Members Reappointed to the Office of the Scottish Charity Regulator Board
The Cabinet Secretary for Communities, Social Security and Equalitiestoday announced the reappointment of Stuart Cross, Patricia Armstrong and Shona Ulrichsen as Members of the Office of the Scottish Charity Regulator Board.
MEMBER
Stuart Crossis a Professor of Law and Head of Discipline at The University of Dundee. He has been active in charity law for over 30 years, both as a practising solicitor and as an academic. He has also been a trustee of many charities during that period and is the co-author of the two leading texts on charity law in Scotland.
Patricia Armstrongis Chief Executive of ACOSVO, The Association of Chief Officers of Scottish Voluntary Organisations. Patricia had a previous career in Banking and Finance and has worked in the third sector for almost thirty years. She has leadership and governance experience from a range of local and national third sector organisations. Patricia chair’s Scotland’s third sector governance forum and is passionate about excellence and diversity in third sector leadership and governance. She has an MBA from Heriot Watt University.
Shona Ulrichsenhas over 25 years’ experience in the private, public and voluntary sectors. She has led grassroots voluntary organisations that support young people; developing and evaluating programmes to support community regeneration and enhance the lives of the more vulnerable members of our communities.
REAPPOINTMENT
This reappointment will be for four years and will run from 1 April 2018 to 31 March 2022.
This reappointment is regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
REMUNERATION
This reappointment is part-time and attracts a remuneration of £200 per day for a time commitment of 1.5 days per month.
OTHER MINISTERIAL APPOINTMENTS
Stuart Cross, Patricia Armstrong and Shona Ulrichsen do not hold any other public appointments.
POLITICAL ACTIVITY
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.
Stuart Cross, Patricia Armstrong and Shona Ulrichsenhave had no political activity in the last fiveyears.
BACKGROUND
The Scottish Charity Regulator (OSCR) is a Non-Ministerial Department and part of the Scottish Administration following commencement of the Charities and Trustee Investment (Scotland) Act 2005.
They are the independent regulator and registrar for over 24,000 Scottish charities including community groups, religious charities, schools, universities, grant-giving charities and major care providers. Their work asRegulator ultimately supports public confidence in charities and their work.
