Richard Masters delivers a wide range of innovative international technical exchange, capacity building and consultancy projects in many different countries with economies in transition and emerging democracies. Richard also manages a range of peer reviews for the Local Government Improvement Programme and peer challenges in preparation for Comprehensive Performance Assessment.

Richard has worked at the national level for the past 17 years and his work includes:
- Conducting strategic reviews and business planning for national institutes and organisations (e.g. South African Local Government Association, Congress of Municipalities of the Russian Federation, Hungarian National Local Government Training Organisation, Albanian Institute of Public Administration)
- Institutional capacity building for national associations of local government and non-government organisations (e.g. Slovak Republic, Czech Republic, Hungary, Kyrgyz Republic, Russian Federation)
- Organisation design, development and team building for non-government organisations (e.g. Hungary, Russian Federation, Czech Republic)
- National policy and strategy formulation for civil service and local government development (e.g. Ukraine, Council of Europe, Kyrgyz Republic, Albania)
- Service design, delivery and improvement projects (e.g. environmental management in the Slovak Republic, crisis management in the Russian Federation)
- Design and management of study tours to the UK to showcase the local government modernising process and vocational education and training (e.g. for the British Council, the Republic of Korea, China, Norway, Denmark, India, Caribbean, Africa)
- International best practice exchange (e.g. Slovak Republic, Sweden, Greece, Israel)
- Developing strategic partnerships between the government and voluntary sectors (e.g. Ukraine, Russian Federation, Hungary)
- Designing and delivering development programmes for elected representatives in central and local government, officials and trainers (e.g. Hungary, Poland, Czech Republic, Russian Federation, Peoples Republic of China)
- Designing and developing educational and resource materials for local authorities on EU accession for the Czech Republic and Hungary and performance and quality management in the Kyrgyz Republic.
- Managing a range of peer reviews of local authorities as part of the Local Government Improvement Programme (e.g. Mid Beds, South Oxfordshire, West Dorset, High Peak, Epping Forest, Isle of Wight)
- Managing a range of peer challenges of local authorities in preparation for their Comprehensive Performance Assessment (e.g. Eden, Gosport)
While being based in the IDeA office in London, Richard has worked extensively abroad over the past eight years. Prior to this at the Local Government Management Board he managed the development and implementation of national occupational standards of performance and National Vocational Qualifications for many local government occupations. Before that at the Local Government Training Board, Richard was involved in strategic marketing, service design and delivery and customer care for recreation, leisure, tourism and the arts and tackling racism in local authorities and their service areas. Before moving to local government, Richard worked for several years for a national voluntary organisation on national training strategy design, delivery and improvements. Prior to that he taught English for a short time after leaving university.
