1.Confirmation of Minutes

Confirmation of Minutes of the September Monthly Meeting of Navan Town Council held on 3rd September, 2013 at 7pm in the Town Council Chamber, Town Hall, Watergate St., Navan, Co Meath.

The Minutes of the SeptemberMonthly Meeting of Navan Town Council held on the 3rd September, 2013 at 7pm in the Town Council Chamber, Town Hall, Watergate St., Navan, Co Meath were adopted on the proposal of Cllr. J. Reilly, seconded by Cllr. C. NiShluain.

  1. Correspondence and Reports

Navan Youth Club

The Members received and noted correspondence from Navan Youth Club seeking funding from Navan Town Council. On the proposal of Cllr. J. Reilly seconded by Cllr. F. Deane it was agreed to grant the Youth Club €250.

Office of the Minister of the Environment, Community & Local Government

The Members received and noted correspondence from the Office of the Minister of the Environment, Community & Local Government acknowledging receipt of the correspondence with respect to the free allocation of water to be given to households prior to a levy being charged.

Navan Theatre Group

The Members received and noted correspondence from Navan Theatre Group thanking them for the generous contribution made to the group at the September meeting.

Aisling Group International

The Members received and noted correspondence from Aisling Group International with respect to their upcoming ‘Bull Run’. The Members also agreed to make a donation towards the group and their efforts. On the proposal of Cllr. F. Deane seconded by Cllr. A. McCabe it was agreed to grant the Aisling Group €250.

Herbert Place Residents Association

The Members received and noted correspondence from Herbert Place Residents Association seeking funding from Navan Town Council. On the proposal of Cllr. F. Deane seconded by Cllr.S. Cassells it was agreed to grant Herbert Place Residents Association €250.

Johnstown Boxing Club

The Members received and noted correspondence from Johnstown Boxing Club seeking funding to cover the cost associated with sending David Stokes to represent Ireland in a boxing tournament in Canada. On the proposal of Cllr J Reilly seconded by Cllr. A. McCabe it was agreed to grant the Boxing Club €250 towards the costs. The Members requested that the Executive write to Navan Boxing Club and applaud them for the great works being done by the club.

3.In accordance with Part VIII of the Planning and Development Regulations 2001 (as amended), to receive a report in respect of the carrying out of the following development, namely;

St. Brigid’s Villas OPD Regeneration Scheme,

and if thought fit to resolve to approve same.

The Members received the Planner’s Report in accordance with Part VIII of the Planning and Development Regulations 2001 (as amended) in respect of the St. Brigid’s Villas OPD Regeneration Scheme.

On the proposal of Cllr. J. Reilly, seconded by Cllr. J. Holloway it was resolved by the Members to approve the recommendations set out in the Planner’s report.

4.To receive a report on the proposed amendment to the Record of Protected Structures, Navan Town Plan 2009-2015, and if thought fit to amend the description of RPS ID No. NT025-138, Saint Mary’s Convent of Mercy, Convent Road, Navan, to read as follows; ‘Detached three-bay two-storey house c.1790 with round heated stone doorcase and curved bow at rear. Two-bay two-storey side extension c.1820. Gateway entrance with octagonal stone piers c.1840. Later additions and outbuildings within the cartilage are not included.’

The Members received a report from the Conservation Officer on the proposed amendment to the Record of Protected Structures, Navan Town Plan 2009-2015.

On the proposal of Cllr. S. Cassells, seconded by Cllr. J. Holloway, the Members saw fit to amend the description of RPD ID No. NT025-138, Saint Mary’s Convent of Mercy, Convent Road, Navan, to read, ‘Detached three-bay, two-storey house c.1790 with round heated stone doorcase and curved bow at rear. Two-bay, two-storey, side extension c.1820. gateway entrance with octagonal stone piers c.1840. Later additions and outbuildings within the cartilage are not included.’

5.To consider the making of a declaration in accordance with Section 11 Roads Act 1993 and the Planning & Development Act 2000-2010 that the roads and services within the following estates be taken in charge of Navan Town Council:

Chestnut Square, Johnstown, Navan.

 Chestnut Court, Johnstown, Navan.

Chestnut Hall, Johnstown, Navan.

On the proposal of Cllr. J. Holloway, seconded by Cllr. A. McCabe, it was resolved by Navan Town Council in accordance with Section 11 of the Roads Act 1993 and Section 180 of the Planning & Development Act 2000 as amended to declare the roads within Chestnut Square, Johnstown, Chestnut Court, Johnstown and Chestnut Hall, Johnstown, to be public roads and furthermore that the said estates are taken in the charge of Navan Town Council.

6.To receive an update on ongoing projects.

The Members received an update on the ongoing projects and thanked Navan Town Council and staff for their progress.

Cllr. S. Cassells requested a full update from the Planning Department for the next meeting on that exact status of the taking-in-charge of Oakleigh Estate.

7.Notice of Question

7.1Notice of Question – Cllr. Francis Deane

‘Could Navan Town Council consider the allocation of a specific area in the town/town park to be used solely for skateboarding which is a popular pastime for the young?’

Response

Provision for a skateboard park has been made for Phase 2 of Blackwater Park. When funding comes available for Phase 2, the skateboard park will be provided.

8.Notice of Motion

8.1Notice of Motion – Cllr. Francis Deane

“That Navan Town Council applies to the NTA for funding to cover a set down area and footpath on L5050 at the point of pedestrian entry of the Johnstown Education Campus from the Johnstown Wood link road.”

This Notice of Motion was proposed by Cllr. F. Deane and seconded by Cllr. S. Cassells.

The Town Manager advised the Members that the Executive would make contact with the NTA however he did not believe we would receive a positive response to same as the NTA were looking at traffic flow and tramsport solutions in Navan as a whole.

8.2Notice of Motion – Cllr. Francis Deane

“That Navan Town Council, along with the Navan JPC, supports the promotion of the proposed community text alert programme for the south side of the town.”

This Notice of Motion was proposed by Cllr. F. Deane and seconded by Cllr. A. McCabe.

Cllr. F. Deane advised the Members that it was proposed to hold a publc meeting with the Garda Superintendant in Johnstown.

8.3Notice of Motion – Cllr. Padraig Fitzsimons

“I call on Navan Town Council to discuss the taking in charge of Blackwater Abbey”

This Notice of Motion was proposed by Cllr. P. Fitzsimons and seconded by Cllr. F. Deane.

Cllr. P. Fitzsimons informed the Council that the residents had formed a committee to activate a plebiscite.

8.4Notice of Motion – Cllr. Padraig Fitzsimons

“I propose the motion to improve safety for pedestrians on the Old Athboy Rd.”

This Notice of Motion was proposed by Cllr. P. Fitzsimons and seconded by Cllr. J. Holloway.

Cllr. P. Fitzsimons asked if it would be possible for the Council to write to landowners and request them to cut back the hedges which would therefore increase the width of the road.

8.5Notice of Motion – Cllr. Anton McCabe

“I call on Navan Town Council to engage with Meath County Council to actively pursue premises in Navan Town to cater for the increasing amount of single people, {mainly males} presenting themselves as homeless to the Settlement Officer in County Hall.”

This Notice of Motion was proposed by Cllr. A. McCabe and seconded by Cllr. J. Reilly.

Cllr. C. NiShluain advised the Council that it was with regret that she had to tender her resignation as Councillor for Navan Town Council. She said it was a difficult decision to make however as a results of studies and work she found it hard to give the necessary attention to her duties as a public representative. Cllr. C. NiShluain, thanked the Members and Executive for all their help and assistance in the past two and a half years and in particulare during her time as Mayor of Navan.

The Members and Executive paid tribute to Cllr. NiShluain and in highlighted in particular her achievement of being Ireland’s youngest Mayor and Mayor of Navan when it received the award of Town Council of the year from Chambers Ireland. The Town Manager also praised Cllr. Ni. Shluain for her work done in recognising various groups within the community. Everyone wished Cllr. NiShluain well in her future career and her studies.

Cllr. J. Holloway spoke of an open space at the entrance to Clusker Park, Blackcastle and Belcourt Estate and asked if the Council could clean it up. The Councillor was advised that this was a private site not in the charge of Navan Town Council.

Cllr. S. Cassells requested that the water feature be turned on the Becoming Sculpture on Kennedy Place.

Cllr. S. Cassells paid tribute to all the staff involved in the recent Brocastella visit and praised the welcome that the Navan delegation received from the people of Brocastella.

Cllr. S. Cassells asked if anything could be done at the ‘Round O’ Roundabout as arctic trucks were mouting the tactile pavement and damaging it.
