Note 2Delegations are asked to abide by the following rules concerning attendance at the meeting:

Maximum of 3 delegates per accepted ExCB / ExTL (these may alternate with other delegates)

  • Representatives of candidate ExCB / ExTL and Chairpersons / Secretaries of IEC Technical committees TC31 / SC31 - may attend the meeting
  • ExTAG discussions may touch sensitive matters that must not be disclosed to manufacturers, users or other organisations that are not ExCBs or ExTLs. Observers are permitted to attend the meeting but may be asked to leave should the Chairman and members of ExTAG believe it to be required.

Note 3 It is intended that the meeting be conducted in English, however allowances will be made for Delegates from non-English speaking countries, including allowing delegations to bring their own interpreter.

6Technical Items for general discussion within ExTAG

This is an opportunity to discuss technical items arising from feedback since the previous ExTAG meeting with the aim of ensuring a consistent approach by all ExCBs and ExTLs.

6.1Application of Clause 7.6 of IEC 60079-11 to small and portable devices

The Secretariat has become aware of differences in interpretation and application of Clause 7.6 of IEC 60079-11 when being applied to modern electronics. Mr Tim Krause is to lead a discussion with the possibility of developing an ExTAG Decision sheet.

6.2Feedback on the use of new IEC/IEEE 60079-30-1

In noting publication of IEC/IEEE 60079-30-1, September 2015, ExTAG Members are invited to provide feedback regarding the application and use of this new Joint Standard. IECEx Secretariat to lead this discussion.

6.3Revision of ISO/IEC 80079-34 – Status Update and impact of new ISO 9001

In noting the revision of ISO/IEC 80079-34, in light of the new edition of ISO 9001, Members will be informed of latest situation concerning Rev of ISO/IEC 80079-34 and also an opportunity to discuss any immediate or intermediary action that maybe required in light of the new ISO 9001 Standard. Mr Thierry Houeix to lead this discussion.

6.4 Application of OD 233 in the criteria and selection of Independent verifiers

Members will be asked to consider concerns raised by the IECEx Chairman on the issue of independent Verifiers with a view to considering any proposal that may need to be put before ExMC.

7Performance feedback from ExCBs and ExTLs (Restricted participation)

(Agenda Item 7- Restricted participation [Representatives of ExCBs and ExTLs] will be timed to be either immediately prior to, or after, the lunch break.)

7.1Co-operation between IECEx Bodies

Under this item IECEx Bodies will be given the opportunity to discuss their working experiences with other ExCBs and ExTLs. The IECEx Secretary will remind ExCBs of their obligations, according to IECEx Scheme Rules, eg IECEx 02 Clause 10.1, concerning co-operation among ExCBs, e.g. When ExCB “B” receives an ExTR/QAR via ExCB “A” and raises a question – this must be discussed and resolved among ExCB “A” and ExCB “B” and not leave it to the manufacturer to carry the message to ExCB “A”.

7.2Response to and assistance to be provided by ExCBs to the market when IECEx CoCs they issue arequestioned

While IECEx CoCs should always be clear in the equipment they cover, e.g. type of equipment, model designators and any permitted accessories, there maybe times when an end user, inspector or regulator may seek clarification or additional information from ExCBs. This item provides an opportunity for ExTAG Members to clarify this position and if necessary to develop an ExTAG Decision Sheet.

7.3Operating to IECEx Rules and Operational Documents

Under this item IECEx Bodies will be given the opportunity to discuss their working experiences in using the IECEx Rules and Operational Documents.

The Secretariat would welcome ExCBs raising issues prior to the meeting.

7.4Maintenance of QARs

Reminder of the ExCB responsibilities regarding the need to maintain surveillance audit schedule within the requirements of IECEx 02 rules and OD 009.

Also an opportunity to discuss cooperation and use of ExCBs, using QARs issued by ExCBs, other than the CoC issuing ExCB.

7.5Management of Suspended Certificates

Reminder to ExCB’s regarding their obligations when managing Certificates that have been “Suspended”, e.g. time-frame, monitoring of Certificate holder, resolution or cancel after a 12 month period.

8 ExTAG Working Group Status - Review

8.1 ExTAG WG1, Preparation and maintenance of ExTRs

Status of ExTRs

Working Group 1 is tasked to create, revise and update the Ex Test Reports to be used within the IECEx System. The work is ongoing.

8.3ExTAG WG10 Proficiency Testing

PTB via ExTAG WG10 have been operating the IECEx Proficiency Testing Program. Mr. Tim Krause of PTB will present a report on the latest Programs and outcomes.

Mr. Jim Munro will also provide a report on his recent assessment of PTB as the IECEx PTP Provider in accordance with ISO/IEC 17043.

8.5 ExTAG Task Group Amalgamation of Decision Sheets

This ExTAG Task Group was charged with redrafting documents ExTAG/293/CD and ExTAG/243D/CD to incorporate the two documents into one Decision Sheet.

The meeting is to receive a report from the Convener Ms. Ostojicnoting that due to lack of consensus during the 2015 Christchurch meeting (re item 8.5 of the mins, (ExTAG/413/R) it is recommended that this Task Group be disbanded.

This is recommended based on the following:

a)That ExTAG DS 2014/001 remains unchanged.

b)That ExTAG/243D/CD be withdrawn.

c)That the matter relating to “what Standards must be listed on page 2 of the IECEx Certificate” be referred to a new Task/Working Group, with a view of incorporating an appropriate “Listed Standards” convention for CoCs into IECEx OD 011-2.

d)That the matter relating to the “consequence on the marking” be referred to TC31. This issue will be addressed by the working Group for ‘Skids/Assemblies’ guidance document.

9. 3 Review of process for the preparation and approval of Decision Sheets.

In noting the current procedure, OD 035, for the preparation and approval of DS, the IECEx Secretariat proposes some minor adjustment to clarify the process for handling comments received during the development process, based on feedback from ExCBs.

Members are asked to consider the proposed draft Decision Sheet prepared by

CQM, in addition to considering the proposed alternative DS prepared by NANIO-CCVE contained in Annex A of ExTAG/427/CC.

As a result of discussion held during the TC31 WG22 October 2015meeting, concerning the need to keep marking for two different IP situations separate,it was agreed by the WG that ExTAG DS 2012/005 be revised

10.7Scope exception regarding LED light sources

Following consideration of proposed draft Decision Sheet ExTAG/373A/CD, preparedby UL LLC, during the Christchurch 2015 ExTAG meeting, the Originator has consulted with MT 60079-28 via Ulrich Johannsmeyer with a conclusion that ExTAG/373A/CD should proceed for publication.

Noting the response from Dr Johannsmeyer as follows:

Relating to the ExTAG/373A/CD the (proposed) answer is correct in my view. We have only excluded LED light sources which are continous, divergent and for Gc or Dc. Maybe in future this rule can be extended also for pulsed divergent LED light sources, but this should be decided by the MT.” Dr Johannsmeyer email to Mr Kelly UL of 4 August 2016

On this basis the ExTAG are asked to agree with the publication of ExTAG/373A/CD as an ExTAG DS

11ExTAG Discussions relating to other IECEx Schemes

11.1 Discussion relating to the IECEx Certified Service Facility Scheme

(IECEx 03)

The IECEx Secretary will report on the status of the Certified Service Facility Scheme. This is also an opportunity for feedback from ExCBs operating within

the IECEx 03 scheme, noting the new ExSFC Committee and its membership.

11.2Information relating to the IECEx Conformity Mark License System (IECEx 04)

The IECEx Secretary will report on the status of theConformity Mark License System.

At this point ExTAG Members will be informed of a request from ExMarkCo to consider conducting a survey of their clients that hold an IECEx Mark License regarding their views on the benefits of the IECEx Conformity Markand any suggestions for growth of the IECEx Mark Scheme to the benefit of industry.

12New topics (suggestions for topics to be dealt with during the next ExTAG Meeting)

This is an opportunity for members to raise topics for discussion at future meetings.

14Matters for proposal to ExMC

14.1Attendance at ExTAG Meetings

The meeting is to consider a proposal from the IECEx Executive regarding attendance at ExTAG meetings by ExCBs and ExTLs.

During the 2015 IECEx Executive’s Toronto meeting, the Executive noted the importance of attendance and participation by all ExCBs and ExTLs in ExTAG training and meetings and suggested that while a strong view exists that missing 3 consecutive meetings should trigger an early re-assessment, this should be documented in OD 003-2. The meeting is asked to consider this suggestion.
