SWDSC TMC REPORT: FRIDAY 1 OCT 2010

This report will mainly focus on the following aspects:

1 SWD TMC Workshop [16 July 2010 – Oudtshoorn]

A very successful TMC Workshop was held at the African Sky Hotel Conference Room and 40 federation representatives attended. We were fortunate to fave a seasoned presenter/facilitator in Bennett Bailey. As this was a pioneer workshop, the inter-action of the attendees contributed to a workshop that paved the way for future workshops of this nature. A written report was already submitted. Transformation elements were identified for federations to focus on.

2 Good Governance Workshop [11 September 2010 – Oudtshoorn]

The aim of this workshop was to capacitate chairpersons, secretaries, treasurers and to empower them in marketing and sponsorship and in doing so, produce quality administrators. The main focus was on the duties and responsibilities of these administrators in order to deliver excellent service to their clients and federations and as such form the basis of good governance. This also took place at the African Sky Hotel in Oudtshoorn. The presenters were Goliath Munro [chairpersons], Christel Johannes [treasurers] and Dave van der Walt [secretaries as well as marketing and sponsorship]

This event was earmarked for 50 people but more than a 100 applied – 50 of which were from rugby clubs. In order to accommodate them, a separate workshop will be held for SWD Eagles Rugby Clubs later this year.

Other aspects that were addressed was LOTTO applications and the completion and signing of MOA’s. Valuable inputs were offered by Bennett Bailey.

3 Election of SWD TMC Committee [17 September 2010 – George]

At a proper constituted meeting in George on Friday, 17 September 2010, a SWDSC TMC was elected to drive this process in the future. This is not the final committee as this is a pioneering process and this TMC have been given the mandate to co-opt more expertees - especially women, African black administrators and from the sport for the disabled.

The following SWDSC TMC was elected to pioneer transformation in the future:

Chairperson: Julian Fillies [SWDSC EXCO]

Johan Havenga [SC Bowls]

Mario Ersterhuizen [SC Shore Angling]

Declon Aries [SWD Cycling]

Mark Lewis [SWD Baseball]

The meeting adopt the following priorities:

·  Questionaire must be prepared for a SWD regional Transformation Audit

·  Transparency of committee - women and disabled co-opted

·  Relationship with the TMC Development Unit of the University of Stellenbosch.

·  Relationship with the TMC of the 3 other regionssport councils.

The SWDSC request DCAS and the WC TMC to organize a workshop for all the regional TMC’s in order to streamline the process and to put all the regional TMC’s on the same track.

4 SWD Eagles Rugby Dispute

This highly publicised matter, mostly for the wrong reasons, was brought to the table of the SWDSC when SWD Eagles Rugby requested assistance. After discussions with their executive, the matter was referred to the WC Arbitration Forum. It was quite clear that some SARU Executive members are supporting former SWD Eagles Rugby Executives at the expense of rugby in the SWD. SARU [without even listening to the SWD Eagles Rugby Executive who was in Cape Town] adopted a resolution which included that the TV rights money [+- R415 000/month] be withheld.

This was not in the best interest of SWD rugby and the objective still remain sinister. Further discussions on this matter is urgently needed. Despite this the SWD Eagles team performed well and is now in the semi-finals after losing only one game! A letter was received from adv Lyndon Bouah stating that this matter falls outside the jurisdiction of the WC Arbitration Forum. The forum only arbitrate between WC bodies and SARU is a national federation. It has come to our knowledge that SWD Eagles Rugby and SARU have come to an interim agreement on financial help. We hope that this matter will be solved as soon as possible for the sake of rugby and rugby development in the SWD.

5 SWD Fedansa Dispute

The SWDSC took over the administration of SWD Fedansa after been requested ti interfere as a result of growing discontent within the dancing fraternity. After investigation and discussions, mistrust under the executive of SWD Fedansa as well as communication problems between SWD and WC Fedansa, seemed to be major problems.

Two meetings were set up by the SWDSC the last on 8 September 2010 in Oudtshoorn where all relevant matter were discussed and resolutions taken. The SWDSC has been pivotal in finding resolutions for the challenges and to bring the different parties together.
