Martin Township Board Meeting
May 8, 2013
Called to order at 6:30 p.m.
Pledge of Allegiance
Roll Call: Tiemeyer, Leep, Brenner, Sipple and Coburn
Motion by Brenner, supported by Sipple to approve the minutes from the previous meeting with correction as presented. Motion carried unanimously.
Motion by Brenner, supported by Tiemeyer to approve the payment of bills as presented. Motion carried unanimously.
Motion by Brenner, supported by Sipple to approve the Treasurers report as presented. Motion carried unanimously.
Welcome Guests:
Don Black – Allegan County Commissioner: Black presented a synopsis of county business.
Black made a note that the Commissioners are looking at discussing or writing a resolution to legislators to create a bill requiring prescription to purchase Sudafed.
Black stated that the Commissioners moved the resolution to the State of Michigan that Allegan County will increase 911 surcharge to $2.80 beginning July 2013.
Black also stated that the Commissioners approved to install additional safety cameras in the correction center, not to exceed $175,000.
Department Reports:
Ambulance: None.
Cemetery: Coburn explained to the Board that there is a funeral Friday and there is concern with the Funeral Home of getting down 8th street.
Discussion regarding Memorial Day traffic on 8th street took place. G. Leep will contact the Road Commission and discuss these issues with them.
Brenner also noted that the Road Commission should be talked to about the trees and the road to the cemetery.
Fire: Schipper requested approval from the Board for repair work on Engine #4. There is rust behind the cab and the cost will be $2400 from Liquid Haulers. Motion by Brenner, supported by Sipple to approve Liquid Haulers to repair Engine #4 for a cost of $2400. Motion carried unanimously.
Coburn announced that we received the application and the fee from Jason Peterson, however we have not received the $100,000 bond required in the Outdoor Gathering Ordinance. Motion by Brenner, supported by Sipple to accept the application pending the bond requirements are received. Motion carried unanimously. Coburn will email Peterson regarding the bond.
Library: D. Gilson & A. Cameruci informed the Board that the Library is working on the Summer Reading Program. M. Leep stated that the Friends of the Library will be having a bake sale during the Parade on Memorial Day.
Old Business:
IFT Transfer Application Konos Inc. – Resolution to set Hearing – Coburn presented the Board with the IFT that was presented last month. The Attorney responded to the questions that Martin Township’s Assessor had regarding the IFT. The Board discussed with Conni VandeBunte what our Assessor was asking for. VandeBunte suggested talking with Martin Township’s Assessor to clarify the issues.
Memorial Park: G. Leep announced that three new maple trees were planted in the Memorial Park.
Planning Commission: Brenner stated that the next Planning Commission meeting will be held the 1st Tuesday in June.
G. Leep stated that PCI is ready to set the ticket for the house located on 118th Avenue.
Brenner suggested PCI moving forward with the house on 10th & 120th.
Coburn presented a complaint of trash (mattresses & couch) being placed by the dumpster in Little Gem Trailer Park. G. Leep will contact PCI.
Roads: Work Order for Gravel: Coburn presented the work order for gravel that was previously approved by the Board. Supervisor and Clerk signed it.
Work order for Special maintenance on Shoulders: Coburn also presented a work order for construction or special maintenance on public roads. Pick up shoulders on all paved local roads in Martin Township. The Road Commission will supply the grader, broom and traffic control at no cost, Martin Township will pay for the rental on Elevating Scraper. Motion by Brenner, supported by Sipple to approve the work order on local special maintenance as presented. Motion carried unanimously.
G. Leep presented a bid from Allegan County Road Commission for Project LH4704 – on 8th street from 116th Ave to 118th Ave east – 1.27 miles and LH4705 – on 8th street from 118th Ave to 120th Ave - .75 miles. The low bid was received from Rieth-Riley Construction Company for a total of $302475.54. Motion by Brenner, supported by Sipple to accept the low bid of $302475.54 with no more than 5% cost overrun with Reith-Riley Construction Company. Roll Call Vote. All Ayes. Motion carried unanimously.
New Business:
Budget Workshop – Coburn requested to schedule the Budget Workshop for May 22nd, 2013.
Black stated that Gun Plain Township is looking at applying 1 mile of Perma-Zyme to their roads. The Board discussed following up with Gun Plain to see how it works.
Gerald Arsnman Bond / Pit – G. Leep read an email received regarding the gravel pit located on 10th street. Arnsman was requesting setting up an escrow account for the reclamation of the pit on 10th street, instead of paying to have a bond in place. Motion by Brenner, supported by Tiemeyer to allow Arnsman to set up an escrow account for the reclamation of the gravel pit on 10th street. Motion carried unanimously.
Advance Newspaper legal advertising – Coburn presented the contract with Advance Newspapers for legal advertising for Martin Township for June 1, 2013 thru May 31, 2014. The contract was for an open rate cost per unit of $9.60 and a cost to send electronically at $4.80 per column unite per edition. Motion by Sipple, supported by Tiemeyer to approve the contract with Advance Newspaper for legal advertising for June 1, 2013 thru May 31, 2014. Motion carried unanimously.

Treasurer: Tiemeyer received notification from 57th District Court that Steve Herlein was issued a show/cause to get him into court to pay fines.
Trustee (Jim): Brenner informed the Board that he read Gun Plain Township was raising cemetery fees. Coburn will email other Townships to compare fees.
Trustee (Jack): None
Motion by Brenner, supported by Sipple to adjourn at 9:43 p.m. Motion carried unanimously.
