Bernie Kilgariff served the community of the Northern Territory, in particular Alice Springs, for most of his extraordinary life. He contributed over twenty years of service to St John Ambulance as a member of the board and was central to building the profile of volunteers and the ambulance service in Central Australia.

The Bern Kilgariff Scholarship has evolved from the Bern Kilgariff Trainer Award, an award which aimed to recognise the significant contribution of St John Ambulance NT First Aid Trainers to the development of individuals across the Northern Territory community and was awarded every second year. Bernie’s commitment to St John Ambulance Australia NT will continue to be honoured as the inspiration behind this award

Bernie was a St John member, colleague, mentor, leader and an inspiration but most importantly, a great friend to St John in the NT.

Ø Made a Member of the Order of Australia (AM) 1996

Ø 2001 Awarded the Centenary Medal for service to Australian Society through Parliament.

Ø Joined the Council of St John Ambulance as a Board Member in 1987

Ø Promoted to Commander of the Order of St John in 1999

Ø Awarded the Senior Territorian of the Year in 2004

Ø Invested as a Knight of the Order of St John in October 2008

Background

1. A review of the Bern Kilgariff Trainer Award considered that as it was a St John Ambulance NT award it was something that should be available to any member of St John in the NT.

2. Whilst acknowledging that when the “Bern Kilgariff Trainer Award was initially offered it coincided with the Spark of a Life conference which ran every 2nd year, it was felt appropriate to offer this scholarship annually.

3. The Bern Kilgariff Scholarship is valued at amount up to $2,500 per recipient. This applies to course fees only (see below).

4. The successful nominee must meet any/all St John Ambulance NT health and fitness standards applicable to the role of a commercial First Aid Trainer.

Purpose:

To support an individual to complete one of two training focussed qualifications, either Stream 1: TAE40110 Certificate IV Training and Assessment, or if the Certificate IV is already held, Stream 2: TAE50111-Diploma of Vocational Education and Training.

Co-contribution

There are two optional Scholarships streams (one or the other, NOT both):

Stream 1:

St John Ambulance contribution:

Financial assistance up to $2,500 to achieve the TAE40110 Certificate IV Training and Assessment.

Member’s co-contribution;

(i) Deliver a minimum of 32 annual training hours to the Volunteers in the year of study.

(ii) Deliver a minimum of 32 annual training hours to the Volunteers in the 12 months post qualification attainment

(iii) Commitment will not be in place of existing commitments to St John Ambulance NT but in addition to these and must specifically be undertaken in the Volunteer training delivery/assessment environment.

(iv) Recipient to achieve commercial First Aid trainer certification.

Stream 2:

St John Ambulance contribution:

Financial assistance to upgrade an existing TAE40110-Certificate IV Training and Assessment to the TAE50111-Diploma of Vocational Education and Training.

Member’s co-contribution:

(i) Deliver a minimum of 32 annual training hours to the Volunteers in the year of study.

(ii) Deliver a minimum of 64 annual training hours to the Volunteers in the 12 months post qualification attainment.

(iv) Recipient must achieve commercial First Aid trainer certification if not already held.

It is expected the study requirements in either qualification identified above will not exceed 12 months. The Scholarship recipient will be supervised by and report progress monthly to a Scholarship supervisor to be appointed by the Selection Panel. Information about suitable Training Organisations, which are supported by SJANT, for either the Cert IV of Diploma level training, will be provided to the scholarship recipient. The same member is only eligible to be considered for this Scholarship once in each three year cycle.

Selection Criteria

· Be a member (staff or volunteer) of St John Ambulance NT Inc.

· Be over 18 years of age.

· Have a good knowledge of St John Ambulance NT Volunteer First Aid Services.

· Be prepared to abide by the conditions of the scholarship including completing the training and providing training to the volunteers.

· Must have a positive outlook toward their current role.

· Be prepared to see out the terms of the Scholarship.

· Show commitment to current position’s roles and responsibilities.

· Demonstrated commitment to the St John Ambulance NT Core Values - integrity, respect, quality, dedication and compassion.

Eligibility

Scholarship nominations are open to any person who is a member (staff or volunteer) of St John Ambulance NT at the time nominations open.

Applications

Applications must be in writing addressing the selection criteria and emailed to and must include:

· Current SJANT role/work-area and length of time with the organisation.

· Examples of commitment to self improvement in their current role.

Nomination Process

· Nominations can only be made by any St John Ambulance NT Member.

a. Prior to submitting a nomination, the nominating Member must secure the support of nominee to accept the nomination and all criteria associated with it.

b. The nomination must be signed by the nominating Member and the nominee.

· Nominations will open in early February each year.

· Nominations will close at the end of April each year.

Selection Panel

The Selection Panel will consist of the Director Volunteer First Aid Services, Manager Corporate Services and Manager Education and Training as the inaugural, permanent members. Other persons may be co-opted as considered appropriate by the permanent members.

Conditions of the Scholarship

Should the Scholarship recipient leave SJANT prior to completing the terms of the Scholarship they will be required to repay Scholarship monies awarded at the following rate/s:

a. Leave within 12 months from the date the Scholarship is awarded: Repayment amount – 75% of funds provided.

b. Leave between 12 and 24 months from the date the Scholarship is awarded: Repayment amount – 50% of funds provided.

c. Leave after 24 months from the date the Scholarship is awarded: Repayment amount – 0%.

Announcement of Winner and Presentation

The winner will be announced at the annual Investiture Ceremony at Government House, Darwin. This ceremony is usually held at the end of May or early June.
