MINUTES OF GEDNEY PARISH COUNCIL MEETING HELD AT GEDNEY VICTORY HALL ON TUESDAY 10thDECEMBER 2013.
Presiding over the meeting, Cllr Hutchison
In Attendance:
Cllr Hallam, Cllr I Field, Cllr W Webb, Cllr Chapman, Cllr Wilkinson, , Cllr Tinkler, WPCSO F Bennett, one member of the public and Mrs J Ripley Parish Clerk.

There followed a short public forum where the following were discussed:
- Public feeling towards the Wind Turbine planning application at
- Report of two street lights not working (numbers of lights to be reported to clerk)
- Update on Cemetery lay out

Cllr Caingave her apologies and council RESOLVED to accept them.

Notes from the last meeting held on 12th November 2013 were taken as read & council RESOLVED to accept them as minutes.
4)167.13 Police Matters
The Bus parked on the pavement in Gedney Dyke is being dealt with and will be removed.
WPCSO Bennett was asked if the police had placed any black boxes by roads in the parish as two had appeared in last month, she had no knowledge of these.
Cllr Webb reported the theft and vandalism to two holly trees in his front garden, WPCSO Bennett said this needed to be reported to the 101 phone number as if the police are unaware they are unable to help.

7)170.13 Clerks Report
All correspondence from the November meeting has been dealt with.
Pelican Trust has been contacted about the leaks in the GDE notice Board, they are hoping to visit and rectify on 12th December.
The parked cars in Gedney Dyke have been reported to the police, who will monitor the situation. Three grit bags have been ordered for severe weather conditions and a Grit bin requested for the Pensioners bungalows in Gedney Dyke.

10)173.13 To discuss Play/Open areas
- Update on Play project at Walker Memorial Park
Cllr Hallam reported to council following her consultation with the older children of GDE.
She spoke to 8 children, all wanted somewhere to sit out of the wind and rain, they also suggested outdoor gym equipment for all ages to use and keep fit.
They all voiced a need and willingness to be involved in the project.
Following a discussion it was proposed that the council would supply a shelter with help assistance in funding from or district and county councillors if needed. A delegation from the children be invited to the February meeting to discuss their project ideas, fund raising ideas and be given advise from council on the project. The clerk to get three quotations. This was seconded and RESOLVED.
- To Resolve on Play Area Inspection
Two quotes were discussed for annual Play area report, following the liquidation of Digley Associates. Council RESOLVED on FLP at £40 = VAT for 2014 provided they can provide a timed appointment to enable a councillor to be present.

A monument application for Mr R J Roll was put before council, proposed, seconded and RESOLVED to be accepted.

Object - There is a the situation of Cumulative impact on district due to inter-visibility between existing sites of wind farms in the area to be considered.

The footpath sign in Gedney Dyke has be put back up.

Al roads in the area are hazardous with mud, police are aware and dealing.
14)177.13 To discuss Voluntary car scheme
Cllr Hutchison attended their recent meeting and can now report that figures for Gedneyusage of the scheme are looking good. The service is available to all members of the parish should they wish to use it and it is giving good value for money.
More publicity for it is needed and planned for 2014.
15)178.13 To Resolve on amendments to Budget and Precept for 2014/15
Deferred to January should it be necessary.
