OATH OF OFFICE – Newly appointed Council Members Joshua Dallin took the Oath of Office which was administered by Town Clerk, Sue Ann Holmgren.
MINUTES – Council Member Andersen motioned the minutes of June 1, 2016 be approved, second by Council Member Holmgren, all voted in favor.
DATE OF NEXT MEETING – The next meeting is scheduled for August 3, 2106.
BILLS – Department heads reviewed and initialed bills to be paid or which have been paid. The bills were read aloud. Council Member Holmgren motioned the bills be approved with Council Member Julander seconding the motion. All voted in approval.
DET BLANCHARD REPORT – Detective Blanchard did not attend the council meeting.
TODD GRANDSTAFF'S BUILDING PERMIT – Todd Grandstaff did not attend the council meeting. Mr. Grandstaff needs to sign over his irrigation water to the Town in order to get a building permit to build his house. He does not want to sign over his water to the Town.
ADOPT CERTIFIED TAX RATE - Council Member Dallin motioned the certified tax rate of .001064 with revenues of $32,634 be adopted for the year 2016. Council Member Holmgren seconded the motion. Council Members voting in favor were: Holmgren, Blake, Dallin, Andersen and Julander. None were opposed.
REVIEW GENERAL/AUTO LIABILITY FOR ULGT – Mayor Anderson and Council Members reviewed the General/Auto Liability Itemized List. We need to add 8 picnic tables to the 8' picnic tables. We need to remove the old picnic tables. Change the 250 ft four rail fence from the city park to cemetery.
UPDATE ON SESQUICENTENNIAL CELEBRATION/JULY 24TH CELEBRATION – Julie Barnes read thru the Schedule for the Celebration. Hypnotist is going great. Mayor Anderson asked about advertising. Julie stated she has posted on social media. She will also be making posters to hang up around town. Volleyball tournament is going good. Town Clerk Holmgren stated that the schedule states there are games on Wednesday. Nothing can be at the Park on Wednesday because Western Ag Credit has rented the Park. Julie said she will talk to Shanna and reschedule. Racquetball is going great. Mayor Anderson will talk to Tim and get a bracket set up. Judy Barnes said she will be the food handler permit person for the barbeque dinner. They have been rehearsing for the Melodrama. Seems to be going good. They are going to use a semi trailer bed for the stage. The Youth Council will be selling concessions at the Park for the Melodrama and the Movie in the Park. Council Member Julander has got 4 different movies approved for licensing. He just needs to pick one. Julie Barnes would like him to rent Zootopia. The company she contacted could get it for $375. The four movies Council Member Julander got approved would cost $275 for the one movie. He would like Princess Bride, but cannot get it because it is Fox. The movies he is thinking about are Holes, Iron Will, Willow, Harry and the Henderson's and Mighty Ducks. Stephanie Eggli will be in charge of the 5k. They will be ordering athletic shirts with the same logo. Council Member Holmgren will be ringing the bell. Mayor Anderson is in charge of breakfast. He would like to have ham this year instead of bacon. Adam Nelson is over the Parade. Julie had certificates made for the prizes. Mayor Anderson will be taking care of the flag ceremony. Gavin Holmgren will play taps. The Dallin's will be over the races. Julie bought new gunny sacks for the races. Council Member Holmgren will be running the hamburger stand. Julie asked if he needed an extra fan. He said yes. He stated he has arranged for a full beef, but wondered if we will want to order more. Julie said to order another half beef. Town Clerk Holmgren asked Julie if she had everything ordered to run the stand. She said yes. Deputy Clerk/Treasurer Andreasen is over the Registration Table. Julie asked if we still had wrist bands from last year. We have some, but will probably need more. We need a release form for the Rodeo, Bounce Houses, Fish Scramble, etc. Deputy Clerk/Treasurer Andreasen asked if they could all be on one form. People can preregister at the Little Store for the rodeo at the park, then when they come to the park they can sign the waiver and pick up their ticket at the registration table. Deputy Clerk/Treasurer Andreasen asked if Council Member Dallin would have his people at the registration table to take care of this or does she need to find more help. He said he could help if she could not find enough help. Mayor Anderson volunteered his wife to help. Council Member Dallin asked if they had snow cone and cotton candy supplies ordered. They said they could pick up supplies when they pick up the machine. Mayor Anderson will pick up the ice cream machines, but has not ordered the ice cream. Council Member Dallin asked if it will be here Friday to sell in the concession stands. Mayor Anderson stated more than likely he will pick it up Friday afternoon. Julie will find out if she can get the ice cream at Farr's. Julie will ask about ordering ice cream disks. Doug Christensen is over the Antique Tractor/Car Show. Julie has had a few people want to put wagons in and she said to do it. Baby Show Julie guesses is doing ok. Mayor Anderson said to make sure it starts and ends on time. Julie is having a problem getting someone to be over the children's games. Still working this out. Derek and Heather Checketts are over the Bounce Houses. Chrissy Puntasecca will be over the Photo Booth. She will take your picture or you can take your own. The DUP will have the Log Cabin open for tours. There will be booths set up. There will be face painting. The Art and Quilt Show Display sound like it will be fantastic. They will also have an area to display Heritage Art. Mayor Anderson and Bette Dallin will do the program. Council Member Blake will be over the Horse Shoe Tournament. Julie would like it to be roped off to keep people from walking thru. Sage Junction will be the entertainment. Council Member Julander is over the Saw Dust Scramble. Lewis Cabinets will be donating the sawdust. Council Member Anderson is over the Pie Eating Contest. Julie Barnes is over the Rubber Duck/Fish Scramble. Council Member Julander will put the pond together. Council Member Dallin is over the Rodeo. Mayor Anderson stated that the fire district can water the arena or we have the big sprinkler and the trash pump. Youth Council would like to construct a potato cannon launcher to launch out candy, shirts, etc. No mini bulls this year. We will have steers. There will be rabbits and chickens. Ryan and MacKenzie Anderson does not want horse trailers parked by the arena. Janie and Megan would like the Queen Royalty to be able to park right by the arena. The Andersons would like everyone to park over in the south east parking lot. This causes a number of problems. The fish truck won't be able to come in, Council Member Dallin does not feel it is safe to take the horses the back way. No trailers in the church parking lot. Council Member Holmgren will ask Kaylyn Misrasi if we can use her field to park horse trailers in. Julie is having a hard time getting someone to be over the Talent Show. She is still working on it. Alan and Jenny Christensen are putting together the Western Boil Dinner. He would like to charge for the Dinner. Julie will need to find out a definite number so he knows how many to cook for. Megan and Curtis Armstrong will be over the dance. Town Clerk Holmgren asked Julie if she has a temporary food permit for all stands selling food. Julie will check into that. Council Member Dallin will have the Youth Council place flags out for Saturday. Should they set them up for Sunday? Mayor Anderson said yes. Can the Youth Council order shirts in a different color using the same logo for the youth. It was agreed they should.
NEW BUSINESS LICENSE ORDINANCE – The new business license ordinance is not ready for passage yet. Gil Miller suggests that someone needs to contact the Leagues of Cities and Towns and find out what the rules are for licensing home occupations. The legislative session before the last one, the legislature passed a bunch of rules relative to licensing home occupations. Gil stated that you cannot charge for a business license for a home occupation. If it has a variable bond it will need to have criteria set. If we are going to charge a flat fee for all then it would be ok. In the preamble where it talk about what the ordinance does one thing that we need to put in there is it is to repeals all previous business license ordinances. This was at the end, but needs to be at the beginning. Some of the definitions are not definitions. Under denial of application, we need to have finding of fact before we can deny it. Signs: The most restrictive one applies. That means it’s the most restrictive on the city. Which means in effect it’s the most liberal one for the applicant who wants to put up the sign.
IRRIGATION ORDINANCE - Council Member Andersen asked how we can enforce the part of the irrigation ordinance which states the irrigation shares must stay with the property. The Marsh's have bought the Goodrich's house. For some reason, when they bought the house the irrigation was not sold with the house. They would like to buy the irrigation shares from the Goodrich's, but they are very high on their price. The Goodrich's have not paid their irrigation bill to the city or the BR Canal Company. Mayor Anderson stated the last time he spoke with Stacie Goodrich she asked what the Marsh's are willing to pay for the shares. The Mayor had not been able to talk with the Marsh's yet. Mayor Anderson states that the Marsh's can irrigate from the lease pool. Mayor Anderson says he does not know how to regulate this. We didn't own the property or the shares. The last 2 years the bank has paid the irrigation maintenance. Can the Marsh's pay for the Goodrich's water maintenance? Yes, they can lease water. Council Member Blake believes there is something written that states if they do not pay for their water shares it will be placed in the lease pool and used by somebody else. In section V it states "Annual assessments will be due on the 15th of April each year. The city reserves the right to rent out water of those users/shareholders who do not keep their account current." Council Member Dallin asked at what point are they delinquent enough that they no longer have the rights to it? When can you foreclose on the shares. Deputy Clerk/Treasurer stated that the Canal Company is the only one that can answer that question. The Marsh's can pay for and use this water from the lease pool. The Marsh's can pay the Canal Co. share to BRC and we will pay the Canal Company for the water. Mayor Anderson stated he would call Goodrich's and let them know, because they did not pay their bill their water has been put in the lease pool. Mayor Anderson suggests sending out a letter telling people that have not paid their water will be placed in the lease pool.
CIVIC CENTER SPRINKLER SYSTEM – There were some problems with the sprinkler system that needed to be fixed. Council Member Andersen talked to Mayor Andersen and decided to fix the trouble spots and expand the sprinkler system to cover all the grass. The budget will need to be amended. Council Member Holmgren motioned to expand the Civic Center sprinkler system up to $2,500. Council Member Julander seconded the motion. All voted in favor.
DOG LICENSING REPORT – Council Member Blake stated he did not get anything done, but give him another month. Council Member Andersen stated that she wants the dog catcher to check on some dogs that she knows have not been licensed. Mayor Andersen suggests having Ryan Andersen go through the list and get them taken care of.
UPDATE ON COMPLAINTS AND ACTION TAKEN – A concerned citizen suggested we should not auction the quilt made by Florence Hansen for the Sesquicentennial Celebration. This citizen would like to see it displayed at the Civic Center. Florence made the quilt knowing that it was intended to be auctioned off. Mayor Anderson and Council Members agreed it should be auctioned.
VACANCIES IN COMMISSIONS, BOARDS, & COMMITTEES – Planning Commission still has a vacancy. Council Member Blake asked if the Library Board has enough members?
DEPARTMENTS –
Sewer – The #2 pump keeps kicking out. Council Member Holmgren stated he will probably have to pull it out again to see what is going on. Sewer discharge pond is working well.
Roads – Council Member Holmgren has received a bid from Stan Hogan to improve the dirt road behind the Park and the road going to Tim Frost's house. The bid is for $5,000.00. Council Member Holmgren motions to approve the bid. Council Member Blake seconds the motion. All voted in favor.
1st East Drain – The side of the road at the Park where Grover's dug up the drain needs to be leveled out. Mayor Anderson suggests contacting Grover's to come back and fix it.
Park and Cemetery – Mayor Anderson asked Stan Hogan to give the Town a bid to roll the Park and Cemetery to smooth out the lawn.
Park – Mayor Anderson is having Casey Porritt check on getting new sand for the ball diamond.
