Addendum #3, seven pages

THIS IS ADDENDUM NO. 3 TO THE CONTRACT DOCUMENTS, AND IS ENTITLED “CLARIFICATION ITEMS AND RESPONSES TO BIDDER QUESTIONS OR DESIGNER INPUT”:
Please incorporate this into your bid documents and reflect receipt of this addendum on your submitted bid paperwork with a notation at the appropriate portion of the Bid Form.
1. The question has been asked whether there is a specific brand name metal building for this job or if there is a list of pre-approved metal buildings. The response is that the metal building will be by a pre-engineered metal building manufacturer that is a nationally-recognized brand name, and a member of the MBMA.
2. Tailgating on the metal building manufacturer/supplier subject, the next three items are related to one another and to the metal building design:
a. Revise Spec Section 7 at paragraph c to read as follows: An insulation system such as “Simple Saver System” furnished and installed locally by Christian Brothers Roofing of Oscoda or equal may be used if the metal building manufacturer does not meet the through-roof “U” value with his proprietary system. (Previous wording incorrectly referred to the system, as “Super Saver”). The “Simple Saver System” or any “or equal” is to be modeled after the FP sheet by Thermal Design. The FP designation refers to the ability of the installers to work on top of the purlins, with the “FP” standing for fall protection.
b. Related to the above, in the Vehicle Storage bay of the building, in winter trucks and plows will be bringing in significant amounts of snow, ice and water daily. The sloped floor and drain system is designed to accommodate the bulk of the melt water. Since this area will be warm storage, a certain amount of the water could find itself as water vapor that will condense on cold surfaces. The underside of the steel roofing as well as exposed tops of skinned walls or wall girts could present such cold surfaces. Thus, the following wording will be added to the specifications at Section 7c. “The metal building manufacturer/supplier will install insulation that isolates the cold conductive purlin, girt and metal roof underside surfaces from the inside conditioned air, reducing the exposed conductive purlin, girt and roof underside surface areas from about 50% of the areas to a fraction of 1%. The system chosen shall not only provide the required “U” value, but shall reduce the water vapor transmission rate to less than .02 grains per hour/sq ft”, such as the “Simple Saver System” referenced above.
c. Tailgating on above two subparagraphs, and as opposed to the response given at item 8a of Addendum #2, a standing seam roof may be installed, in lieu of a screw-down roof. The decision must be by the bidder. In order to accommodate the R49 insulation, two possibilities could be: 10” or deeper purlins with a screw-down roof on top, or shallower purlins with a standing seam roof on top. Part of the reasoning for this is that it is thought that a standing seam roof will better accommodate an R49 insulation system should it require thick board type insulation beneath the metal roofing. Associated with this, reference Spec para 5d regarding snow guards. The snow guard intent remains the same as contained in paragraph 5d, albeit whatever application revisions to accommodate a standing seam roof will be included.
3. The deck above the break area is lit only by the overhead lights in the Vehicle Maintenance Bay. There are no outlets there. In the future, this area may be converted to a locker area or other habitable use, at which time additional wiring will be accomplished.
4. The three feeds from the 150KVA transformer need to have properly-sized disconnects included.
5. Electrical subcontractor wanted to know where the CO/NO sensors are specified. They are in the Mechanical
Specs at para 15h. It will be the General Contractor who will decide which of his subcontractors wires them.
6. Fence supplier wanted more specific information for the chainlink fencing. Here it is:
Acceptable manufacturers shall be Anchor Fencing, USS Cyclone Fence Co., or equally recognized national brands. Fence shall be plumb, level and secure, with hardware smoothly operating and lubricated where necessary, the installation per ANSI/ASTM F567 and the mfr’s published instructions. . . a copy of the latter to be provided at the jobsite by the Contractor.
a. Fabric: Shall meet the req’ts for zinc-coated steel fabric of ASTM A 392 (Class 2 coating) or for aluminum-coated steel fabric of ASTM A 491. Zinc-coated fabric shall be galvanized after weaving. The height of the fabric shall be approximately seven feet, as shown on the plan. Mesh size shall be 2 inches. For fence heights over 60 inches, 6 gage wire shall be used. Fabric shall be furnished with top and bottom selvages knuckled. Leave approximately 1/2” or less between finish grade and bottom selvage, unless otherwise indicated.
b. Posts for fence gate: The fence posts (line posts and end, corner, and intermediate posts) and gate posts shall be metallic-coated steel and shall meet the requirements for the shape, size and nominal weight of the following table, as applicable. The average weight per lineal foot of post shall not be less than 95% of the nominal weight; the nominal weight includes the weight of metallic coating. All posts shall be at least 2 foot 8 inches longer than the height of the fence fabric. Steel posts shall be either zinc-coated or aluminum coated inside and outside in accordance with one of the following methods:
(1) Zinc coating: On pipe sections, a minimum average of 1.8 oz per square foot of surface; on posts other than a pipe section, a minimum average of 2.0 oz per square foot of surface . . . tested in accordance with ASTM A 90.
(2) Aluminum coating: Type 2 (commercially pure) shall be a minimum average of 0.75 oz per square foot of surface.
c. Gates: The gate frame shall be constructed of metallic-coated steel pipe meeting the requirement for size and weight specified in the following table, the average weight being not less than 95% of the specified weight. The gate shall be furnished complete with approved hinges, latch, keeper and stop. The gate frame shall be filled with fabric meeting the same requirements as specified for the fence fabric.
d. Fence fittings and hardware: All posts caps, rail or brace ends, tie wires & clips (hog rings), tension bands and similar hardware as required, shall meet requirements of ASTM F 626 with the following exceptions and additions: Hog rings for attaching fabric to the tension bands shall have ends of the wire beveled to permit crimping. All fittings shall be malleable iron or pressed steel. Wire ties & clips may be aluminum-coated, with a minimum coating weight of 0.30 oz/sf of surface. Install nuts for tension bands and hardware bolts on side of fence opposite the fabric side. Line posts bands for fastening fabric to posts up to 2.375 inches OD may be 0.062 inches by 0.375 inches flat aluminum alloy bands with provision for self locking the ends. Stretcher bars shall be one piece lengths equal to full height of fabric, with minimum cross-section of 1/8” x 1/2”. Provide one stretcher bar for each gate and end post, and 2 for each corner and pull post except where fabric is integrally woven into post. Stretcher bar bands to secure stretcher bars to end, corner, pull and gate posts shall be spaced not over 15” on center with the stretcher bar threaded thru or clamped to fabric at 4” on center. Post tops shall be weather tight closure caps, one cap for each post. Furnish caps with opening to permit the passage of top rail, as applicable.

Top Rails (all fence sections):
1 5/8” OD pipe, mfr’s longest lengths, with expansion type couplings approximately 6” long for each joint. Provide means for attaching top rail securely to each gate, corner, pull, and end post.
f. Concrete: Post foundations shall be ASTM C94 PCC, 3000 psi at 28 days, 3 inch slump, foundations sized as 18” diameter x 36“ deep or as recommended by the fence mfr.
7. Supplementary Conditions TO EJCDC C-700, Standard General Conditions of the Contract for Construction (2007 version) are attached, four pages.
The bid receipt date remains the same at 2 PM, February 26, 2015. Having said that, if there are additional questions that are posed by bidders after today’s date of February 16th, and if they are substantial in nature, the bid opening date may have to be extended to allow all bidders to digest the responses. If additional questions are minor in nature, they will not be answered nor will they be placed in an addendum, with the bidders asked to use their best judgement. Once award is made, some items may be addressed/altered by negotiated change order.
Supplementary Conditions
These Supplementary Conditions amend or supplement the Standard General Conditions of the Construction Contract, EJCDC C-700 (2007 Edition). All provisions which are not so amended or supplemented remain in full force and effect.
The terms used in these Supplementary Conditions have the meanings stated in the General Conditions. Additional terms used in these Supplementary Conditions have the meanings stated below, which are applicable to both the singular and plural thereof.
The address system used in these Supplementary Conditions is the same as the address system used in the General Conditions, with the prefix "SC" added thereto.
SC-2.02Copies of Documents
SC-2.02Delete Paragraph 2.02.A in its entirety and insert the following in its place:
A.Owner shall furnish to Contractor up to four printed or hard copies of the Drawings and Specs and one set in electronic format if desired. Additional copies will be furnished upon request at the cost of reproduction.
SC5.04 Contractor’s Liability Insurance
SC5.04Add the following new paragraph immediately after Paragraph 5.04.B:
C.The limits of liability for the insurance required by Paragraph 5.04 of the General Conditions shall provide coverage for not less than the following amounts or greater where required by Laws and Regulations:

- Contractor shall carry professional liability insurance that covers, among other circumstances, contamination caused by or worsened by the Contractor.

- The Owner and the Contractor must provide copies of required policies and endorsements upon the other’s or any additional insured’s requests.
- Insurance companies must have AM Best rating of A-VII or better.
SC5.06 Property Insurance
SC5.06.A.Delete Paragraph 5.06.A in its entirety and insert the following in its place:
A. Contractor shall purchase and maintain property insurance upon the Work at the Site in the amount of the full replacement cost thereof. Contractor shall be responsible for any deductible or self-insured retention. This insurance shall:
1.include the interests of Owner, Contractor, Subcontractors, Engineer, and the officers, directors, partners, employees, agents and other consultants and subcontractors of any of them, each of whom is deemed to have an insurable interest and shall be listed as an insured or loss payee;
- be written on a Builder’s Risk “all-risk” policy form that shall at least include insurance for physical loss and damage to the Work, temporary buildings, falsework, and materials and equipment in transit and shall insure against at least the following perils or causes of loss: fire, lightning, extended coverage, theft, vandalism and malicious mischief, earthquake, collapse, debris removal, demolition occasioned by enforcement of Laws and Regulations, water damage (other than that caused by flood), and such other perils or causes of loss as may be specifically required by these Supplementary Conditions.
- include expenses incurred in the repair or replacement of any insured property (including but not limited to fees and charges of engineers and architects);
- cover materials and equipment stored at the Site or at another location that was agreed to in writing by Owner prior to being incorporated in the Work, provided that such materials and equipment have been included in an Application for Payment recommended by Engineer;
- allow for partial utilization of the Work by Owner;
- be maintained in effect until final payment is made unless otherwise agreed to in writing by Owner, Contractor, and Engineer with 30 days written notice to each other loss payee to whom a certificate of insurance has been issued; and
- comply with the requirements of Paragraph 5.06.C of the General Conditions.
SC-6.02Add new paragraphs immediately after Paragraph 6.02B:
C. Work will not be allowed before 7:00 AM or after 7:00 PM unless otherwise approved in writing. Verify with owner.
D. Work may be allowed on Saturdays. Verify with Owner.
SC6.10 Taxes
The Owner qualifies for a state or local sales or use tax exemption in the purchase of certain materials and equipment, thus add the following:

B.Owner is exempt from payment of sales and compensating use taxes of the State of Michigan and of cities and counties thereof on all materials to be incorporated into the Work.
- Owner will furnish the required certificates of tax exemption to Contractor for use in the purchase of supplies and materials to be incorporated into the Work.
- Owner’s exemption does not apply to construction tools, machinery, equipment, or other property purchased by or leased by Contractor, or to supplies or materials not incorporated into the Work.
SC6.17 Shop Drawings and Samples
Reviews of multiple resubmissions of Shop Drawings and other submittals may increase Project costs. To mitigate this, the following language may be used:

F.Contractor shall furnish required submittals with sufficient information and accuracy in order to obtain required approval of an item with no more than three submittals. Engineer will record Engineer’s time for reviewing subsequent submittals of Shop Drawings, samples, or other items requiring approval and Contractor shall reimburse Owner for Engineer’s charges for such time.
G.In the event that Contractor requests a change of a previously approved item, Contractor shall reimburse Owner for Engineer’s charges for its review time unless the need for such change is beyond the control of Contractor.
