JOB TITLE: CODE ENFORCEMENT OFFICER PAY GRADE: 321 HK0/01

CLASSIFICATION: NON-EXEMPT STATUS: FULL-TIME
DIRECT REPORT: GROWTH MANAGEMENT DIRECTOR
GENERAL DESCRIPTION:
Technical work investigating and implementing the Town Code of Ordinances and Land Development Regulations. Work is performed under the general direction and supervision of the Director of Growth Management.
ESSENTIAL JOB FUNCTIONS:
1. Responds to a wide variety of calls and complaints involving municipal violations of law from the public, Building, Public Works other departments, and external government agencies.
2. Utilizes Town vehicle to conduct inspections for violations of the Town Code of Ordinances and Land Development Regulations. Determines through inspection whether individual properties are in compliance with Town codes, identifies any deficiencies and takes appropriate enforcement action. Conducts code inspections of residential, commercial and business properties.
3. Resolves violations through voluntary compliance or, when not possible, prepares a case to be presented to the Town’s Special Magistrate or other enforcement procedures.
4. Conducts research to determine necessary facts, through interview with violators, complainants, property owners, public records, tax rolls, intra- and inter-agencies or other sources. Conducts research on zoning use issues and zoning regulations. Researches property ownership records using tax folio and alternate key property identification numbers, mortgage companies and county recorded documents.
5. Performs all facets of case preparation and development for the Special Magistrate Hearing. Prepares all documentation including all Notices of Violation, Notice of Hearing, Orders of Enforcement, affidavits to document compliance, non-compliance, postings, mailings, personal service, certified mail and subpoenas.
6. Presents cases to the Special Magistrate, as applicable. Provides testimony and evidence in code violation matters.
7. Keeps records and makes reports of activities and cases filed or forwarded for filing. Prepares and manages all active, closed pre- and post-Special Magistrate Hearing case files.

8. Prepares, distributes and files notices, letters, memos, liens, drafts ordinances and records information pertinent to active enforcement cases, pre- and post-Special Magistrate Hearing cases.
9. Prepares and maintains Special Magistrate Hearing Activity log which details lien accruals on post Special Magistrate Hearing cases.
10. Inputs daily inspection reports into the computer.
11. Meets with the general public to explain and interpret Town codes and zoning regulations. Provides interpretation and information regarding Town Code and Florida Statutes to a variety of individuals and groups including Town personnel, local police, county sheriff, county code enforcement, licensing agents, animal control, health department, property owners, business owners and state code enforcement association and others.
12. Attends workshops and professional seminars as required.
13. Enforces business tax receipt violations of non-payment, unlicensed or under licensed business entities. Works directly with Town Clerk’s office on enforcement activities.
14. Conducts inspections on all approved modification/alterations to determine if the work was performed, completed and if applicable permits were obtained. Non-compliant properties are cited and enforcement processes are utilized.
15. Provides assistance at the Growth Management Department counter when needed, answering telephone and providing public with general information.
16. Initiates and coordinates the Nuisance Abatement Process to correct specific code violations, solicits bids, and prepares documents necessary to have abatements corrected, prepares invoices, and prepares liens to be recorded on properties serviced.
17. Reports street/traffic light problems, street sign damage and other problems within public right of ways to appropriate agency or department for action.
18. Removes illegal signs from public Right of Ways.
19. Maintains data and collects fees in association with the abandoned property registration program and conducts routine follow-ups on registered properties to confirm property ownership record..
20. Develops and updates general code enforcement forms and Special Magistrate Hearing forms, as needed.
21. Conducts the necessary preliminary research for drafts of ordinance, resolution or other projects as directed by the Growth Management Director or their Designee.
22. Operates a variety of office equipment and machinery in the performance of job duties, Town vehicle, computer, copier, tape recorder, digital camera, personal computer and printer, internet research, facsimile machine, typewriter, telephone and tools used in standard inspections and postings of property.
23. Answers telephone; performs routine clerical work and provides information to the public.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
§ Knowledge of , or ability to perform, Code Enforcement Principles & Practices
§ Knowledge of, or ability to interpret, the Code of Ordinances and Land Development Regulations of the Town.
§ Knowledge of the geography of the Town, proximate incorporated areas and the Town’s road network.
§ Ability to understand and carry out moderately complex oral and written instructions.
§ Ability to enforce ordinances with firmness, tact and impartiality, and to deal courteously with the general public.
§ Ability to keep records and make written and verbal reports from such records.
§ Ability to access input and retrieve information from a computer.
§ Ability to perform work with minimal supervision.
§ Ability to relay less than favorable accepted information in a practical, polite manner.
§ Ability to deal with stressful situations and deadlines.
EDUCATION AND EXPERIENCE
§ High School diploma or General Education Degree (GED) equivalency.
§ At least two years of specific land use related, code enforcement experience and clerical experience to include proficient computer knowledge.

LICENSES, CERTIFICATIONS OR REGISTRATIONS:
§ Certification by Florida Association of Code Enforcement, Inc. desirable.
§ Valid Florida Driver’s License
