GIST OF THE CASE

Complainant Sh. Narender Singh s/o Gajraj Singh r/o Raghu Nagar reported that on 06/07/11 his 17 year old daughter had been kidnapped by one boy (juvenile) who resides in his neighbourhood. Upon this a case was registered under the relevant sections of law and investigation was taken up.

INVESTIGATION

Upon registration of the case, police swung into action. During the course of investigation it was revealed that the alleged boy was a minor and was missing from his house alongwith Rs. 25 lac. It further emerged that a quarrel had ensued a week ago in the house of the boy and that the boy had been beaten up by his step brother and father on the allegation of the theft of Rs. 25Lac.

During investigation it also came to notice that one neighbour namely Surender @ Suraj was also missing from his rented house along with his family and valuables, who was close to the boy. The details of his antecedents were not available with the landlord. As the boy had run away with a huge amount of cash, there was a strong apprehension that Surender @ Suraj could eliminate both the boy and the girl for money. Acting upon this, a massive manhunt was immediately launched to trace Surender. Several raids were conducted in Railway colony, Pul Mithai, Delhi (house of the Surender’s father), Ajam Garh,UP (his native village) and Tokiwalan, Azad Market(his in-laws house). His father namely Sh. Lahori revealed that Surender had married against their will about 8 years ago and since then he had severed all relations with his son. It was also revealed that Surender and his family were also residing in Patiala, Punjab and his sister has been residing in Mumbai. Accordingly three teams were dispatched to Mumbai, Patiala and Ajamgarh respectively. Meanwhile, sources were deployed, technical surveillance was mounted and CDR of mobile phone of Surender was analysed minutely which displayed the location of his mobile in the area of Yamuna Nagar (HR) thrice during last 20 days.

A team comprising SI Krishan Kumar, ASI Hari Singh, Ct. Rohit and Ct. Sanjay under the supervision of Inspr. Anil Kumar, SHO/Sagar Pur immediately conducted raids in Yamuna Nagar, Haryana. Sustained efforts and painstaking investigation soon paid dividends and the above mentioned team finally succeeded in recovering the girl, along with her juvenile paramour. Surender was also nabbed and the entire amount of cash was also recovered.

INTERROGATION

On examination, girl disclosed that she is a major and was in love with the boy(juvenile) for the last one year but their families were against their relationship and were not allowing them even to meet each other. They used to meet stealthly at the residence of Surender. Last week the boy(juvenile) was beaten by his father and step-brother alleging that he has stolen Rs. 25 lac from the house. After that, they decided to run away from their houses. In the wee hours of 6.07.11 they left their houses and reached the residence of Surender and forced him to help and accompany them. Initially Surender @ Suraj refused and scolded them but they insisted by saying that they are leaving their houses and he would be the sole person who would be blamed for this. Surender got frightened and agreed to help and took them to his relative house in Yamuna Nagar (HR). After reaching Yamuna Nagar, the boy (juvenile) told them that he had also brought Rs. 25 lac from his house.

RECOVERY

- Cash Rs. 25 lac.

Ø 2 DRUG TRAFFICKERS INVOLVED IN TRAFFICKING GANJA AND ONE TRAFFICKER INVOLVED IN OPIUM APPREHENDED.

Ø PRICE OF OPIUM IN THE INTERNATIONAL MARKET APPROX. 4 CRORES AND PRICE OF GANJA IN DOMESTIC MARKET WORTH RS. 5 LACS.

On 08/07/2011, information was received by Ct. Suresh that drug traffickers trafficking in ganja would come in a Maruti Van near Shalimar Bagh, Delhi. A team led by Inspr. Rajesh Sharma and consisting of SI Sunil, SI Shiv Darshan, ASI Harcharan, ASI Ajmer Singh, HC K.P.Singh, HC Jai Singh, Ct. Atul, Ct. Kaushal, Ct. Suresh and Ct. Neeraj under the supervision of Addl. DCP Joy Tirkey laid a trap and the maruti van was intercepted. 2 drug traffickers were apprehended. They were identified as 1) Aslam (aged 42 years) s/o Mohd Yameen r/o Kardampuri, Delhi and 2) Mohd. Slamuddin (aged 30 years) s/o Abdul Kalam r/o Badarpur, New Delhi. 10 parcels were seized from the maruti van. The parcels when opened were found to contain ganja. The ganja had been wrapped in polythene and over it with cloth. The ganja when weighed was found to be 105 kg. A case under the appropriate sections of the NDPS Act was registered. The ganja is worth Rs. 5 Lacs in the domestic market.

Both the accused persons were subjected to intensive interrogation. On interrogation, they disclosed that they had been trafficking in ganja since the past three years. Their contacts in Orissa sent ganja after proper packing in parcels through Post Office to Delhi. In the instant case, the docket slip of General Post Office, Kashmere Gate bearing the name of Aslam as the consignee has been recovered from the possession of Aslam. They made the payment of the ganja by depositing money in the bank accounts provided by the drug traffickers of Orissa. They supplied ganja to the drug peddlers in the area of Raghubir Nagar, Hazrat Nizamuddin and Sri Niwas Puri, Delhi. They paid Rs. 2500/- to Rs. 3000/- for procuring the ganja and then sold the ganja to the drug peddlers in Delhi for Rs. 5000/- per kg.

On 09/07/2011 information was received by SI Rajbir Singh that drug traffickers would be coming to Kali Mata Mandir, Outer Ring Road in a Wagon-R Car. On this information, a team led by Inspr. Kuldeep Singh and consisting of SI Rajbir Singh, HC Laxman Prasad, HC Satyavan, Ct. Kheta Ram and Ct. Sohan Pal under the supervision of ACP Bir Singh and overall supervision of Addl. DCP Sanjay Bhatia laid a trap. The Wagon-R car was intercepted and a person was apprehended. He was identified as Om Prakash (aged 48 years) s/o Moti Lal Patidar r/o Jalodia Road, Narain Garh, PS Narain Garh, Distt. Mandsaur, Madhya Pradesh. 40 Kg Opium was recovered from his possession. A case under the appropriate sections of the NDPS Act was registered. The recovered opium is worth Rs. 4 Crores in International Market.

Om Prakash was subjected to intensive interrogation. He disclosed that he and his brother cultivated opium on the lands of the farmers in Mandsaur, Madhya Pradesh. They cultivated opium on the lands of the farmers that had the license to cultivate opium but did not have the finance. The Patidar brothers then smuggled out the opium cultivated by them and sold it in the open market in Madhya Pradesh, Delhi, Punjab and Haryana.

1. Aslam (aged 42 years) s/o Mohd Yameen r/o Kardampuri, Delhi - He is educated up to the 3rd standard. He used to work as small time trader. However, since the past 3 years he has been involved in trafficking of ganja. He used the Government Post Office network for getting ganja from Orissa to Delhi. He procured approx. 250 Kgs of Ganja every month.

2. Mohd. Slamuddin (aged 30 years) s/o Abdul Kalam r/o Badarpur, New Delhi. He is illiterate and worked as a Taxi driver. However, since the past 1 year he has started working with Aslam.

3. Om Prakash (aged 48 years) s/o Moti Lal Patidar r/o Mandsaur, Madhya Pradesh – He and his brother own 20 bighas of land and are farmers. They do not have the license to cultivate opium. Hence, they used the agricultural land of farmers who have license to cultivate opium.

On 06/07/2011, information was received that highway robbers would come near Ghazipur Dairy underpass, Delhi. A team led by Insp. Sunil Kumar and consisting of SI Ravinder Teotia, SI N. S. Rana, SI Ravinder Verma, HC Wasik Ahmed, HC Vikram, HC Ravinder Baliyan, HC Dharmender, Ct. Govind, Ct. Ishwar, Ct. Devender, Ct. Kusum Pal, and Ct. Virender under the supervision of Addl. DCP Sanjay Bhatia laid a trap and one person was apprehended. He was identified as Idrish Pahalwan (aged 28 years) s/o Rahisuddin r/o Loni, Ghaziabad, UP and permanent resident of Muzaffarnagar, UP. One country made pistol along with 2 live cartridges was recovered from his possession. Case under the appropriate sections of the law was registered.

Idrish Pahalwan was subjected to intensive interrogation. He is a desperate highway robber. In August, 2009, he alongwith his associates forcibly stopped a vehicle laden with cosmetics and after overpowering the driver decamped with loaded vehicle. In December, 2010, he alongwith his associates robbed one I-10 Car and one Accent Car in the area of PS Sahibabad, UP. 3 cases, one of Delhi and 2 of UP have been worked out.

Accused Idrish @ Pahalwan has studied up to 8h class. He came in contact with Alvi r/o Loni, a desperate highway robber around 8 years back and joined his gang.

On 08/07/2011 information was received by HC Bachu Singh that a snatcher would be coming at Millennium Park, Sarai Kale Khan, Delhi on a motor cycle. On this information a team led by Inspr. Udaibir Singh and consisting of SI Narender, SI Abdul Qadir, HC Bachu Singh, HC Amit, Ct. Billu Singh and Ct. Prithvi Singh under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia laid a trap and apprehended Mahender @ Sunny (aged 19 years) s/o Ram Avtar r/o Shiv Vihar, Uttam Nagar, Delhi. 2 gold chains were recovered from him. The motor cycle on which he was traveling was found to be stolen from th area of PS Roop Nagar, Delhi. Case under the appropriate sections of the law was registered.

Mahender @ Sunny was subjected to intensive interrogation. He is a desperate and notorious snatcher. He alongwith his associates snatched gold chains while on motor cycle in the area of Vikas Puri, Tilak Nagar and Uttam Nagar. 3 cases of snatching and one case of auto theft have been worked out.

Efforts are being made to apprehend his other associates. Further investigation is in progress.

APPREHENSION OF JUVENILE IN CONFLICT IN LAW IN CHAIN

SNATCHING CASE

On 09.07.2011, with the apprehension of two juveniles in conflict with law by the officials of police station Mayapuri, a chain snatching case vide FIR No. 69/11 dated 08.07.11 has been solved. The snatched gold chain and a motor cycle used by them for chain snatching has been recovered and seized.

PROFILE AND MODUS OPERANDI OF ACCUSED ARRESTED

1. One of the juveniles in conflict with law is a school dropout. He has studied up to class 8th in government school and thereafter he left his studies and started wandering in the area. Gradually, he started committing petty offences in the area. Due to his age factor he got relief on several occasions. This boosted his morale and he planned to do something big. As per his planning he found another juvenile and got him prepared to be, his associate. In the morning of 08/07/11 he took the motorcycle of his step father and thereafter along with his associate (juvenile in conflict with law) snatched gold chain of a lady in Nangal Raya area.

2. Another juvenile in conflict with law is studying in class 10th in government school. His father expired 3-4 years back. His mother works in private houses as a maid and residing in a small rented room. He hails from a poor background.

RECOVERY

1. DL 8S AH 2877, motor cycle, TVS Star City, red colour (this motor cycle was used for snatching )

2. A broken, but complete gold chain.

INCIDENT AND TEAM

On 08.07.11, at about 10.00 AM., Smt. Madhu Singh alongwith her small son was walking in the lane, near her house, in the area of village Nangal Raya. Suddenly two youths came behind her in a motorcycle and the pillion rider snatched her gold chain and fled away. She was in shock, thus she could note down only a part of registration number of motor cycle. However she could remember the colour of motor cycle, which was red. On getting information through PCR call, over to Inspector R.N. Choudhary, Inspector Investigation alongwith ASI Jagdish Raj, HC Kailash Chand , HC Sanjeev, HC Hazari Lal, HC Omprakash and CT Bir Singh immediately reached the spot. All the police pickets were alerted. The statement of victim was recorded and a case was got registered. The investigation of the case was entrusted to HC Kailash No. 1176/W who started thorough investigation step by step after visiting various offices like Traffic Branch Transport Authorities etc. Thereafter, under the supervision of Sh. Pankaj Kumar Singh, ACP Tilak Nagar, a team comprising all above police officials, headed by Inspector R.N. Choudhary was formed and hunt for snatchers continued. The registration records of motor cycles held with Traffic computer was minutely scrutinized. In that the suspected registration numbers of red colour motor cycles were zeroed and the team continued with their efforts . Finally, the red colour TVS motor cycle bearing registration number DL 8S AH 2877 was located at Sagarpur area and two youths were apprehended, but both were found to be juveniles in conflict with law.
