TheofficialrulesofDixieYouthBaseballshallapplyexceptasalteredbythefollowingexceptionsand/oradditions. NYBSAchoosestotakeadvantageofthelocaloptionclauserelatingtoplayingrules. ThefollowingGeneralPlayingRulesmayalsoapplytotheotherbaseballleagues.
GENERALPLAYINGRULES:
- StartTime:Gameswillstartontime. Timelimitsarespecifiedforeachleague. Theofficialstarttimeofthefirstgameofthedaywillbethescheduledstarttime. Itisuptotheteamstobereadytoplayatthistime. Therewillbea15-minutegraceallowed,ifenoughplayershavenotarrivedtomeettheminimumrequirementstofieldateam. Anadditionalexceptiontothisrulewouldbethattheumpiresarenotreadytobegin. Forthesecondandsubsequentgames,theumpireshalldeclarethestarttimeofthenextgametobetenminutesfromthetimeplayershaveclearedthefieldfromthepreviousgame. Itisuptotheteamstobereadytoplayatthistime.
- Expirationoftimelimit:Noinningwillbestartedafter1hour25minutes(85minutes)hasbeenreached. Anewinningisconsideredstartedatthemomentthelastoutismadeintheprecedinginning. Anewinningisalsoconsideredstartedatthemomentthefifthrunisscoredinthebottomoftheprecedinginning.
- LessThanNinePlayers:Ifateamfailstofieldnineplayersatgametime,theymayplaywitheightplayers. Theninthplayer’sspacemusttakeanoutthefirsttimethroughthebattingorder. Themanageroftheteamwitheightplayershastheoptiontotaketheoutatanypointinthebattingorder. Themanagermusttelltheumpireandtheopposingmanager/scorekeeperwheretheoutwillbetakenbeforethegamebegins.
- SuspendedorRainedOutGames:IntheeventofrainedoutorrainsuspendedgametheBaseballCommissionerwillreschedulegamesonthefirstavailableopendateandnotifytheTeamManagerspriortotheplayingdate. Rainsuspendedgamesshallbeplayedfromthepointofthesuspension. Teamsfailingtoappearformake-uporsuspendedgamesshallforfeit.
- TeamLine-Up:Beforeeachgame,eachmanagerisrequiredtosubmitonecopyoftheteamline-uptotheofficialscorekeeperandtheopposingmanager. Anyplayerwhoarrivesaftertheline-uphasbeenturnedinshallbeaddedtothebottomoftheline-up. Aplayerwhoarrivesafterateamhascompletedonerotationthroughthebattingordershallbeallowedtoplayafternotifyingtheopposingmanager.
- ParticipationRequirements:Noplayershouldsitoutofthegameondefenseformorethanoneinning,unlesseveryonehassatatleastonce. Battingwillbeinrotationofthecompleterosterregardlessofthenumberofplayerspresentontheopposingteam. Penaltyforviolationofthisruleshallbeforfeitureofthegameintheeventtheviolatingteamisthewinner. Ifaplayermustleavethegameduetoinjury,ejectionorpersonalreasons,theyshallnotbecalledoutformissingsubsequentturnsatbat. Ifaplayerdoesnotstartdefensivelyforonegame,inwhichheplays;hemuststartforthenextlocalleaguegame.
- PlayerMustRemaintheDugout:Allplayersmustremaininthedugoutduringthegameunlesstheyareplayingdefense,batting,onbase,ortheyareondeck.
- DivisionChampionship: DivisionChampionshipshallbedeterminedbyadivisiontournament.
- UniformsEquipment:Playersmustwearleagueprovideduniformsandequipmentduringthegames. Personalequipmentmaybeusediftheyaredeemedbytheumpiretobeofequivalentqualityastheequipmentprovidedbytheleague.
- Helmets: Battersandbaserunnersmusthaveahelmetonwithchinstrapfastenedfromthetimetheyleavethedugoutuntiltheyreturn. Aplayerremovingahelmetontheplayingfieldwillreceiveonewarning. Thesecondtimetheplayerwillbecalledout.
- Bats: DixieYouthorequivalentapproved.
MAJORLOCALOPTIONS:
- Home Team Responsibilities:
- Home team prepares the field for play (install bases, scoreboard console, pitchers mound and line the field.)
- Occupy the 1st base dugout.
- Utilize the batting cage 60 minutes prior to the start of each game.
- Keep Official Scorebook
- Swap Lineups with other team
- Visiting Team Responsibilities:
- Visiting team breaks down the field including lights, tarp, and scoreboard brains.
- Occupy the 3rd base dugout.
- Utilize the batting cage 30 minutes prior to the start of each game.
- Provide an adult to operate the scoreboard
- Swap lineups with other team
- FieldSet-up:
- Moundsetat50ft.(fromfrontofrubbertobackpointofplate)
- Basessetat70ft.
- TimeLimit: Gameswilllast1hourand30minutes.
- Anewinningwillnotbestartedafter1hourand25minuteshaveexpired.
- Gameswillbeconsideredcompletedafter6innings(5½ifthehometeamisleading).
- Ifthegameistiedafterthecompletionofthetimelimit,thegameshallbeconsideredcompleteandtheteamstied.
- Ifthehometeamisdownbymorethan4runsandthegametimelimitiswithin7minutesofexpiring,theywillnotbatinthelastinning.
- Ifafter4inningsateamisleadingbymorethan10runsthegamewillbecalled.
- Aninningisconsideredstartedthemomentthefinaloutismadeorwhen4runsarescored.Thisisbeingdonetoavoidendingagameinthemiddleofaninning. Youshouldhaveyourcatcherreadytogoeveryinningpriortotakingthefield. Thegoalistomaximizetheplayingtimeforthekids. Youshouldnottrytodelaythegameinordertowin.
- The6:00gamemuststartontime,sohavethefieldreadytoplayat6:00.Thetimelimitforthe6:00gamestartsat6:00.Thereisa15-minutegraceperiodforteamstogetenoughplayerstoplaythe6:00PMgame,butthegameclockstillstartsat6:00. Itisuptotheteamstobereadytoplayatthistime. Theumpirewillnotifyeachmanageroftheofficialstartingtime.
- RunLimit: 4runsperteammaximumperinninginallinnings.
- SuspendedorRainedOutGames: Intheeventofasuspendedgame,thegameshallbeconsideredcompleteifthegamehascompleted3½inningsandthehometeamisleading. Ifthevisiting teamisleadingseepointIVintheGeneralPlayingRulesabove.
- Participation: Noplayershouldsitmorethan1inningagame,unlesseveryonehassatatleastonce.
- Strivetowardsimilar#ofinningsonbenchforallplayersandkeeprecordsthroughouttheseason.
- Thosecoacheswiththeirownchildrenontheteamhaveanextraresponsibilitytotheleagueandtotheirteaminthattheydonotshowfavoritismtotheirownchildinthenumberofinningsplayedinaseason.
- Everyplayermustplayatleastoneinningofinfieldeachgame.
- Pitching:
- Ifapitcherpitchesmorethan2inningsinagame,hecannotpitchinthenextgamenomatterwhatweekitfallsin.Hecannotpitchmorethan4inningsinagame.
- Throwingawarm-uppitchinaninningiscountedasaninningpitched.
- Aplayerisallowedtopitch6inningsinaweek.
- Ifapitcherpitches3inningsinonegamehehastotake36hoursoffandskipthenextgamebeforehecanpitch,nomatterwhatweekthegamesfallin.
- AweekisconsideredtorunSaturdaythroughFriday.
- PitchersHittingBatters: Ifapitcherhits3battersduringaninningor4battersduringagame,hemust beremovedaspitcher.
- Bunting: Buntingisallowedatanytimeduringanatbat.
- Onceabattersquarestobunthe/sheMUSTeitherbuntattheballortakethepitch. ThebattermayNOTtakeafullswingattheballoncehe/shehassquaredtobunt.
- If a batter swings at a pitch after they square to bunt they will be called out
- Foulingoffabuntwithtwostrikesisastrike-out.
- Stealing: Stealingisallowedanytimeduringplay. Leadingoffisallowed.
- Timeoutcanonlybecalledoncethefieldingteamhascontroloftheball,andtherunnerhasstoppedhismovementtowardsthesucceedingbase(plate).
- BaseRunning:
- ArunnerMUSTslidefeetfirstintoallbasesUNLESSheisreturningtothebaseheleft. Failuretodosowillresultintherunnerbeingcalledout.
- Runnersmustslideathomewhenthereisaplayattheplate. Ifthereisaplayattheplateandtherunnerdoesnotattempttoslideoravoidacollisionwiththefielder(withinreasonabledistancetothebaseline),hewillbecalledout. Itwillbethediscretionoftheumpirewhetherornotthereisalegitimateplayattheplate.(Thisisasafetyissueforboththerunnerandthedefensiveplayerattheplate).
- Catcher/PinchRunnerSubstitution:
- Whentherearetwooutsintheinningandyournextinning’scatcherisonthebases,hemustbepinchedrunforbythelastplayertomakeanout. Thiswillspeedupthegameaccordingly.
- PlayerConduct:
- Batterswillnotbeallowedtotryanddistractthepitcherwhilepitching. Catcherswillnotbeallowedtotryanddistractbatterswhilebatting.
- TrashtakingbetweenplayerswillNOTbetoleratedatanytimeprior,during,oraftergames.
- SubstitutePlayers: Ifyouhavelessthannineplayers,youmayrecruituptothreeNYBSAregistered playersofequaltalentfromanotherMajororMinorteamtobringyourteamuptonine players. Thoseplayersmustplaytheoutfieldandbatattheendofthelineup. Ifateam onlyhasfiveregularplayers,oneoftherecruitsmayplayaninfieldposition(except Pitcher)
- PracticeMounds:Aparentorplayerwarmingupapitchermustwearacatcher’smask. Thepitchermustbeprotectedbyanotherpersonfromfoulballs.
- GameScores: Thehometeamisresponsibleforemailingthegamescoretothecommissioner(OnlyduringtheTournament,notfortheRegularSeason).
- DisputedCalls: TherewillbeNOarguingwithumpires.Ifyoudisagreewithacall,calmlydiscussitwiththeumpireinprivate.Whatevertheumpiredecidesisfinal. Ballandstrikecallsarenotopentodiscussion. Rememberthisisrecleaguekids’ baseball,notthemajorleagues.Sharethisrulewithyourparents,asyouwillbeheldresponsibleforyourparent’sactions.
- Manager – PlayerInteraction: Thegoalofrecreationbaseballisthatkidshavefunandbecomebetterbaseballplayers.Youshouldnotopenlycriticizeaplayerformakingamistake. Encouragehimtodobetternexttime.
MAJORLOCALOPTIONS – TournamentPlay:
- Seeding: Tournamentseeding/pairingswillnotbebasedonregularseasonrecords. Pairingswillbebasedonarandomdrawingbythecommissionerandteamrepresentativesaftertheregularseasonends.
- HomeTeamDetermination: Hometeamwilldecidedbyacoinflipbetweenthetwomanagerspriortotheteamsoccupyingthefield.
- Stealing: Stealingrulesusedduringtheseasonwillbeusedduringthetournament
- GameTimeLimits:
- Allgames(otherthanthechampionshipgame)willbeamaximumofSIXinningsor1hourand30minutes(whichevercomesfirst)
- Cannotstartanewinningafter1hourand25minutesunlessthereisatie
- Thechampionshipgame(orpotentialchampionshipgame)willbeSIXinningswithNOtimelimit
- RunLimits: 4runsperteammaximumperinninginallinnings.
- TenRunRule: Agamewillbeconsideredaregulationgamewhenateamisaheadbyten(10)runsandbothteamshavebattedfourtimes,orinthecaseofthehometeamifitisleading,threetimes.
- Participation:NOSUBSTITIONSALLOWEDFORTOURNAMENTPLAY
- NoplayermaysitoutmorethanONEinningpergame (or in a row)ondefenseunlesseveryplayerhassatoutatleastonce.Infieldplayingrequirementsarewaivedforthetournament.
- Aplayershowinguplateforthegamewillbemovedtotheendofthebattingorderifhemisseshisoriginalplaceintheorder.
- Ifaplayerarrivesaftertheteamhascompletedonerotationinthebattingorderhewillnotbeeligibletoplaythatgame.
- AteammayplaywithaslittleasEIGHT playersbutmusttakeanoutatsomepointduringthefirsttimethroughthebattingorder. ThepointatwhichtheoutistakenmustcommunicatedtotheopposingManagerandtheumpirepriortothestartofthegame
- AteamwithlessthanEIGHTplayersmustforfeitthegame.
- IfateamstartsthegamewithatleastNINEplayersandlosesenoughplayerstobringtheteambelowEIGHT,theteamwillnotbesubjecttothosepenalties
- Pitching:
- MaximumnumberofinningsaplayercanpitchinasinglegameisFOUR.
- Thereisnoweeklylimitoninningspitchedduringa tournament
- Apitchercanpitchupto12inningsfortheentiretournament
- Consecutiveinnings:
- IfaplayerpitchesmorethanTWOinningsinonegamehemustskipthenextgame
- IfaplayerpitchesFOURinningsinonegamehemustskipthenextgameANDhehastowait36hours(fromthetimeheleavesthemound)beforehecanpitchagain(i.e.hemaymisstwogamesiftheyareplayedwithina36hourtimeframe)
- Apitcherisconsideredtohavepitchedaninningifhethrowsatleastonewarm-uppitchinthatinning
- Onceapitcherhasbeenrelievedfromthemound,hemaynotreturntothemoundinthesamegame(evenifthegameissuspendedandplayedanotherday)
- SuspendedorRainedOutGames: Intheeventofasuspendedgame,thegameshallbeconsideredcompleteifthegamehascompleted3½inningsandthehometeamisleading. IntheeventofarainedoutorrainsuspendedgametheCommissionerwillreschedulegamesonthefirstavailableopendateandnotifytheTeamManagerspriortotheplayingdate Rainsuspendedgamesshallbeplayedfromthepointofthesuspension. Ateamfailingtoappearformake-uporsuspendedgamesshallforfeit. IfitistheChampionshipgame,theteampresentwillbedeclaredtheChampion.
- PitchingLog: ApitchinglogwillbekeptintheJoBoxwheretheManagers(oractingManager)willrecordtheirpitchers’ innings. ThismustberecordedimmediatelyaftereachgameandsignedbybothManagers. FailurebyaManagertorecordhis/herspitchers’ inningspriortoplayofhis/hersteam’snextgamecouldresultinforfeitureofthatnextgame.
