The regular meeting of the Leland Grove City Council was called to order at 7:05 p.m. on December 19, 2006 by Mayor Rex Bangert. A quorum was present. The following members were present or absent as indicated.

A motion was made by Alderman Murphy to approve the minutes of the Regular Meeting of the Leland Grove City Council held on November 28, 2006. Alderman Reed seconded the motion. By roll call vote, the motion carried;

CITY ADMINISTRATOR’S REPORT
Mayor Bangert reported Administrator Stone will be on vacation from December 30, 2006 to January 8, 2007.
ZONING AND BUILDING PERMITS AND LEGAL ACTIONS
Attorney Cullen reported one building permit was granted within the last month.
Attorney Cullen reported one case against the City in regard to the Huntleigh/Greenbriar road closure was dropped. One case was dismissed by the SangamonCountyState’s Attorney and one defendant received a 60 day supervision with no fine.
COMMITTEE REPORTS
Building Purchase – No report.
Insurance/Pension – No report.
Personnel – Officer Jarod Maddox resigned as a full time officer with the City of Leland Grove to take a position with the City of Springfield. His last day with the department will be December 26, 2006.
A motion was made by Alderman Murphy to hire Mark Commean from a part time officer to a full time officer at a salary of $30,000 annually. Officer Commean will begin the full time position effective December 22, 2006. Alderman LaMantia seconded the motion. By roll call vote, the motion carried;

ROAD COMMISSIONER’S REPORT
Alderman Murphy reported the Throop and Son Tree Service has billed the City approximately $7,000 to cover the cost of caring for trees affected by the ice storm.
POLICE COMMISSIONER’S/CHIEF’S REPORT
Chief Gleason and Alderman Smoot were unable to attend the meeting. The monthly statistical report was shared with Council members.
OLD BUSINESS
Clerk Gray disseminated a proposed table of contents for the codification project. She asked Council members to review the proposal and direct comments to her by Monday, January 8, 2007.
A motion was made by Alderman Murphy to approve a resolution scheduling the dates of regular meetings for 2007. Alderman Reed seconded the motion. By roll call vote, the motion carried;

NEW BUSINESS
A resident, Mr. Daughenbaugh, addressed the Council sharing his concern about the tree limbs on his properties. Mayor Bangert assured Mr. Daughenbaugh that limbs by the curb that are eight inches in diameter or smaller would be removed by the City street department.
The City Police Department will address an issue of a camper that has been parked in a homeowner’s driveway. Alderman Murphy is concerned the parked camper is a violation of City ordinance.
Attorney Cullen will send a notice to Jim Walsh, owner of the property on the corner of Cherry and Chatham Roads. The letter will address the fact that the property is not being maintained.
At 7:40 p.m., a motion was made by Alderman Murphy to adjourn the meeting. Alderman LaMantia seconded the motion. By roll call vote, the motion carried;
