, Hon. Records and Press Officer, Hon. Fixture Secretary and up to seven other members. Five shall form a quorum. The Chairman shall be empowered to use a casting vote.
The Management Committee shall have the powers to apply, act upon and enforce the Rules of the League and shall have jurisdiction over all matters affecting the League, including any not provided for by the Rules.
All decisions of the Management Committee shall be binding, subject to any appeal to a Board of Appeal, constituted in accordance with Rule 20.
- LAWS
All matches shall be played according to the Laws of Cricket as published by the MCC, excepting as same may be varied by these Rules.
(a) Wide Bowling Law 25.1 The Umpires are instructed to apply a very strict and consistent interpretation in regard to this law in order to prevent negative bowling wide of the wicket or over the batsman’s head.
(b) Covers, where available, must be used to cover the whole of the wicket or any other part of the playing area during interruptions of play.
- PERIOD OF PLAY
(a) Each match shall consist of 40 six ball overs for each team, but in the event of bad weather, unsuitable ground conditions or other valid reason for a late start, overs shall be reduced by one per side for each six minutes of play lost prior to the commencement of the game, subject to a minimum of 25 overs for each team. Should the team batting first declare prior to completing their allotted overs, then such complete overs as remain shall be added to their opponents allotted overs, except where weather conditions curtail play for a total of at least one hour during the first innings. No bowler shall bowl more than one fifth of the overs agreed before the start of play in any innings.
(b) The normal starting time for all League matches shall be 2:00pm. In exceptional circumstances the Management Committee shall have the power to alter the starting time of any fixture. The umpires, or team captains if no umpires are allocated, shall report the actual starting time of the match on the approved score sheet, giving the reason if play started late. The Management Committee will impose a fine of five pounds on any club responsible for a late start without a valid reason.
(c) If available, a bell shall be rung ten minutes before the start of the match, at which time, in any case, all players then practicing shall leave the field of play, the captains having already tossed for the choice of innings. In the event of the toss not being possible at the appointed time the offending team shall forfeit the right to do so. The onus of ringing the bell, if available, shall rest with the appointed umpires.
(d) For all matches where an Umpire is present; Team sheets shall be completed by each team and presented to the match Umpire(s) ten minutes before the scheduled start time. The completed sheets shall consist of full names of all players, with the Captain and Wicketkeeper highlighted. The age group of any player under the age of eighteen shall be clearly marked.
(e) Matches not started three hours after the starting time, as stated in Rule 6(b), shall be considered as a draw.
(f) Play shall cease six hours after the starting time, as stated in Rule 6(b). If, before this time, a definite result has been obtained the match shall be considered complete as a League fixture and all further play shall be excluded from the League records.
(g) In all Division One matches, all innings shall be completed (without unplanned stoppages) in not longer than two hours and forty minutes. Any team which fails to achieve this standard will be subject to a disciplinary investigation by the League Management Committee. If there are no extenuating circumstances, the offending team will be penalised by the deduction of;
- Two points for failure to achieve the required standard on the first occasion
- Three points for a second failure in the same season
- Four points for a third failure in the same season
- Five points for each subsequent failure in the same season
(h) The tea interval shall last twenty minutes and a bell, if available, shall be rung by the appointed umpires five minutes before play is due to be resumed
(i) All Clubs shall provide the Hon. League Secretary with the following information before the last day of February each year.
(i)Club Secretary details, including name, address and telephone number(s) and email address (if applicable).
(ii)At least two official match contacts per team, including telephone number(s) and email addresses (if applicable).
(iii)At least two further match contacts, including telephone numbers and email addresses (if applicable) for the use of the Hon. Records and Press Officer only (these details will not be published in the League handbook).
(iv)If applicable, telephone number(s) of the Club pavilion or clubhouse.
Any changes to these details made after the date stated above and before the end of the season, must be forwarded in writing to the Hon. Records and Press Officer. Failure to comply with the foregoing will result in a fine of ten pounds for the offending club.
(j) All away teams shall travel unless notified otherwise. Where the home team notifies the away team that they consider the ground unfit the home team must notify the official team contact of the away team at least two hours before the official start time of the game, the away team must be given the option to travel. If the away team decides to travel and the match does not commence they shall bear the responsibility of all umpires fees in accordance with Rule 14. In all cases the away team shall make the journey to the match venue unless advised to the contrary by the home club.
(k) The League appointed umpires shall be the sole judges as to the suitability, regarding weather and pitch conditions, for starting, continuing or discontinuing play. In the absence of League appointed umpires these responsibilities shall rest with the two team captains.
Explanatory Note: When calling off a game a representative of the home team shall contact one of the nominated match contacts of the away team (as listed in this handbook). It shall be the home team’s responsibility to ensure that the away team are aware that the game has been called off – a message left on an answering machine does not guarantee this as any individual match contact may be otherwise engaged. If no nominated match contact can be contacted the home team shall contact the Hon. Records and Press Officer for assistance.
7. PROFESSIONALS
No professional shall be allowed to play in the Cumbria Cricket League.
8. PLAYERS and REGISTRATION
(a) Each club shall forward a list of the players they wish to register for the coming season to the Hon. Records and Press Officer, to arrive no later than midday on the second Saturday in April. The list shall include the surname and forename name of all players and shall be ordered alphabetically by surname. Failure to comply with the above will result in a fine of ten pounds for the club involved. Until a list of registered players is received by the Hon. Records and Press Officer no player shall be considered as being registered for that club.
A player’s registration shall not be deemed binding until they have made one appearance in the current season. Additional players shall be eligible to play if they are registered with the Hon. Records and Press Officer, on or before the Friday prior to the match concerned, and his acknowledgement is obtained. No player may be registered or transferred after the last day of July each year, though any player appearing on a clubs registration list but not having played before this date will be eligible.
Any player under the age of fifteen may be registered on the day of the match using the section provided on the approved League score sheet. Clubs shall only be allowed to play players who are registered to that club.
(b) No player shall play in the Cumbria Cricket League or affiliated cups if he is a current player in another weekend league, the exception being if the club to which they are registered play in the North Lancashire and Cumbria Premier League or Division One, or the Eden Valley League.
(c) A player may transfer to any club in the Cumbria Cricket League from any other league providing that the Hon. Records and Press Officer is given seven days notice in writing, accompanied by a confirmatory letter from his previous club stating that he has terminated his playing membership with that club.
(d) No player shall play for more than one club in the same season unless his registration is transferred to another club with the approval of both clubs. Any transfer shall be conducted in writing with copies forwarded to the Hon. Records and Press Officer for his acknowledgement, any transfer not being deemed as complete until such acknowledgement is received by the club to which the player is transferring.
(e) Any player over the age of fifteen shall be ineligible to play in Division One if he / she has played in the North Lancashire and Cumbria League Premier, or First Division.
(f) In any case of transgression of this rule maximum points, i.e. the number of points normally awarded for a win, shall be deducted from the offending team and their opponents shall be credited with a win.
9. POINTS
The points governing League matches shall be as follows:-
(a) Eighteen points for a win but no bonus points applicable.
(b) Five points for a tie.
(c) Seven points to a team scoring the greater number of runs and three points to their opponents in a drawn game after the maximum number of overs (i.e. Eighty) has been played.
(d) Seven points to a team scoring the greater number of runs and three points to their opponents in a game where rain (or some other reason) reduces the maximum of eighty overs, as long as the overs available to the team batting second are equal or greater than the number used by the team batting first.
(e) Five points to each team where rain (or some other reason) prevents play in a game or if Rule 9 (d) cannot be applied.
(f) Bonus points shall be awarded as follows in matches that are lost, drawn or tied:-
- One point for runs scored between 100 and 124
- One further point for runs scored between 125 and 149
- One further point for runs scored between 150 and 174
- One further point for runs scored of 175 or more
- One point for every three wickets taken
Note: A batsman retired and unable to resume play, or a batsman absent at the end of the innings, shall count as a wicket taken. If a team consisting of less than eleven players is fully dismissed their opponents will be awarded three bowling points.
10. CHAMPIONSHIPS, PROMOTION and RELEGATION
At the end of the season;
(a) In Division One the team with the highest number of points shall be League Champions.
(b) Should any team complete the season with an equal number of points the final league position shall be decided by the following formula:-
(Runs Scored / Wickets Lost)
(Runs Conceded / Wickets Taken)
All totals of runs scored and conceded and wickets lost and taken shall be derived from the results, forwarded on approved score sheets to the Hon. Records and Press Officer, throughout the season. For this calculation only, where any team are ‘all out’, ten wickets shall be credited to the opposing team regardless of whether or not their opponents side consisted of eleven men. Runs scored and/or conceded and wickets lost and/or taken in drawn games shall be included in this calculation.
(c) In the event of Clubs/Teams joining or withdrawing from the League, the Management Committee shall have the power to re-organise the Divisions, if possible, so that;
(i) Each contains an even number of teams,
(ii) Each contains an equal number of teams.
(d) Championship Cups and Trophies shall be presented to the Divisional Winners at the Annual General Meeting.
11. FIXTURES
(a) The season shall commence on the penultimate Saturday in April.
(b)The Hon. Fixture Secretary shall seek to submit to the clubs, not later than the last day of February, the draft fixtures for the coming season.
(c) All fixtures shall be played on the dates published in the League Handbook. In exceptional circumstances the Management Committee shall have the power to alter the date of any fixture. Any change to the published fixture shall be notified in writing to the clubs concerned and the Hon. Records and Press Officer by the Hon. Fixtures Secretary. In the event of difficulty in securing the use of a ground the home side shall find an alternative venue.
Clubs that have ground availability problems must be prepared to play home games on the grounds of their opponents or at other alternative venues.
(d) In the event of any team being unable to fulfill any League or Cup fixture, a representative of that Club shall contact an official match contact of their opponents, and the Hon. Records and Press Officer, to inform them that the match will not be played. Any Club failing to comply will incur a fine of ten pounds in addition to any penalty incurred for the cancellation of the match.
(e) All Division One matches shall be played on the day stated in the League handbook.
Clubs requiring special consideration must notify the Hon. Fixtures Secretary on or before the first day of January each year.
12. TROPHIES
All trophies are the property of the League and the winners shall enter into proper agreements for their safe custody. Trophies shall be returned in good condition to the Hon. Secretary on demand by the Management Committee, but in any event, not later than the last day in August in each year. Failure to comply will result in a fine of ten pounds.
Winning clubs are responsible for the engraving of their name on the trophy before it is returned.
Note: The League will refund the costs of engraving, and will bear the costs of any necessary reconditioning as a result of normal wear and tear; clubs will remain responsible for any costs incurred by loss or damage.
13. SCORES and ANALYSIS
(a)In every League or Cup match the competing clubs shall appoint their own scorers and the home side shall be responsible for forwarding a fully completed League approved score sheet to the Hon. Records and Press Officer. The score sheet shall be sent by first class post and postmarked not later than the Monday following the match, or Tuesday if the match is played on a Bank Holiday Monday. Score sheets not received by the Hon. Records and Press Officer three days after the game will be deeded as being late and a fine of five pounds imposed on the home club, or in the case of Cup Finals, the winning club.
