  1. Implementing the Industrial Policy Federal Law

  1. Take into account the report by VasilyOsmakov, Director of the Department for Strategic Development and Project Management under Russia’s Ministry of Industry and Trade, on the Industrial Policy Federal Law implementation progress.
  1. International Partnerships Development Working Group Performance Results aimed at substituting import by localizing production and services

(MaksimZverkov, Oleg Goschansky, Robert Nichols, Denis Manturov)

  1. The International Partnerships Development Working Group (MaksimZverkov), taking into account the Council members’ proposals as well as the proposals made by non-governmental organizations that represent foreign investors in Russia, should prepare and submit to the Department for Strategic Development and Project Management under Russia’s Ministry of Industry and Trade (VasilyOsmakov) proposals to improve the special investment contract instrument as well as other instruments helping to localize production in Russia.

Action: 15 December 2015.

  1. The International Partnerships Development Working Group (MaksimZverkov), taking into account the Council members’ proposals as well as the proposals made by non-governmental organizations that represent foreign investors in Russia, should prepare and submit to the Departmentfor Governmental Regulation of External Economic Activity under Russia’s Ministry of Industry and Trade (Anton Alikhanov) proposals to expand the list of goods that have clearly defined criteria to be referred to as produced in Russia, alsocontaining a list of manufacturing processes that have to be carried out in Russia.

  1. Introducing the National Technology Initiative

  1. The Working Group for developing the Driverless Vehicle Distributed Management NetworkDevelopment Road Map (Sergey Kogogin) together with the members of the Council concerned and the Russian Technological Agency (NikolayKuteev) should submit for approval by the Department of Transport and Specialized Machine Tool Building of Russia’s Ministry of Industry and Trade (VsevolodBabushkin) a draft of the Driverless Vehicle Market Development Road Map, including a list of pilot projects.

Consider involving in the work a maximum possible number of organizations concerned that specialize on producing solutions for the Driverless Vehicle Market.

  1. AleksandrMorozov, Deputy Minister of Industry and Trade of the Russian Federation, should ensure the above mentioned work is well coordinated and define possible measures of state support for the road map activities within Russia’s Ministry of Industry and Trade’s capacity.

Action: 18 September 2015.

  1. The Working Groupfor developing the Unmanned Aerial Vehicle Distributed Systems Development Road Map (Sergey Zhukov) together with the members of the Council concerned and the Russian Technology Agency (NikolayKuteev) should submit for approval by the Department for theAviation Industry (Sergey Emelianov) and the Department for the Radio-Electronics Industry (Sergey Khokhlov) a draft of the Unmanned Aerial Vehicle Distributed Systems Market Development Road Map, including the proposals to develop regulations and technical standards.

While performing the task, it is necessary to take into account the interests of Russian companies that develop, produce and operate unmanned aerial systems.

  1. AndreyBoginsky, Deputy Minister of Industry and Trade of the Russian Federation,should ensure the above mentioned work is well coordinated and define possible measures of state support for the road map activities within Russia’s Ministry of Industry and Trade’s capacity.
  2. AndreyBoginsky, Deputy Minister of Industry and Trade of the Russian Federation, should provide organizational support to the Working Group for developing the Unmanned Aerial Vehicle Distributed Systems Development Road Map (Sergey Zhukov) in establishing business liaisons with major prospective customers in the field of unmanned aerial vehicles for civil purposes.

Action: 1 October 2015.

  1. The Departmentfor Strategic Development and Project Management (VasilyOsmakov) together with the Russian Government Expert Council (Ekaterina Shapochka) and the Russian Technological Agency should consider the applicability of the special investment contract terms to the investors involved in the work of project consortiums.

Action: 30 October 2015.

  1. The Working Group for Coordinating New Industries Development Institutes and Investment Funds (Igor Agamirzian) together with the Russian Technological Agency (NikolayKuteev) should work out and submit for approval by GlebNikitin, First Deputy Minister of Industry and Trade of the Russian Federation, proposals to create sectoral investment funds that would provide for the work of project consortiums.

Action: 30 October 2015.

  1. Applying the Research and Development Approach to Forecast Industrial Business Development Sectors in the Russian Federation

  1. The Working Group on Demand and Promising Markets (Dmitry Pumpyansky) together with theDepartment for Strategic Development and Project Management (VasilyOsmakov), the Russian Technological Agency (NikolayKuteev) and the organizations concerned should work out andsubmit for approval by GlebNikitin, First Deputy Minister of Industry and Trade of the Russian Federation, proposals to apply into practice the results of technology forecasts to the benefit of Russian industrial businesses.

Action: 30 October 2015.

  1. Implementing the Russian Internet of Things Industry Development Road Map

(Kirill Varlamov, Denis Manturov)

  1. The Internet Initiatives Development Fund (Kirill Varlamov) and the organizations concerned are advised to work out and submit for approval by GlebNikitin, First Deputy Minister of Industry and Trade of the Russian Federation, a draft of road map and a list of pilot projects to develop a package of technologies for the Internet of Things, taking into account that it is necessary to involve prospective consumers of the corresponding products and services and key regulators in the above mentioned work.
  2. TheDepartment for Strategic Development and Project Management (VasilyOsmakov), the Department for the Radio-Electronics Industry (Sergey Khokhlov) together with the Russian Technological Agency (NikolayKuteev)should provide the required organizational support.
