PETITION TO INTERVENE

MCI WorldCom, Inc., on behalf of its regulated subsidiaries, (collectively “MCIW”) petitions to intervene in these proceedings.

AND AS GROUNDS THEREFOR, MCIW states:

1.By order issued December 14, 1999, the Commission opened Docket No. 99-999-05 to consider the request of the North American Numbering Plan Administrator for 801 area code relief. The order states that NANPA has advised the Commission that the 801 area code is in jeopardy and forecasts it to be exhausted the first quarter of 2001. Docket No. 99-999-04 was previously created by the Commission in order to consider numbering conservation measures. The Commission consolidated the two dockets by this order as well.

2.MCIW’s regulated telecommunications subsidiaries are interested in and will likely be affected by any action taken by the Commission in these proceedings. Specifically, several of MCIW’s subsidiaries are authorized to provide local exchange services in Utah. As a result, some of these subsidiaries already have and may require additional NXX codes in the future, which could be impacted by action taken in these proceedings.

3.MCIW intends to actively participate in these proceedings. Suzanne Brooks has already attended at least one meeting concerning these proceedings. MCIW’s participation will not expand the matters at issue in these proceedings. MCIW will accept these dockets as it finds them.
