Sulzbacher Update Meeting Minutes

April 5, 2017

6:00 p.m.

Purpose: To update the community concerning the Sulzbacher Women’s Center Project

Location: Joseph Lee Community Center 5120 Perry Street

Attendees Present: Councilmember Reggie Gaffney, Executive Council Assistant Dr. Sirretta Williams, Chief of PlanningBill Killingsworth and Folks Huxford.

Meeting Convened: 6:00pm

Dr. Sirretta Williams called the meeting to order informing the constituents of the purpose of the meeting, Followed by the introduction of Councilmember Reggie Gaffney.

Councilmember Reggie Gaffney apologized for having the meeting on such short notice, he expressed he reached out as soon as he received information concerning the ground breaking ceremony to be held on April 13, 2017. Councilmember Reggie Gaffney wanted to address the rumors of him not caring about the community in reference to the Sulzbacher Project. Councilmember Reggie Gaffney assured the constituents of his concern and passed out packets of his correspondence with the Sulzbacher Center. He continued to present all departments he has reached out to for assistance such as planning, legal and administration to make them aware of how the constituents were not willing to embrace this project due to the saturation of low income, Section Eight Housing and others who are faced with hardship.

Councilmember Reggie Gaffney felt it would first be beneficial for Bill Killingsworth to enlighten them on what zoning is and how it is implemented in the City of Jacksonville. Mr. Killingworth was introduced and proceeded to give the history of the 44th and Pearl Street address. This property was has been zoned Commercial Residential Office “CRO” for many years.

CM Reggie Gaffney conveyed Sulzbacher Women’s Center had not filed for any exceptions nor were they to appear before City Council for approval. The Sulzbacher Center was in compliance with the present zoning. Councilmember Gaffney explained he had done all that he could without violating the rights of others and that they must understand if you purchase property with the understanding that you can build your home and someone decides they did not want a house there would violate your rights.

There being no further business, CM Gaffney adjourned the meeting at 6:41pm
