Board Members Present:Bill Schilling, Jane Juntunen, Bobbie Delizio,Nancy Collyard,Bob Sommers, Vern Wilcox (non-voting member). Absent: Rick Tello
PPOA Members Present: 15 property owners were in attendance
Meeting was called to order by Bill Schilling at 9:30AM @ the VFW
Bill thanked Vern for the wonderful job and for implementing all of the improvements on the island.
Minutes:The minutes from the 2016 annual meeting were read by Nancy Collyard. Frank Shelton made a motion to accept the minutes as read. This was seconded by Anne Sommers. The motion passed unanimously.
Financial Report:Vern presented the financial report. A copy of the report from 2014 to 7/31/2017 was available to the members. Income for 2016 was $85,806.34 YTD 2017 is $81,045.75. Expenses for 2016 were $62,458.68 YTD 2017 is $36,497.09. Capital Improvements for 2016 were $14,915.63 YTD 2017 is $16,224.46. The savings account balance in 2016 was $146,781.16, YTD it is $170,413.49. The checking account balance in 2016 was $27,403.71, YTD is $31,883.46. Vern thanked Dawn and Jeff Pittman for their financial contribution of $19,000 a year. Vern sends out complete financial reports to all of the board members monthly. Ann Keller asked why the income was so high in 2014. Vern replied that the Pittmans made a large contribution, they also make a yearly contribution of $19,000. This money has been put in a savings account to use for capital improvements only. The rentals and assessments pay for operating expenses.
Capital Improvements:
Boat House slab removal: This was done last fall. 5 loads of concrete were removed. They were
replaced by 4 loads of sand and 1 load of gravel.
Dock Rebuild: The swim dock on the left got a new cedar top and a new bench and tables.
Caretaker Windows: There are 26 new Anderson composite windows. They still need trim in
The inside.
Wannigan: Jeff Pittman is working on the wanigan roof. He has stopped for the summer so
The wanigan can be used. He will be replacing the roof over the office and putting on a screen
Porch on the back. New windows in the Cedarwood and the Wanigan are being discussed.
Concrete steps to the beach: They will be made safer.
Cedarwood: -New Windows are being discussed.
Cedarwood and Cabin #1- New hot water heaters
Septic Improvements: It has been determined that the septic tank behide the Caretaker is
leaking. We do not know where the Cedarwood tank is. There will be a plumber with a camera
checking this next week.
Camground Improvements: The campground needs a lot of improvements. It needs a new well, new electrical
monuments and new plumbing. The waterlines would all have to be replaced with Pex with blowout valves. Vern would like to completely redo the campground. Security has been a problem in the past. Non PPOA members use the showers and bring their garbage in. Vern suggested an auto check in system. Mary Buttrick said that years ago the PPOA members all had keys. Frank Shelton suggested that if the campground is not sustainable it could be used as a community garden. Dawn Pittman had concerns about vandalism because it has not been mowed and looks abandoned. Vern said he has been checking on it and he will have it mowed next week. Nothing has been settled on the campground.
Policy Report
Audit Recommendations: The audit recommended that there be monthly verification. Vern and the treasurer
are to go through all of the financial transactions and sign off on them monthly. This is being done and
documented.
Parking Permits: These were mailed after your assessments were paid and have eliminated the parking
problems on the island.
Past Due Assessments:We did have some assessments that were behind 30 years. Penalties and interest were
added. We did go to court and got judgements. One property went to auction and others are on payment
plans or have paid up. We will continue with this process.
Firewise
We only had 1 chipping this year because our funding was cut.
The homeowners firewise grant should be funded in 2018. If you have an approved firewise project you
will be reimbursed 50% of the cost, up to $500. There is money for 10 homeowners. Contact Vern to
apply for the grant.
New Owner Packets: There have been approximately 45 new owners in 2 years. Vern has put together packets
to give to the new owners. He delivers them, because it would be too expensive to mail and he can answer
any questions.
Elections: There are 6 voting members on the board. No ones term is up. The covenants call for 6 to 9 directors.
There were no nominations for new directors.
Membership Questions, Concerns and Ideas: Mary Buttrick mentions that you should make sure to apply for a building permit with the county before you build. Vern thought it would be a good idea to have floats to designate the swimming area. Makala Morris wanted to know if it is possible to add a pay washer and dryer to the facility. Vern said we could not do that with the septic systems we have. Vern said the Town of Barnes water ski hours are still in effect. Mary Buttrick thought that we would have a better attendance if we had the meeting on a 3 day week-end. Vern said that when things go well we do not have a good attendance. Mary thought we were paying for the VFW. Vern and Jim are members so there is no charge.
Vern thanked all of the volunteers. Jim Lancour, Bill Schilling, Wade Juntunen, Dawn and Jeff Pittman, his wife Barb and anyone else who has helped out. Lois Kaiser Genthe volunteered to be on a committee for the next picnic.
Bill thanked Vern for his tremendous job .
Bill Schilling mad a motion to adjourn the meeting it was seconded by Makayla Morris and passed unanimously. The meeting was adjourned at 10:40.
