MCD invites tenders for the allotment of

Banquet Hall-cum-Restaurant

on Licence Fee Basis

Sealed tenders are invited in two bid system (Envelope-1 containing technical bid/documents, Envelope-2 containing financial bid) on prescribed form for allotment of Banquet Hall-cum-Restaurant on Licence Fee basis for a period of 5 years on ‘as is, where is’ basis. The Banquet Hall-cum-Restaurant is situated on main Jawahar Lal Nehru Marg on one side and Asaf Ali Road on the other side adjoining the multi-level premium parking site of MCD. The Banquet Hall—cum-Restaurant known as ‘Shehnai’ is situated opposite LNJP & GB Pant Hospitals and is an ideal place for holding marriages/functions/parties. There is approx. 993sq.m. covered area and approx. 2037 sq.m. open area.

  1. The allotment will be made for a period of 5 years which is further extendable for another 5 years term at the absolute discretion of Commissioner, MCD and subject to 100% enhancement on the prevailing licence fee. It may be noted that this property shall never be covered under scope of conversion to lease/freehold etc under any circumstances.
  2. The reserved minimum licence fee per month is Rs.10,00,000/- (Rupees ten lakhs only).
  3. The Earnest Money is Rs.30,00,000/- (Rupees thirty lakhs only)
  4. Eligibility Criteria:- Any person/individual or firm or company or an AOP having yearly business turnover of Rs.6 crores and running into profits in the last three years is eligiblefor taking part in the tender. The person, firm, company should have PAN/TAN and registered with Sales Tax, Service Tax Departments, etc..
  5. Other Terms and Conditions: The earnest money can be paid by bank draft/local pay order drawn in favour of Commissioner, Municipal Corporation of Delhi along with tender form and should be enclosed alongwith technical bid form.The tenderer should sign each page of the bid forms along with detailed terms and conditions and since dual tender system is being adopted (technical & financial) it may also be noted that tender form i.e. financial bid shall not be opened in case of those participants /tenderers, whose technical bid is not accepted/ approved. Conditional tenders and tenders without earnest money will not be accepted. The intending tenderers are advised to inspect the site and surrounding areas before filing their tenders. No dispute regarding position area and condition of the site and surrounding areas will be entertained after filing the tenders. However, MCD reserves the right to cancel the tender at any stage either before or after the allotment with or without assigning any reason whatsoever and without payment of any damages, if any, whatsoever. On the sealed envelope the name of the site as well as the name and address of the tenderer should be clearly mentioned. Unsealed tender will be rejected summarily. The tenderershall keep his offer valid for a period of three months from the date of opening of tender.
  6. Licencees/tenderers who have not cleared any past dues of MCD, or who have been blacklisted are not eligible to apply against the tender.

The premises can be inspected from22/3/2011to4/4/2011during normal working hours, by contacting the Assistant Commissioner/City Zone, MCD whose office is situated near to the said site.

The tender forms can be obtained from the office of Addl. Dy. Commissioner (Land & Estate Department), MCD, 7th Floor, Civic Centre, J.L.N.Marg, New Delhi-110002, from 22/3/2011 at 11.00AM to 4/4/2011 upto 2.00 PM,against payment of Rs.5,000/- (Rupees five thousand only)in the form of Demand Draft, in favour of Commissioner,MCD payable at Delhi. The tender form can also be downloaded from MCD’s website i.e. the cost of which will be deposited in Land & Estate Department, MCD, along with the technical bid before dropping the tender in tender box.
