BELFAST EDUCATION AND LIBRARY BOARD
The Belfast Education and Library Board under the provisions of the Education and Libraries (Northern Ireland) Orders, is responsible for providing an education and library service, including a youth service, in the Belfast area. The provision of public library services transferred to Libraries NI on 1 April 2009. The area has a population of approximately 268,000. The number of pupils in attendance at school in the board’s area is approximately 57,000.
This is a temporary post available until 31 March 2014 with the possibility of an extension.

POST: Centre Based Youth Worker II

REQUIREMENTS: Applicants must at the closing date:
(i) hold a professional youth work qualification as defined by the JNC Report for Youth and Community Workers;
(ii) have a minimum of 2 years post professional qualification experience; and
(iii) show evidence of experience of managing youth work staff and resources.
Preference may be given to those applicants who at the closing date:
(i) hold an additional relevant qualification; and/or
(ii) show evidence of having post professional experience in a range of youth work settings e.g. street based youth work, centre based work, youth work in schools, youth work within a community or voluntary group, residential or thematic group.
The panel reserves the right to enhance these criteria.
HOURS: 36 per week (To be worked over 10 sessions including Saturday and Sunday if required. A session comprises a morning, afternoon or evening. Not more than 2 sessions should be worked in any one day. Not more than 8 sessions per fortnight will be evening sessions.)
SALARY: £27,673 - £30,219 JNC Professional Range Points 20-23
Posts involving work in educational institutions are subject to the provisions of the Safeguarding Vulnerable Groups (NI) Order 2007. The successful applicant will require an enhanced disclosure check which at present costs £30. Further details regarding the payment of this check will be issued with the contract of employment.
Applicants should preferably have access to a car. A motor mileage allowance will be paid at casual user rate in accordance with the board’s scheme, in respect of authorised journeys undertaken in carrying out the duties of the post.

RESPONSIBLE TO: Designated Youth Officer
RESPONSIBLE FOR: Up to 3 FTE
JOB PURPOSE
The Youth Worker will have responsibility for the management of the Youth Resource Centre and will maximise the use of the centre by young people for agreed purposes, in line with board policies.
The Youth Worker will also have the responsibility for the development of youth work initiatives with young people and other agencies in a designated area.
DUTIES & RESPONSIBILITIES
1 Managing & Developing a Range of Services at Unit Level and Designated Area
1.1 To work directly with young people by assessing their needs and providing an agreed programme of activities designed to meet those needs, in line with the Youth Service Curriculum for Northern Ireland.
1.2 To develop an individual Annual Action Plan and actively contribute to the Area Plan and the overall strategic plan for the Youth Service.
1.3 Ensure the active participation of young people in the youth work programmes within the designated area and in the management of the centre.
1.4 In consultation with the Advisory Committee and/or line manager ensure that objectives are achieved through implementation, monitoring and self evaluation of agreed work programmes.
1.5 Establish contact with, listen to, befriend, advise, support and act as an advocate for young people.
1.6 Encourage and participate in the residential and outdoor education elements of the programme.
1.7 Promote and develop inter-community activities.
1.8 Be responsible to the line manager for all management, administration and financial matters relevant to the Centre and area projects
1.9 To engage in appropriate fund raising related directly to the approved programme.
1.10 To provide support for part-time or voluntary youth groups within the designated area.
1.11 To engage where appropriate in outreach or detached youth work programmes within the designated area.
2 Developing Staff and Facilities at Unit Level and Designated Area.
2.1 Work with staff and volunteers to develop, implement, manage and evaluate programmes of activities, services and facilities in line with the agreed priorities for the centre and as required within the designated area.
2.2 Ensure the induction, motivation, development, training, deployment and discipline of Youth Resource Centre staff and as required within the designated area (paid and voluntary).
3 Working with Agencies to Develop Services within the designated area.
3.1 Work with relevant agencies to develop services within the centre and within the designated area.
4 Leading Project Development and Implementation within the designated area.
4.1 In line with agreed priorities design and implement specific curriculum related projects within the centre and within the designated area.
5 Management Responsibility for Staff at Unit Level and within the designated area.
5.1 Supervise appropriate staff, including the management and allocation of duties within the centre and within the designated area.
